Offshore Tax Havens: A State-By-State Breakdown Of The Cost To Taxpayers

A Senate report estimated in 2008 that the United States loses up to $100 billion a year in tax revenue to offshore tax havens (PDF). In a report released Wednesday, the U.S. Public Interest Research Group offers a state-by-state breakdown of the cost to taxpayers of tax revenue lost to "shell companies and sham headquarters" in places like Switzerland and the Cayman Islands.

The practice soaks dutiful taxpayers in every state for hundreds of millions of dollars, according to U.S. PIRG. The citizens of New York and Texas shoulder over $8 billion a year, and the good people of California are on the hook for an extra $11 billion.

U.S. PIRG came up with the state numbers by dividing the $100 billion figure by the percentage of total federal revenue contributed by each state. The nonprofit released its report on tax day to drive home a message:

"This is the day when we're all working hard, rushing to the post office, filing our returns, and then to hear about these large multi-billion dollar corporations who have used gimmicks to avoid paying their fair share -- it's something that should end this year," says John Krieger, a staff attorney with U.S. PIRG.

U.S. PIRG's report, titled "Tax Shell Game," highlights some findings from a January report by the Government Accountability Office that found over 80 percent of the hundred biggest U.S. companies took advantage of tax havens. In 2008 the GAO found that one five-story building in the Cayman Islands, known as the "Ugland House," contained 18,857 registered businesses, very few of which had anything but a P.O. box there. Bailout beneficiaries Morgan Stanley, Citigroup, and Bank of America boast over 300 subsidiaries in the Cayman Islands.

The tax day release of the report coincides with protests at post offices across the country coordinated by the Campaign to Rebuild and Renew America Now, a coalition of groups supporting the president's budget priorities. Obama's budget calls for reigning in offshore tax havens.

In a speech on Tuesday, Obama talked about "shutting down loopholes and making sure everyone pays what they owe."

John Krieger says similar efforts by U.S. PIRG last year brought attention to tax evasion by major defense contractors like Kellogg, Brown & Root, ultimately leading to legislation to make sure contractors pay their share.

"The point is that we all pay for it," Krieger says. "The issues of tax havens, tax avoidance -- the reason they've had so much cover is that we all think of it as a D.C wonky issue, but in reality it has an effect on every taxpayer who has to take on this extra burden."

They've got us by the ass. If we don't let them extort not paying their taxes they'll just lay off everybody and raise prices on everything. Interesting, we always deny that theres "class warfare" about, but that guy next to you in the suit, the one who got the bonus because his corporation's accountant was creative enough, he's your enemy ...taking the food right off your table like Blackbeard he's got no country. And, the guy from Justice' whose job it is to go after these guys, they golf together or he paid for his seat.

At the very least this exposes another dirty little Republican secret: Republicans are about corporate welfare and profits, and the little guy can pay for it while fighting for their cause, because it is the patriotic thing to do.

Fix your OWN tax havens first!

Delaware is hoarding $5 TRILLION in foreign tax evasion money, Switzerland at most $2 trillion. Now guess how much more Delaware is hoarding in U.S. corporate accounts. So instead of whining about $100 billion in Switzerland, Liechtenstein, Cayman Islands etc., the US Senate should better clean up his own state of Delaware! And a few other US tax havens...

You know how it's just kinda common knowledge that rich people find all kinds of clever ways to, ahem, reduce their tax burden? Well, who are the richest-- I mean RICHEST-- individuals in America?
Corporations.

Remember, corporations are "people" too!

These corps beneift from US corporate law; do businss here, love their employees to be US citizens, benefit from citizenship themselves, love the security and stability of this government, but don't want to support any of that through corporate tax. they want their employees to pay for the infrastructure and security they recieve. Meanwhile they live in their mega mansions, mega yachts, etc. and pay next to noting in personal tax due to all of the clever lawyers with clever tax shelters.

I believe people who want to move millions and billions out of this country are not good citizens and should move out of this country with their money and company. We can do very well, thank you, with our community banks and companies that want to pay a living wage to make a decent life for all, as I feel, capitalism should mean, not what it is today--a flipping free-for-all for some to take and scam and laugh as they take, as, for example, utilities away from people in Calif. (Enron), etc. How were these people brought up to believe that if you only talk in dollars and cents that's all that matters, not humanity. It is a pity and should totally be remedied by moving these people out of this country and bringing it back to the viable country it was meant to be, no more robbers creating underprivileged people.

And let's not forget Haliburton moved their HQ to Dubai in their efforts to blatantly game the system.

We need to institute a pay-to-play plan. If companies want to do business here or with us, they must follow our laws both here and abroad. Period.

Here's the problem. The government looks at tax shelters as something corporations are doing wrong when they should be wondering why they are even doing it in the first place. And I still fail to see how tax shelters make me, the individual, pay more in taxes.

I suppose it would be considered something of an overhead expense that is sooner passed on to the consumer rather than be absorbed by the business.

First, they are seeing it as something wrong because they are still getting MILLIONS of dollars worth of benefits from the government that they aren't supporting.

Second, it DOES make you pay more in taxes because they either have to raise taxes today to pay for it (which means that your taxes will go up....) or they have to borrow it (which means that your taxes will have to go up tomorrow, AND you will have to pay MORE because there is interest involved!)

Or if the corporations DON'T use these tax shelters to avoid paying extra, they charge the consumer anyways for the extra amount of taxes the government is taking. So the only logical conclusion is to cut taxes for everyone and get the government out of the private sector.

The teabaggers are hiding behind the tax issue. They are really pissed off that our President is black, a democrat and in power. This spontanious grassroots movement started nearly 3 months ago. And yet America's businesses - or, more correctly stated, America's business men and women - still insist that our government exists solely to represent their interests.

The fact is the Republicans and the people they represent are like that brother-in-law who eats all of your food, drives your car and returns it with an empty gas tank, and dirties the whole house up - but will not pay any rent...or go away.
