WASHINGTON — President Barack Obama asserted unprecedented government control over the auto industry Monday, bluntly rejecting turnaround plans by General Motors Corp. and Chrysler LLC, demanding fresh concessions for long-term federal aid and raising the possibility of quick bankruptcy for either ailing auto giant.

Obama took the extraordinary step of announcing the government will back new car warranties issued by both GM and Chrysler, an attempt to reassure consumers their U.S.-made purchases will be protected even if the companies don't survive.

"I am absolutely committed to working with Congress and the auto companies to meet one goal: The United States of America will lead the world in building the next generation of clean cars," Obama said in his first extended remarks on the industry since taking office nearly 10 weeks ago. And yet, he added, "our auto industry is not moving in the right direction fast enough to succeed."

Obama, flanked by several administration officials at the White House, announced a short-term infusion of cash for the firms, and said it could be the last for one or both.

Chrysler, judged by the administration as too small to survive, got 30 days' worth of funds to complete a partnership with Fiat SpA, the Italian manufacturer, or some other automaker.

GM got assurances of 60 days' worth of federal financing to try and revise its turnaround plan under new management with heavy government participation. That would involve concessions from its union workers and bondholders. The administration engineered the ouster of longtime CEO Rick Wagoner over the weekend, an indication of its deep involvement in an industry that once stood as a symbol of American capitalism.

Obama's announcement underscored the extent to which automakers have been added to the list of large corporations now operating under a level of government control that seemed unthinkable less than a year ago. Since last fall, the Bush and Obama administrations, often acting in concert with the Federal Reserve, have engineered the takeover of housing titans Fannie Mae and Freddie Mac, seized a large stake in several banks and installed a new CEO at bailed-out insurance giant American International Group.

Other presidents have forced showdowns with major industries, with mixed results. Harry Truman's decision to nationalize the steel industry on the eve of a strike in 1952 was ruled unconstitutional by the Supreme Court. But Ronald Reagan succeeded in busting the air traffic controllers' union three decades later.

The latest addition to the list, the once-proud auto industry, has struggled with foreign competition for more than a generation, then was further battered by the recession and credit crisis gripping the economy. Obama said 400,000 industry jobs have been lost in the past year alone, many in Michigan.

Under Fritz Henderson, newly named as CEO, General Motors issued a statement saying it hopes to avoid bankruptcy, but will "take whatever steps are necessary to successfully restructure the company, which could include a court-supervised process."

Chrysler Chairman Bob Nardelli sought to assure customers, dealers, suppliers and employees that the automaker "will operate 'business as usual' over the next 30 days" while working closely with the government and Fiat to secure the support of stakeholders.

Sergio Marchionne, CEO of Fiat, issued a statement calling the Obama administration's involvement "tough but fair, and we believe we will arrive at a result that will establish a credible future for this crucial industrial sector and that assigns the right priority to the repayment of U.S. taxpayers' funds."

Fiat executives have talked to administration officials about a proposal to acquire a 35 percent stake in Chrysler in exchange for small car technology, transmissions and other items that Chrysler has valued at $8-$10 billion.

There was no immediate response from the United AutoWorkers Union. One worker, Don Thompson, 56, of Chesterfield Township in Michigan, said automakers were being punished because of public anger over the banking bailout. "They're using us for the mistakes they've made in Washington," he said.

Other workers alleged a double standard in how Washington dealt with Wagoner, as opposed to CEOs of bailed-out banks. "They're using him as a fall guy," said Frank Rowser, financial secretary for UAW Local 909.

When Wagoner leaves the automaker, he will take a financial package worth an estimated $23 million.

Ford Motor Co., the third member of the Big Three, has not requested federal bailout funds.

Obama said bankruptcy would be a way for either GM or Chrysler to "quickly clear away old debts that are weighing them down so they can get back on their feet," and stressed that either firm would remain open.

"What I am not talking about is a process where a company is broken up, sold off and no longer exists. And what I am not talking about is having a company stuck in court for years, unable to get out," he said.

Still, fears about the industry's future sent stocks plummeting, with the Dow Jones industrial average losing about 254 points. GM plunged 92 cents, or 25.4 percent, to $2.70. Chrysler is not publicly traded.

Obama's remarks were prompted by the expiration of a temporary bailout approved by the Bush administration last winter, with $17 billion in federal funds to help GM and Chrysler survive. Under its terms, the two automakers had until March 31 to submit restructuring plans as it searched for additional federal funds.

At the time, it appeared Bush had avoided an industry collapse on his watch yet had deferred the most difficult decisions for his successor.

By his comments, Obama bought himself a little more time, but made it clear it was fast running out. "Now is the time to confront our problems head-on and do what's necessary to solve them," he said.

The administration issued papers detailing the prospects for survival of both GM and Chrysler, credited them with making difficult choices, yet also stressing the difficulties that remain.

It said that while GM's new car of the future, the Volt, "holds promise, it will likely be too expensive to be commercially successful in the short run."

The government has said it's willing to provide another $6 billion in financing for Chrysler if it is able to finalize an alliance with Italy's Fiat Group SpA. But to get the money, Chrysler must rid its balance sheet of most of its debt, including any investment by its private owners.

That means Chrysler's majority owner, Cerberus Capital Management LP, would have to give up the $1 billion interest it has in the automaker, according to a person briefed on the deal. The person asked not to be identified because terms are still being negotiated.

Cerberus would retain ownership in Chrysler's financial arm, but it has pledged to the government the first $2 billion in profits to repay a federal cash infusion, the person said.

How many times in the history of GM has Canada bought GM back from the brink ? Don't know well find out because GM was founded on the Buick that was built in Canada under the McLaughlin name when GM was a holding company Durant had a contract with Canada to supply buick motors till 1916 McLaughlin built 154 cars december 1907 for 1908. Durant formed GM September 16,1908, looks good? Now Dort -Durant in 1913 split . McLaughlin built Chevrolet when Durant was out of GM 1915 McLaughlin was building Chevrolet Trucks for The Great war,Electric Cars built in Canada and McLaughlin built his cars for a while with motors from Northway. The Chevrolet trademark was registerd in Canada on the 5 November 1914 ,1915 Chevrolet 490s were built 1918 GM bought McLaughlin Then Cadillacs 1923 to1936 and LaSalles from 1927 to 1935 were built in Canada, we were building Oldsmobile in 1920 Pontiacs in 1926 and you think GM is an American dream (not so it is Canadian)

The fact of the matter is the US auto makers have been mismanaging their companies for decades now. And it has nothing to do with pensions or unions - it has everything to do with the stub-standard product they design and produce. My Corolla was totaled back in August 2008 and the only compact cars available to rent (for 2 months) were American made, so I have firsthand knowledge of just how poorly designed their cars are. After an afternoon of driving around in a compact Chevy car, I had massive bruising on the back of my upper arm from smacking it on the "arm rest." Another car was so poorly designed that in order to get an unobstructed view through the windshield from the driver seat, I had to duck my head to peer under the rear view mirror! Ridiculous!

For years I have been saying the only way for them to save themselves is to take the initiative with alternative fuel and/or electric vehicles. Instead, they decided to capitalize on the short-lived Hummer craze and focus on developing ever-bigger, ever-less fuel efficient SUV's while completely ignoring the other side of the market and the very things that have made Honda and Toyota hugely successful.

They've been sitting on a goldmine all this time and they refused to dig! And of course now, it's all of those autoworkers, parts dealers, etc. that are in danger of being buried alive.

As a GM retiree that resides in MI I keep wondering why the ceos of the banks and AIG have not been fired>Now the president of GM is now the ceo----why no questions about him?I am patiently waiting for Pelosi to have Dodd,Rangl­e,Waters,a­nd herself answer to the ethics commitee investigations.When she made the attacks on ICE for arresting illegals she showed us how she could care less of the rest of us that have lost our jobs,homes and rights to these people.

Here's a clue: American corporations increase their profit margins by the large pool of illegal aliens that they draw from. Border agents and the rest aren't going to help the issue, any more than billions wasted on fighting cocaine smuggling has helped get cocaine off the streets.

Cracking down on *hiring* illegal aliens will. Enforcing worker's rights to remove the profit incentive for hiring them will. None of that will ever happen though. Too much profit at stake.

Instead, they'll keep distracting you by directing your attention to the illegal aliens themselves, getting everybody's blood going about it, to get all this public attention directed at a solution they KNOW won't work, because they don't want a solution. They want expendable human capital.

Excuse me, but the republicans in congress said that the auto companies should fail and declare bankruptcy. Obama is giving Chrysler and GM one last chance to clean up their acts before lowering the boom. bush let them slide, Obama won't. He knows that if tghe car companies fail, it will directly affect their suppliers and dealers, hundreds of thousands of workers who make products for the car companies. I believe he is looking out for all those people. Amazing, a president who cares about the working man!

The bigger question is WTF do the American auto execs know about the auto industry?

Ford brought to its knees, Chrysler needing to be bought out by a private equity firm to keep it afloat, then dropped like a smelly bag of funk once they realized how toxic an asset Chrysler really is, GM unable to keep its doors open on its own, never mind turn a profit.... let's face it, you could put a mold culture at the helm and it couldn't do much worse.

Obama is handling the GM/Chrysler problem just right (and unspoken, tightly controlled bankruptcy). Even Steve Leesman on CNBC (who knew anyone at CNBC actually cares about the country) talked about this being a way to arrange an organized bankruptcy ahead of time, so that every entity involved would already know what was going to happen to them, and what they must do to stay in the game.

My only wish is that Obama had included the rich hedge fund that owns most of Chrysler as a player who must also cough up more money to keep them afloat. But I think Obama and his crew are trying to do the best they can here.

Many people don't care if we have an American auto industry. I feel to allow one of our largest manufactured products to be produced soley by foreign entities (even if the plants are located here) is a threat to our national security.

If we ever need these plants to retool in order to produce logistical weaponry (tanks, HumVee-like vehicles, etc.), especially if this was needed for a foreign war, there might be pushbach from the foreign owers. That would necessitate a real international incident if we had to confiscate the plants, etc. Only American-owned manufacturers would have no conflict of interest in supporting an American war.

Foreign companies manufacturing products in the US have no incentive to assist us in waging war anywhere, especially if it would impact their bottom line.

Whether or not one agrees with the general policy of US taxpayer financed industry bailouts, it's interesting to note the magnitude of the difference between the "bailouts for bankers" which is approaching trillions of dollars, and "bailouts for automakers," which is microfinancing by comparison. Also noteworthy is the difference in expectations placed upon bankers vs automakers to benefit from US taxpayer largesse.

The alternative policy was to place all failed banks and financial institutions into receivership by an FDIC like agency and chartering a national bank that could take care of the core financing and payment logistics required by larger corporations before consigning automakers to bankruptcy.

The policy of selective bailouts is intellectually incoherent and fundamentally unjust. This fact will not be easily hidden from American workers, and will prove to be a large gift to right-wing populist currents.

Indeed, I wonder when people will begin to realize that Obama is a tool of wall street. Who do you think got him elected ? $5 donaters on the internet ? Please. Take a look at the Treasury Dept. Filled with ex-bankers and financier tycoons. Does anyone understand what a conflict of interest in this country is ? Speaking of Treasury, I really wish they had left Hank "Al Capone" Paulson in place. Geithner and Paulson are both tools of wall street but the latter was far more entertaining. At least we can a bowl of popcorn and enjoy the show more with Paulson when congress puts on one of those meaningless dog and pony shows

Oh my God, do you really even believe the nonesene you are posting? No, probably not. However, I'm sure you think it furthers your political agenda--whether it's being a crazy right-wing loon or left-wing nut. I am not sure which one, but at the end of the day, it's two sides of the same coin.

President Obama has shown more integrity and more skill than any leader in many, many years. I don't agree with everything he's done, and I'm sure I will have disagreements over his policy choices in the future. However, I do know he is and will continue to be an exceptional President. And, the only "tools," I see are people like you who are slaves to your particular ideology and willing to make the most baseless and inane accusations so long as they fit your agenda.

I don't think ANY company should have received a bailout. However, you are ignoring important facts. Even Citibank, which is a "zombie" bank is still profitable. GM and Chrysler have not been profitable for years. Bank of America has offered to pay back this year every penny it borrowed with interest. Neither GM or Chrysler could pay back any of the money they have borrowed, even if they wanted to do so. The fact is most banks don't need the bailout in the sense that they don't need the money to pay their day-to-day operating costs. They are using the money to bolster their balance sheets and buy other banks. I would rather the money be returned, but at least there's hope it will be. The only real disaster is AIG, which is really just being kept afloat while it sells off its units, many of which individually are still quite valuable--the same cannot be said for most of the components of either GM or Chrysler.

Ford, the other American auto company, has had to deal with the same market conditions and related issues as both GM and Chrysler, and yet it has refused to take one penny of taxpayer money, but it is still going. In the end, I'm fine with helping out GM and Chrysler. However, it needs to be help that leads to something productive for both the companies and the workers, not just an unlimited lifeline. Let the critics be damned.

Wagoner should have been restructuring by leaps and bounds, i.e. cut half the brands, half the plants, and half the workforce to match the halved demand. He couldn't even close Hummer. He was restructuring by inches. At this late date, that pretty much left bankruptcy, either structured by the government for GM to survive, else outright destruction. Wagoner would not accept any kind of bankruptcy; his #2 could, so that's who they replaced him with.

30 Years of innovation in alternative energy technology, in American hands, we'd probably be running cars on Greenhouse gases as opposed to running cars that create them.

We lost an entire generation because of the Me First, Me Now Crowd.
