WASHINGTON — Secretary of State Hillary Rodham Clinton urged Israel in unusually blunt terms Wednesday to completely halt settlements on land that Palestinians claim as part of a future state of their own.

In remarks to reporters at the State Department, Clinton said President Barack Obama had made clear last week during talks at the White House with Israeli Prime Minister Benjamin Netanyahu that stopping settlements is a key part of moving toward a deal establishing a Palestinian state alongside Israel.

"He wants to see a stop to settlements _ not some settlements, not outposts, not 'natural growth' exceptions," Clinton said, referring in the last case to population growth on existing Israeli settlements in the West Bank from births and from allowances for adult offspring of settlers to buy homes near their parents.

"We think it is in the best interests (of the peace process) that settlement expansion cease," Clinton added, with Egyptian Foreign Minister Ahmed Aboul Gheit at her side. "That is our position. That is what we have communicated very clearly. ... And we intend to press that point."

Palestinian President Mahmoud Abbas is putting settlements at the center of his talks with Obama at the White House on Thursday, and he has said he won't resume peace talks without a freeze. Clinton was having dinner Wednesday with Abbas.

Obama has made clear that he supports the creation of a Palestinian state, and in remarks last week he noted that under a previous arrangement known as the "roadmap," which dates to the Bush administration, the Israelis agreed to halt West Bank settlements, along with certain steps by the Palestinians.

"Settlements have to be stopped in order for us to move forward," Obama said. "That's a difficult issue. I recognize that, but it's an important one and it has to be addressed."

The U.S. considers Israel's 121 settlements to be obstacles to peace, since they are built on territory claimed by the Palestinians. Netanyahu sees it differently, raising concerns of a looming rift with Washington.

Netanyahu says he is willing to resume peace talks immediately but has not said he supports the creation of a Palestinian state.

Netanyahu also says existing Israeli settlements should continue to expand to accommodate "natural growth" in their populations. He also has ruled out ceding sovereignty in east Jerusalem, which Palestinians want as the capital of a future state. Israel captured the area in the 1967 Mideast war and annexed it.

Clinton was more explicit in her comments about freezing settlements than her predecessor, Condoleezza Rice, who said last Nov. 7 on a visit to the West Bank: "Settlement activity, both actions and announcements, is damaging for the atmosphere of negotiations. And the party's actions should be encouraging confidence, not undermining it. And no party should take steps that could prejudice the outcome of negotiations."

In his joint appearance with Clinton at the State Department on Wednesday, Gheit was asked by a reporter whether the Obama administration differs from the Bush administration in its approach to the issue of human rights in Egypt.

Gheit said Obama administration officials express their concern but also listen. "And that is very important to listen and to understand where you come from" and to explain U.S. reasoning, he added. "I think they are very much different than the Bush administration. I wouldn't characterize by that as good or bad, but there are differences, in attitude at least."

ISRAEL WOULD LIKE TO KEEP THE WEST BANK PERMANENTLY,
BUT EVENTUALLY PALESTINIANS WOULD BECOME A MAJORITY.

It will take time to figure out. In the past, the Israelis would just delay until another US administration would come along. They waited out Carter and Bush I. Bill Clinton, Reagan, Bush II could not, or would not, push solution for Palestinians. Obama and H. Clinton are on the right path, but some of their supporters follow Israel unconditionally.

The right answer must be smart steps and educating the public. Best bargaining can be brought about by letting the world media know the condition of Palestinians. Just pleading with Israelis might not result in quick progress, but on the other hand, a complete, permanent solution is not simple. Neither the Israelis nor the Palestinians have their "A team" playing at the present like the Americans. Everybody is bound to win if negotiations are stretched out long enough.

Arabs should be praised for their patience and Iran treated with more respect. Explanation of Christian, Muslim and Jewish aspirations will show that the end game has begun. One Jewish prediction is that it can take up to over two hundred years to play out. The Christian version, Book of Revelation by John, can be interpreted to say not to take his graphic visions literally. The short-term priorities have to be helping Palestinians and preventing violence. The long-term priority has to be to reconcile the West and Islamic countries.

There should be no bargaining. Ariel sharon and other israeli leaders sent the settlers into the Occupied Territories to create a reality that would be hard to undo. His words were "create facts on the ground". He meant go there, steal the land and build. Now it seems cruel to tell israeli homeowners to give up there home and leave. But that is exactly what the plan was.
The israeli settlers and homeowners in the Occupied Territories must evacuate to the pre 1967 borders no matter how unfair it seems. They knew exactly what they were doing and it was a willful effort to steal the land and make it difficult to undo this theft. It was planned and the plan was publicized.
The israelis have stolen most of Palestine and so fragmented what is left that it is not tenable. This was done on purpose. This must be undone. They must evacuate to the pre 1967 borders. You cannot negotiate with these thieves. They must withdraw.

Even if it doesn't work, the change in rhetoric is a god-send to our body-politic. We NEED to tell Israel off now and then. They need to be told when their stuff stinks. This _is_ the action of a friend - and an "honest broker."

I thought all along we should have invaded Israel rather than Iraq. Position peace keeping troops along the green line and begin dismantling settlements. They followed my advice on the West Wing TV show. Perhaps the majority of the population on both sides would thank us.

Israel has already taken over the 4 largest aquifers in the area. If the building stops now and the current settlements remain, there is little or no water for a Palestine state. You can't build your society on democracy, you need water, agriculture, capital, and some laws. Israel has already taken everything. They need to hand over at least access to one aquifer.

You would think by now that everyone would know that Israel has no intention of ever stopping the development of settlements on land which does not belong to them.

Problem is: Our congress ALWAYS bucke to the pressures put under them by AIPAC. These paid for and bought for AMEN congress should put America's interest first and foremost. What have America gain by supporting Israel blindly? NONE. Have England, Australia or Canada ever demand complete supports like we did for Israel? And yet you can always count England, Canada and Australia's support to any American endeavors. Time to rethink America.

Haaretz reports: "Dennis Ross, the U.S. Secretary of State's special adviser on Iran, says in a new book that the United States will not make progress toward peace in the Middle East with the Obama administration's new plan.

The book, written with David Makovsky (a former Jerusalem Post journalist who in recent years has been a fellow at the Washington Institute for Near East Policy, considered a pro-Israel think tank) opposes the Obama administration's concept of linkage. ...that making real progress in the Middle East/Iran requires that the Palestinian conflict be resolved...."

Israel has every right to exist, but not on other peoples land. The irony is, American tax payers pay for the settlement expansions, weapons that are use to kill civilians, the wall, and every other war crime Israel commits.
Hillary Clinton should probably know Israel is the client state, not America.
