Jiverly Wong Fired 98 Shots From Two Handguns In A Minute

BINGHAMTON, N.Y. — The man who gunned down 13 people at an upstate New York immigration center fired 98 shots from two handguns in a little more than a minute, police said Wednesday, a gunslinging feat one expert said would make him a "new Rambo."

Gun control advocates said if a man who complained about not getting enough in unemployment benefits could afford enough ammunition to repeatedly practice shooting and go into his killing zone with a satchel of bullets around his neck, new ways are needed to stem gun violence, including raising the price of ammunition.

Ballistics reports showed Jiverly Wong fired 87 times from a 9mm Beretta and 11 times from a .45-caliber handgun. If he bought the ammunition online, he could have paid as little as $40 for the rounds he fired.

Friends say Wong complained that he only received $200 a week in unemployment benefits.

"Chris Rock says in one of his routines _ have all the guns you want but charge like $1,000 for every bullet," said Jackie Hilly of New Yorkers Against Gun Violence. "I think if you raised the price, you would probably discourage the violence, but I don't think you would prevent it."

Police said almost all 13 victims died instantly. Four others were wounded but survived. Wong, 41, killed himself as police were rushing to the scene. He was found with a satchel containing several full ammunition clips.

Police have speculated that Wong, who was ethnically Chinese but was from Vietnam, was angry over losing a job at a vacuum cleaner manufacturer and frustrated about his poor English-language skills.

"I asked our range officer and he said easily in a minute you could rip off 98 rounds," said Police Chief Joseph Zikuski. "Our range people tell us it was over in a minute, a minute and a half. It doesn't take long. Especially, it's our understanding that he was an accomplished marksman."

Dan Kash, the owner of LAX Firing Range in Inglewood, Calif., was dubious that Wong fired that many rounds in the time police say he did.

"He'd have to be super-proficient because he's walking and shooting, and shooting probably moving targets," Kash said. "Either it took a lot longer than what cops are saying, or this guy is more than just the average Joe. Unless the guy is some type of super gunslinger, no, he's not going to be able to do that."

Kash said it would take more than just practice on a shooting range and suggested combat training or military experience would be needed to be that fast and accurate. There is no record of Wong serving in the military.

"He'd have to be a new Rambo, basically," Kash said.

Wong, wearing a bulletproof vest, barged into the center Friday morning and started shooting. Two employees and 11 immigrants taking an English class died in the assault.

Meanwhile, recordings posted on the Web site ScanAmerica.us, reveal some of the communications between dispatchers and police on the scene.

At one point, officers on the scene were told about the vehicle Wong used to block a door at the rear of the building.

"Be advised guys, you may have somebody come out the back door, so keep alert," says a man's voice.

"This door's barricaded with the, uh, suspect's vehicle," is the answer from the scene.

"Use cover, don't ... don't do anything foolish back there," the first voice replies.

The rampage left the small classroom in ruins, Zikuski said. Desks were found flipped over and bullet holes riddled the space, he said.

"It was very tight close quarters. The room was in mayhem. There was not a lot of moving around the room. We do know he began firing as soon as he got to the doorway because there's casings right at the doorway," Zikuski said.

Police found full magazine clips on the ground inside the center, suggesting Wong had dropped them while reloading. Police found an empty clip that had the capacity for 30 bullets. A laser sight was also found at the scene.

Gun rights advocates argue that cheap ammunition is important for people who frequently practice to be responsible gun owners.

"Most often, the argument for gun control, for ammo control, for magazine control, is an emotional argument, " said John Mercer, vice president of the Montana Shooting Sports Association, which has lobbied for gun owners' rights. "Isn't it terrible that we had somebody walk into a store or a college campus and create mayhem? Well, it is terrible, but if you penalize 99.9 percent of the people that do own firearms and are responsible, have you really gained anything?"

Zikuski said it was not known if any of the students tried to fight back. Their desks faced away from the door Wong used to enter the classroom full of immigrants learning English.

"We will never know that," he said. "There was no indication ... it happened so quickly, they had little time to react. He walked in there shooting. Nobody really had any time."

Police have said Wong had been practicing shooting at a local firing range in recent weeks.

Wong had a New York state pistol permit, first obtained in 1997, with the two handguns used in the shooting registered to it.

In the recordings initially reported by WBNG-TV in Binghamton, a male voice says early reports are the gunman is dead. Zikuski said the recordings were authentic _ he's on them at several points _ but were not released by the county.

"If you have any contact with people in that building, they think the assailant may have did himself," the man says on the recording. But there's still enough doubt to warrant caution: "So if you talk to anybody, tell them to stay put until the police come and get 'em."

A female voice is later heard saying, "That's affirmative, two victims, female, gunshot wound to the abdomen under a desk on the first floor and a subject laying on the ground in front of the reception area, unknown male or female, unknown life status."

Police and dispatchers talk about people hiding in other parts of the center.

"Students are in a basement, students who were taking classes in a basement classroom," says a woman, apparently an emergency dispatcher.

"If you can communicate with any of them, have them lock their doors," a man responds.

"There's no locks on the door, I'm trying to get them to use something to barricade," she responds.

A few minutes later, a female voice describes the suspect, an Asian man in his 20s, wearing a green jacket and black glasses.

Police are heard mobilizing the SWAT team, running the license plate on Wong's car, blocking traffic, calling for a floor plan of the building and getting updates on the people in hiding.

"Most of the subjects are in the basement, about 30 of them, unable to barricade that door. There's no furniture," a female dispatcher says.

The first calls to 911 came at 10:30 a.m. Police arriving on the scene at 10:33 a.m. did not hear any shots.

One of the surviving victims was released from a local hospital Tuesday and three others were reported in stable condition at another hospital Wednesday morning.

New York senators Charles Schumer and Kirsten Gillibrand said Wednesday they will introduce legislation in Congress to grant honorary citizenship to the victims.

Simple math.

If the Beretta had a 15-round magazine (for example) it would have required 5 magazine changes.
(87/15= 5.8) He would have had 15 in the pistol and then had to change 5 times= 75 more and had 3 left over in the clip when he was done.

I cannot imagine how a person could, under the best of circumstances change a magazine in less than 3.5 seconds. (3.5 seconds x 5 magazine changes= 17.5 seconds leaving him 42.5 seconds to fire 87 rounds.

I'd love to see it done with ANYTHING resembling accuracy on the target hits...even without firing 11 rounds from a .45!
Something outrageous in the actions or the report. That's for sure.

The unfortunate thing with mass firearm killings in America is simply a cultural and numbers game. I live in Australian and if you are not insane and have no criminal record you can readily aquire longarms (rifles/shotguns). Handguns can be aquired but MUST be kept at registered gunclubs , not in your home. All firearms have to be stored in locked gun cabinets with bolts removed and separate from ammunition. What this does is impede crimes of passion and theft of guns. We only have 22 million people here and a very limited amount of guns. You guys have 300+ million people lots of guns and handguns galore with few restrictions regarding storage or venues for sale. As every American sees himself as John Wayne and your first recourse to both arguments and diplomacy involves violence your gun homcide rate per capita is ten times ours. Its cultural not guns.

And to keep Americans from realizing the gains of the wealthiest country on Earth. Like health care.

I think he was on to something.

I also think, like my Dad, that the NRA and gunrights groups are simply a shill for gun manufacturers. create the fear and the profits keep on coming.

Thank you for the informed post. It's a shame that the most vocal of minimizing weapon control in this country (I see auto and semi-automatic handguns as weapons) are those that stand to profit in some way from decreased control. WIth the out-of-control production of these weapons there are thousands who make their livelihood from their sale and dispersment; and all of this at the expense of innocent bystanders who have to hope that the owners of said weapons don't someday have an axe to grind of some sort.

If you want to go hunt pheasant during hunting season, please be my guest. But this infrastructure of sellers profiting from the sale of unnecessary weaponry under a guise of "protection" must be further scrutinized and regulated.

I think the lock box system in Australia would be a step in the right direction.

A few things that I'm remembered of after reading this story is that every public or private building that can be entered & used by the public should have Armed Security in place during operation time, I don't care if the Armed Security is armed with a real gun or a stun gun, just make sure that they have one or the other!

I remember the Virginia Tech School shooting; in one statement a administrator said that the College has Security, however they can't afford enough Security in order to cover the who;e Campus at all times.....

Instead some parts--buildings are covered by at least one guard and others aren't at times, and they relied on a thin rotation of guards to cover the Campus.... That's not good at all!

Yeah... I really implied that there should be Men standing on every corner holding "Assault Rifles".....

Here's a start, how about replacing those crappy security cameras that when looked over by a person they can't even make out WTH one is looking at because the cameras are crap!

Then at Schools place at least one guard at each individual front entrance of each Building, with at least a "STUN GUN".

That won't do it. Unfortunately there will have to be many more such killings before Americans who insist that the 2nd Amendment includes owning a weapon that can kill numerous people within seconds realize that it's not good for them, us, or anyone in the world to have that type of weapon on the street.

Like every other controversial, cultural issue in America, it takes a build-up of tragedy before the people who do too little thinking on their own to realize that change is a must.

I don't mind people owning guns per say, however if those people don't want laws that restrict gun ownership in anyway then at least can others have better preventive measures put in place that can help to prevent others from being able to kill at will.

There was a shooting that happend just over a week ago that ended the lives of a couple of cops, the individual purchased the guns legally and was starting to build up a cache of weapons to "prepare" himself. He had a shootout with the cops with weapons he purchased legaly, but what is the difference? Why do we have to justify illigal guns with guns purchased through the system? My point is illigal Fire Arms come from some place, the handguns on our streets are not flown in from China's black market. They are not shipped over from Cuba, Brazil or any place else, these are weapons that were stolen from homes and now put back on the streets. 90% of the illigal weapons confiscated from criminals were once purchased legally and stolen from people who followed the law.

Everyone likes to make the argument "If we ban guns only criminals will have guns", well how do you think they get those guns? Do you honestly believe they appear from nowhere, that they are all flown in from other countries?? GIVE ME A BREAK! I can go to the street and buy a hot gun in minutes and guess what, chances are it came from my state orginally from someone who had thier weapon stolen. Reduce the amount of weapons that can be stolen and used by criminals and you reduce the amount of criminals with weapons.

You know what one of the very first ordinances enacted in my town during the frontier days was?

A law banning concealed weapons.

The city fathers in the 1880's knew that was a very bad idea.

If everyone owning a weapon made one safer, Afghanistan, Iraq and Somalia would be the safest countries on earth.

I always suspected that Detroit became the murder capital of the world for precisely the reason you state.

After the 1967 riot white folks in the Metro Detroit region all armed themselves to the teeth. They soon found those guns and ammunition were not in every day life.

But those arms soon found their way to the streets through burglaries and theft. Giving the criminals an unlimited supply of cheap guns.

Creating exactly the opposite effect as intended. They made EVERYONE much less safe.

Jacky Hilly quoted Chris Rock perfectly! The first thing that came to mind was his comment about raising the price of bullets. I also had a high school teacher who said the same thing. I believe in the right to bear arms, but I also believe in responsibility and safety. I used to hate the idea of some of my relatives having handguns until I was robbed in my off campus apartment nine years ago. Had my neighbor not been able to scare my attacker away with a gun, I might not be here today.

Granted, the situation could have gone much worse, my attacker could have had a gun instead of a knife and there could have been shots fired, but I thank God for the way it all ended. I don't personally own a gun, but I am licensed to carry a concealed weapon and licensed to hunt. It is a personal right that we have in this country that I am grateful for. Like our priviledges to drink and gamble, some people do take things too far and will abuse the system and themselves.

I know we'll never live in a perfect world regardless of the legality of owning guns, but I pray that people will be wise and safe in handling guns.

Yours is a very logical, balanced answer, and I have no problems with guns per se. I just don't see the point of letting every person and their third cousin twice-removed have assault weapons that, like this person's weapons, are capable of firing hundreds of bullets in a very short time. Hunting? Please, don't diss my intelligence. The only thing these are good for is killing people in an efficient manner. Lots of people.

The second amendment protects the right to self defense, not hunting.

I make no pretense that my guns are owned for hunting. They are owned for self defense. This is because a firearm happends to be the best self defense tool in the world.

Thanks for your story, but how would raising the price of bullets affect a person that is taking a one-way ticket shooting spree? It's not like any of these people expect to live through these encounters what would prevent them from selling everything they had to purchase the bullets they needed?

Moreover, I doubt someone living in a college housing development would have the money to afford 'Chris Rock' bullets, much less have any experience with the device because of it.

My last post didnt post. I am going to say this one more time Military weapons and machine guns are generally illegal to 99% of people and guns that can easily converted to machine guns are illegal as well (so is converting a weapon to a machine gun). Most hunting rifles can pierce regular bullet proof vests and the average shotgun can cause more damage than an "assault weapon" More importantly, this killer did not use an assault weapon. So can people stop saying military weapons b/c it means you are either intentionally lying or dont know what you are talking about. Stop stupid laws and promote investment in alternatives to violence. Gang truces, domestic violence intervention, mental health counseling, discouragement of toy guns (real gun owners never point their guns at anyone, kids point toy guns at other kids-fetishizing violence), college and job programs in prison. That is how you end violence.

Ok here is the truth to all the "you don't need a machine gun for hunting" Now i'm very anti-violence but the point of the second admendment was not to protect hunting... it was to arm the citezenry in case there came a time when the people had to exercise their constitutional right to replace the government with a new form, and to be able to quickly gather under a militia if need be

I'm not sure haw a bunch of weekend gun slingers would fair against a modern trained military. What right wingers need to know is that Federal Troops during the Civil War gunned down anti-draft protesters in NYC during an effort to retake the city during an ugly unarmed insurrection. Because of this, a law was passed that US regular military troops were not be used for domestic unrest, only police and National Guard. George Bush reversed this through a presidential order, Backwater mercenaries were used in New Orleans, when people used rifles and shotguns to fend off snakes and alligators. This was highly unconstitutional. which made the Bush Administration the most dangerous in terms of using regular and irregular forces against American citizens. This is one of the main problems with the Patriot Act. I do not understand why it doesn't bother the right-wing NRA or gun owners.

Actually the law, Posse Comitus Act, was passed in the wake of Reconstruction in the South.

Southerners, ie "Conservatives" did not want a repeat the military running governments.

A very sensible law in my opinion.

And very ironic that "conservatives" ignored or gutted the act. Southern conservatives for the most part.

That is what you get when people don't know their own history.

P.S. If you want a shining example of the value of armed citizenry. Just imagine what would have happened had the Pennsylvania militia ran into General Lee's regulars in the summer of 1863. They would have been massacred.

Those who didn't run away fast enough. Which would have been the sensible thing to do.

Anyone who takes up arms against their government is committing treason.

There is no Constitutional right to take up arms against your government. The idea is ludicrous. The Constitution is not a suicide pact.

I'd add that to reduce gun violence we need more mental health services for males, we need to stop abusing our children and heal from our own abuse. Regardless of the means they use to inflict harm (bombs or guns), the perp is typically a male with abuse/trauma history who did not get the proper mental health services (if any at all)

IIRC an article that interviewed his former co-workers said that he went to the shooting range every weekend. I don't think it is any surprise that he could do this and I don't know how much taxing ammo would do, if you know any real whackjobs they will tell you that it is not that expensive to make your own. Even if it was a hundred dollars a bullet someone who feels like they have nothing to lose would not hesitate to go spend his or her life savings on ammo or put it on a credit card.

Clearly this guy was completely looney and their should be a focus on mental health to help people like this from reaching the point where they snap and hurt themselves or others.

He's a coward, and the crime is a tragedy.

That said, the alarmist reaction that comes with something like this is worse. Everytime someone makes the decision to inflict pain and suffering, the populist response is to ban guns or make it 3 times harder but no safer to fly on a plane.

Let them cry for gun control, its a waste of time. I support universal healthcare, ending all of our wars, ending the drug war, and the second amendment. I enjoy shooting targets for sport, simple as that, i dont hunt and i would never use a firearm for any other reason than to blow holes in paper.

At the end of the day, guns dont kill people, people kill people is an undeniably true statement. There is a line drawn by the way, law abiding citizens have to be 18 to own a shotgun or rifle, and 21 to own a handgun. Not to mention you need some serious permits to own anything approaching full automatic. Now if you don't care about the law, you can get a gun as easily as anything else. Basically if we outlaw guns, then only outlaws will have guns.

So there, I'm a social liberal and im all for guns. Stop degrading out constitutional rights and read the constitution instead.

"He's a coward, and the crime is a tragedy", BS, your statement dose not bring back 13 people or lessen the chances of more being killed in the future. 2 semi automatic hand guns and lots of practice made it easy, the same way it made it easy for that disturbed kid in Virginia Tech. NY is pretty strict about it's gun laws already, so I'm not sure what more the state can do, what I do know with the worsening economy this is becoming more frequent. The US is now at the bottom of the heap in a social safety net, even China is figuring out you can't let people fend for themselves, they begin to get ugly. The the old NRA slogan that gun's don't kill people.... is so many words and not reality.

The problem with the right wing in this country is they want a bumper sticker solutions, where there there aren't any, until there directly affected, than they cry like babies.
