CHICAGO — A month after the killing of a masseuse who advertised on Craigslist, the classified ad site announced plans Wednesday to eliminate its "erotic services" category and screen all submissions to a new "adult services" section before they are posted.

Law enforcement officials praised the move as a victory against online prostitution, but they acknowledged doubts about whether the changes will curb the practice.

"I'm not going to take their word for it. We want to see action," said Dan Gallagher, an attorney representing Cook County Sheriff Tom Dart, who sued Craigslist in March, accusing it of being the nation's biggest source of prostitution.

The announcement marked a significant policy change for Craigslist, which in the past has never pre-screened ads, choosing instead to remove them only after receiving complaints. The new adult services ads will also carry a fee.

Skeptical authorities said the Web site had broken previous promises to monitor erotic ads.

New York Attorney General Andrew Cuomo had even harsher words, saying that Wednesday's announcement came only after his office informed Craigslist a criminal probe had implicated the site.

"Rather than work with this office to prevent further abuses, in the middle of the night, Craigslist took unilateral action which we suspect will prove to be half-baked," he said in a statement.

Craigslist did little to address those concerns. The Web site refused to comment beyond a prepared statement and left unanswered a host of questions about how the site could possibly screen all the ads.

"It doesn't guarantee that such activity will not pop up elsewhere, and it doesn't guarantee that it won't pop up elsewhere using highly coded words," said Steve Jones, a communications professor at the University of Illinois at Chicago.

Jones said it will not be long before someone fills the void left by Craigslist's "erotic services" section.

"By now someone has probably registered the domain name 'Craigslisteroticicservices.com,'" Jones said.

Although authorities had expressed concern about the ads in the past, the Web site came under closer scrutiny last month after a Boston-area man was accused of fatally shooting a woman who placed an ad on Craigslist.

Police believe 22-year-old Philip Markoff may have been involved in other crimes against women who also posted ads on Craigslist. Some reports have suggested he was robbing victims to pay gambling debts.

Craigslist officials and attorneys general from Illinois, Connecticut and Missouri met last week to seek an end to the ads. Illinois Attorney General Lisa Madigan said the group told Craigslist that authorities' own checks had revealed the service was not monitoring the site as it had promised last year.

After receiving complaints about nude photographs, Connecticut Attorney General Richard Blumenthal brokered an agreement with the site in November to crack down on prostitution ads.

The erotic services ads currently posted will expire in seven days. The new "adult services" section was already up on Wednesday.

Law enforcement promised to keep a close eye on Craigslist as it implemented the changes. Madigan said there was a risk that the reforms could just drive prostitution to other platforms, but she insisted authorities will monitor those sites, too.

One major question stemmed from Craigslist's vow only to monitor the new "adult services" category and not other areas people may try to place solicitation ads, such as under the personals ads.

Gallagher also wondered why Craigslist agreed to monitor the site after making previous statements that doing so would be too expensive.

New postings in the "adult services" category will cost $10, but once a posting is approved, customers will be eligible for reposting at $5.

Dart, the Cook County sheriff, said the action by Craigslist "is what happens frequently when all of a sudden people are looking at a court date." The announcement came on the same day prosecutors and a Craigslist attorney appeared in federal court.

Jim Buckmaster, Craigslist's CEO, said the agreement preserves a place "for legal businesses to advertise" while incorporating suggestions from law enforcement, free speech advocates and Internet law experts.

Dart said his lawsuit will stay on file until he sees changes online.

"If we see what we'd ask for ... we will dismiss our lawsuit," Dart said.

Craigslist agreed to take action despite its contention that it has been unfairly singled out by what Buckmaster called "sensationalistic journalism."

"The record is clear that use of Craigslist classifieds is associated with far lower rates of violent crime than print classifieds, let alone rates of violent crime pertaining to American society as a whole," he said.

All they are going to do now is Charge for Adult service section that will be monitored by their staff, so censorship is in the house.

It seems to me that totally dropping the category would be better for them, since for the past 5 years or more they have been at the center of major media attention regarding the exotic services section. They have ended up on Dr. Phil shows and mentioned on many other criminal shows for that section.

Anyway, I remember the days then the website was just for artists and local (San Francisco) and now has grown into this major global issue. Wow...I am sure their attorneys are getting paid royally.

This is ridiculous. Not that I ever used or offered "erotic services" - but I always hate when culture responds to worst case scenarios. One girl getting killed, while tragic, or even a couple, does not stand to reason that we should cancel cragislist's erotic services. Plenty of people get date raped, do we outlaw dating? Plenty of people drink and drive, do we outlaw alcohol (these days that is)? Do we blame the crimes that are committed in these situations on dating or alcohol, or do we blame them on the irresponsible drunk and the rapist? It makes no more sense to blame craigslist for a person who killed someone via craiglist.

Psst, guess what, if you're not careful, it's just as easy to get killed picking up concert tickets or a TV you bought on craigslist as it is if you meet after offering "erotic massages."

I am super happy this action was taken.
It was necessary.
I just hope the attorneys general keep track and moniters CL to see if CL honors their agreements. I will be monitering as well. They can always put forward their law suit if CL does not follow along.
Also I will be drawing attention to them that the prosties and pedos and trafficers and hookers are going over to the Theraputic Services sites all over the nation to avoid paying fees and to hide from Vice. This puts massage therapists in the line of fire. San Diego's site is the filthiest in the nation.
If they won't screen off the sleaze, then these sites need to go as well. They need to get people to do this...they make enough money.

This is good news. Tomorrow I am going to write to Sheriff Dart and thank him.
The only problem is that the hookers and prosties and pedo's have migrated over to the Theraputic Services site to hide from Vice and thus not pay fees.
I will write to him about that as well.
As a professional Massage Therapist this migration has now put us in the line of fire. San Diego has the filthiest site in the US.
CL need to moniter those sites as well or get rid of them. I have tried to flag these ads and they are never taken down.
They can hire people to constantly screen and permanently bans the illegal ads. I hope something comes of this.
I will flag and keep a log and see. If CL fails again, to stop the illegal activity, Sheriff Dart can go ahead with his law suit. Also by illegal it means to me the people on the list who also advertise massage therapy and who are unlicensed, have never gone to school and who are doing sexual extras.

This was NEVER Craigslist's fault, and they should not have been used as scapegoats for the evil in some people.

In this nation, there are hundreds of local publications (most free) at newsstands and the corner coffee shop which have similar, if not identical advertising sections. And you can damned sure bet that many crimes including assaults and homicides have resulted from the listings in those papers. Yet they have never fallen under the scrutiny and ire of people like this.

Because they are referring to more than one attorney general in several states. If you are referring to a specific state it would be the Attorney General's office. Since they are referring to Illinois, Connecticut and Missouri it becomes plural as in the Attorney's General's offices.

We're going to solve the problem of sex workers being harmed or murdered by continuing our long war to outlaw their trade. What's it called? The oldest what? Ya' think we'll be as successful as the war on drugs maybe? The women (and men) plying their trade need the protection that legalization will allow. Do you think this interference with advertising their services will protect them from getting killed or injured? How would that work? It would drive them deeper underground. Would that save their lives or endanger them more? So, we're not really interested in protecting them. We're just using the recent killings to justify further restraint of trade.
