Hmmm... Health Care for All Uninsured Americans is Simple!

1) Merge Medicare with Medicade into a single "Income Based" system.

2) Allow insurance companies to offer "Medigap" coverage to all participants.

As for Funding...

1) Changing from an "Emergency Treatment" to a "Preventative Care" system will save local communities billions, maybe even trillions of taypayer dollars!

2) Small business will be able to compete globally and hire additional taxpaying employees!

3) Wealthy seniors will pay their fair share!

4) The tremendous burden on future generations will be greatly reduced!

Any centralized system is inefficient by default. No argument will prove the contrary. Market-driven systems are efficient money-wise, but impossible to apply in a humanitarian society, where not everybody is capable of surviving its rigor; not for health care, not for access to education, not for food distribution. I propose a budget-self-controlled health care system with equality of access and right to choose. Simple: give every citizen a health-care card. The card will be backed with a trust, which will be equal to the health care budget divided by the number of citizens of the country. Everyone will have the same potential amount of health care available to him/her, though not everyone will use it, and others will need more. The healthier people will have the opportunity to donate their unused part, which will make them feel proud. To keep fit will be a humanitarian act, which will incentivise everyone.. with a natural tendency of public health to improve.
By pride, people will be incentivised to keep fit, and to shop for the best, which is not always the most expensive. The system will purify itself, similar to a market-driven system, but fair and humanitarian.
This is the basics of my proposed system; it is here for anyone in charge to use. I just hope that you leave it simple, instead of complicating it with bureaucratic mechanisms.

You want to make these people drive down costs? Give them some meaningful competition, a public plan.
