WASHINGTON — President Barack Obama will find out two things as he studies how to make the White House more environmentally friendly:

No. 1: It's already been done.

No. 2: It needs to be done again.

It was Earth Day 1993 when President Bill Clinton launched his ambitious "greening the White House" project. That effort saved more than $1.4 million in its first six years, largely from improvements in lighting, heating, air conditioning, insulation, water sprinklers and other measures.

During George W. Bush's two terms, workers installed three solar systems, including a thermal setup on the pool cabana that heats water for the pool and showers, and photovoltaic panels atop a maintenance shed that supplement the mansion's electrical supply. Bush also made a big push to recycle office paper, although the overall go-green effort lost momentum during his tenure, according to many outside observers.

Obama promised before he took office that he wanted to sit down with White House staff to evaluate what can be done to conserve energy in a 132-room behemoth of a mansion/office that leaves an EEE-sized carbon footprint.

"Part of what I want to do is to show the American people that it's not that hard," Obama said in a television interview during the transition. He said he's one of those people who tiptoes around and turns off lights at night. "I'm not going to be obsessive about it. But I do that in my current house. So there's no reason why I wouldn't do it in my next one."

The family already is taking action to set an eco-example for the nation. First lady Michelle Obama recently broke ground for an organic herb and vegetable garden on the South Lawn. The Obamas have installed an environmentally friendly wooden swing set for their children on the White House grounds. Cushioning underfoot is made from recycled rubber tires.

Obama isn't ready to give details of his broader go-green plans for the White House, but administration officials report that small steps are under way: The housekeeping staff is making the switch to greener cleaning supplies, and complex managers have asked engineers and groundskeepers to use greener products whenever possible. Efforts are afoot to improve and promote recycling.

As for what more can be done, outside experts on green buildings report that the administration is seeking out information about what's feasible. Given the priority Obama placed on renewable energy in his economic stimulus package and budget, environmentalists are chattering about what further steps he will take at the White House.

"They're very focused on leading by example," said Rick Fedrizzi, chief executive of the nonprofit U.S. Green Building Council, which has offered advice to the White House. "It's great to see that they're focused on solid solutions and not just throwing sound bites over the fence every day."

Sometimes, good intentions have gotten ahead of the technology in eco-efforts at the White House.

In the late 1970s, President Jimmy Carter installed a $30,000 solar water-heating system designed to save $1,000 a year in heating costs. It didn't really work.

"Talk to anyone who worked in the West Wing then, and they would say they washed their hands with cool water," said former chief usher Gary Walters, who spent 37 years at the White House before retiring two years ago.

Those who've been involved in past efforts to make the White House more eco-friendly say that for all that's already been done, there is plenty left to do, given how quickly technology changes.

"It's definitely time to revisit it," said Bill Browning, who helped launch the Clinton-era greening effort in 1993. "The green building movement has evolved quite a bit since then."

Browning, founder of the Terrapin Bright Green consulting firm, said the staff members who manage the White House and its grounds _ employees who carry over from one administration to the next _ have been "the real champions of greening the White House. They made it their project during the Clinton years and kept it going during the last administration."

For all the enthusiasm about going green, though, there are practical limits. Last year House Speaker Nancy Pelosi, D-Calif., announced a "Green the Capitol" program to zero out the Capitol's carbon impact by December 2008. But this month, the House quietly shelved the project because it couldn't guarantee that Capitol operations were carbon neutral even after purchasing "offsets" that finance projects to reduce greenhouse gases.

The White House historically has been a showcase for technological advances. In the 1880s, it was one of the first houses in the nation to have running water. In the early 1900s, it got an early air conditioning system (that ultimately didn't work.)

Walters said both the Clintons and George and Laura Bush were surprised by what already had been done to conserve energy when they moved into the White House.

"We tried to do more than the average bear," he said, adding that the first lady's garden grew herbs during both administrations, and that limited container gardening was done on the mansion's roof to supply the White House with tomatoes, peppers and other vegetables.

Architect Jean Carroon, an expert on green strategies for historic buildings, said the White House isn't the "energy hog" that people might think. Older buildings often have thick masonry walls that provide good insulation and big windows that let in lots of daylight, she said.

Carroon said it's important for the White House to demonstrate simple conservation steps that all families can take.

"It isn't about the flashy stuff," she said. "It's about being smart and making it happen. ... The message to most citizens should be: You don't have to be in the White House to implement amazing energy savings."

Steve Strong, whose Solar Design Associates designed and installed the solar systems during the second Bush administration, said he'd love to see the Obamas kick the effort up a notch by installing a solar array on the South Lawn.

"That would be a compelling national and international symbol," he said.

Contrary to what was reported, the Greening the Capitol program is still alive and well, and the funding has been increased. This may be one of the best government programs yet, since participants do not need to fork up 10's of thousands to simply apply, and creative solutions are encouraged. Expect to see some interesting solutions to saving the planet.

How come no one is mentioning one of the easiest steps to help the environment - your thermostat?
In the winter our mid-atlantic home which is about 8 miles from the White House is kept at 62 during the day and 58 during the night. We wear sweaters alot. In the summer we have ceiling fans and keep the AC at 76-78.

Lest you think that's all we do - I drive a Prius, recycle, compost, buy organic as much as I can afford, all lights are fluorescent and hubby rides his bicycle to work. It's really not very hard to do, especially if you make the changes a bit at a time.

After the 1973 war and the first Arab oil shock, look at what America did and what Denmark did. What we did was say, "Wow! We've got to really take on this issue." So beginning with President Ford and President Carter we said we were going to double the fuel efficiency of American cars from about 13 mpg then to I think it was 27.5. We were going to do it over ten years and we did it. We were so successful doing that we helped break OPEC in the late '70s and early '80s and crater the price of oil. That worked out so well that Ronald Reagan, when he came along, said, "That's enough of that!" He ripped off the solar panels that Jimmy Carter had put on the White House roof -- they were recently auctioned online.... Some of those solar companies that we spawned in the '70's and '80's -- they went bust also when we removed our subsidies and taxes. They were bought by Japan. I can't tell you how grateful the innovators and corporate leaders of Japan and Denmark are today for all the money America invested in research in wind and solar, spawning companies here which went bust in the '80s when we removed the subsidies from them.... One of the leading wind innovators in America, in fact, was given a medal of honor by the government of Denmark. All his technology ended up there.

When it comes to the White House grounds, almost nothing has ever been done. The only mention of landscaping issues during Clinton's greening initiative was that old sprinklers were replaced by "smart" ones that have the good sense to stop running when it's raining. But when Michael Pollan inquired into lawn care practices there in 1991, he was told that info about what products they're using is classified. To request attention to lawn care practices, water management practices, spraying of pesticides on those Rose Garden hybrid tea roses, composting, etc etc., a new public information campaign is being announced this week and launched officially on Earth Day. It's called Green the Grounds - Bringing Nature into the Public Realm. HuffPost will definitely receive a press release.

I am not sure what they will come up with, but one of the most promising ways of saving energy that can be retrofitted into existing buildings is daylight harvesting. How it works is that there is a light sensor in the room that dimms the fluorescent lights depending on how much daylight is coming in the room. In other words, sunny afternoon, automatically lower lighting. In addition many of the systems have a remote control so that if you want the lights to be a little dimmer while you work on the computer you can do so.

Glad to see the President trying to follow through on promises he made. I agree that a solar array should be installed on the grounds somewhere. Also, how about less lawn and more xeriscaping at the white house? Recycling should be a primary effort. My family does it. The next step is for the President to implement tax or other financial incentives/programs for homeowners and businesses looking to "green up", such as switching to solar or wind power. Many countries are already far ahead of the US in the development and use of alternative fuels and power. Several islands are already or close to being "oil independent" through the use of solar, wind and water power. It's time for us to become a leader again, instead of being stuck in the past century!

You can live healthfully on veggies alone if you know how to do it right, but soy really is bad for you.

I've been told to avoid it by a doctor friend of mine. Also, I wouldn't any kids being raised on a vegan diet.

It was never used as a staple in Asia, even in times of famine. Soy condiments there are fermented over 2 years to remove the dangerous isoflavins that are chemically similar to estrogen and used for post menopause treatments.

We can reduce CO2 through a combination of tax incentives for green businesses and homeowners. We can reduce emissions though a little less "personal freedom" (where does your freedom end and mine begin??) and a little more THOUGHT in how we live. Recycling isn't hard. My family does it. Driving a Toyota Corolla instead of a gas guzzling SUV isn't hard, it's easy and I get 40 MPG. Supporting companies local busineeses first isn't hard, nor is supporting "green" businesses. It just takes a little thought. Are you saying Americans aren't capable of rational thought? It's time to be just a little less lazy and self-indulgent.

It eats CO2 as well as gives us cellulose ethanol and also bio diesel from it's seeds, and nobody gets high from it, also other products creates green jobs or must we stay in the dark ages due to your political aspirations, cowardice, duplicity..?
