As an easy backyard bamboo project:
You can do the initial fastening with black wire ties and criss-cross them in an X-shape fashion to hold the upright to the rail. Then you can lash over the top of that with green twine to make it look like a traditional Japanese tent.

I wish the actual article had had more substance to it. A sentence or two with no pics doesn't exactly cut it.

It's not an article. It's an ad for an upcoming episode of Steve Thomas's show.

A 10X10 bamboo patch in the yard makes a great bird sanctuary.

Yup, ya gotta be careful bout what species you get, it can be VERY invasive.
Not only that some climate zones it doesn't grow too well. Farthest north I have seen it growing was Kentucky.

My wife and I have been growing bamboo for years in New England without problem. In fact, each Spring, my wife and I enjoy a few helpings of fresh bamboo shoots. To overcome the invasive properties of some of the species we grow, we line the bed with 24" aluminum flashing buried to within an inch of the surface. Thus far, in ten years of this, the plants remain contained. We have seen small groves throughout our area, so we are not alone in our success. I have found bamboo groves growing well and spreading as far north as Prince Edward Island.

Be warned though,... many bamboo species are really, really invasive,.... one you put them in one spot in your lot - you and your neighbors will be fighting it back for year to come.

And if you have a large stand of it during a hot dry spell with windy conditions it can actually start on fire. Not a good plant to grow in California.
