WASHINGTON — President Barack Obama is leaving the door open to taxing health care benefits, something he campaigned hard against while running for president, according to senators who met with him Tuesday.

Senate Finance Committee Chairman Max Baucus, D-Mont., raised the issue with Obama during a private meeting with the president and other Democratic senators and later reported the president's position: "It's on the table. It's an option."

The White House said later that Obama did not want to go that route.

"The president made it clear during the campaign that he has serious concerns about taxing health care benefits," Obama spokesman Reid Cherlin said in a statement. "He stated again his belief that health reform can't wait another year, and that while all options should be considered, those options should include the revenue proposals that he included in his budget."

The federal government would reap about $250 billion a year if it treated health care benefits given to employees like wages and taxed them.

Baucus and others are eyeing that money as they search for ways to pay for a costly health care overhaul that would extend coverage to 50 million Americans who are now uninsured. That could cost some $1.5 trillion over 10 years.

The president adamantly opposed health benefit taxes during the campaign, arguing they would undermine job-based coverage, and he criticized Republican presidential rival John McCain for proposing a sweeping version of the same basic idea. But since taking office he and members of his administration have indicated openness to almost all suggestions from Congress on health care, including taxing benefits.

Obama has made some suggestions of his own for paying for a health care overhaul, including cuts to Medicare and limiting tax deductions wealthy people can take, but they've run into opposition from Congress. And, they only add up to about $630 billion over 10 years.

Some experts think limiting the tax exclusion for health benefits is the only way to get the necessary money to pay for a sweeping health care overhaul. But there's opposition from organized labor and from many Democrats, including House Ways and Means Chairman Charles Rangel, D-N.Y., who said recently there was "no way" he would support the approach.

Baucus wants to look at limiting _ but not entirely eliminating _ the tax-free status of employer-provided health benefits.

"It was not in our plan, it was not in our budget," White House budget director Peter Orszag said earlier Tuesday. "We are saying we want the legislative process to play out, and that's all we have to say on that right now."

Obama is leaving the details of crafting a health care bill to Congress and used Tuesday's meeting to urge senators to swift action.

"This window between now and the August recess I think is going to be the make-or-break period," Obama said before the meeting was closed to reporters. "This is the time where we've got to get this running."

Baucus' Finance Committee and the Senate Health, Labor, Education and Pensions Committee, chaired by the more liberal Sen. Edward M. Kennedy, D-Mass., are both producing sweeping health bills, with some differences emerging between the two committees.

At their weekly luncheon Tuesday, Senate Democrats got a first look at Kennedy's proposals, which would include a new public insurance plan to compete with private providers. The Finance Committee is also considering a public plan though some options being reviewed are more limited in scope than Kennedy's.

Obama brought Democrats from both committees to Tuesday's meeting, urging them to get a single bill through the Senate by early August despite their differences, and telling them they might not all get everything they want, according to senators who attended. Kennedy, who's been diagnosed with brain cancer, did not attend.

The Congressional Budget Office in December, 2008 released a summary document entitled Budget Options, Volume One – Healthcare. In it, CBO findings stated “CBO projects that, without any changes in federal law, total spending on health care will rise from 16 percent of GDP in 2007 to 25 percent in 2025 and close to 50 percent in 2082; net federal spending on Medicare and Medicaid will rise from 4 percent of GDP to almost 20 percent over the same period. .” Noting 45 million Americans are without health coverage, the CBO identified the current health care system in crises mode.

We see firsthand elderly debating which medication they can take due to the cost and time of year it is – the Medicare doughnut – period when a beneficiary reaches their initial coverage limit and becomes responsible for the total costs of all medications based on the full cost of the drugs. Families who had grown up with healthcare benefits now searching because their no longer have employer sponsored healthcare coverage or cannot afford COBRA continuation benefits. These are the new healthcare poor – consumers who are middle class and no longer have benefits and coverage forcing them to search for solutions.

There is not a single solution to the healthcare industry crises. If there was Americans wouldn’t be flying to India for surgical procedures. Administrations since Harry Truman have attempted to find a solution to healthcare coverage for all and a fix for the healthcare industry.

President Obama taught Constitutional Law at the University of Chicago. As President, he means to work with the Congress that follows its responsibilities in Article One. While we have just had an administration that worked by overwhelming Congress and, sometimes, misrepresenting its programs (Iraq is the big example but the Medicare drug program shows its deception in smaller things), and the results have been unpleasant.

There are some outstanding human beings in Congress. Many are experts in their fields. This is something that happens when serious people dedicate themselves to a lifetime career. (California is an example of what happens with term limits leaving the lobbyists as the most expert on the scene.)

Rather than tarring all politicians with the one big brush, we might consider who is more on our side and support them. Rather than expect a President to lie and sneak his better plan through a blindsided Congress, we might support due process.

Mr. Obama should stick to his position on this one. Be careful not to fall into this trap. I like everyone, believes healthcare in this Country for all Americans, should be a right not privilege. Yet with that said, taxing health benefits can be a disasterous political move. And I quote "The Congressional Budget Office says that including health benefits in taxable income could mean $246 billion in additional revenue for a single year". Making health benefits a part of your taxable income (paycheck)? Who thinks less take home pay, especially in this economy is a good idea? Having a hard time keeping the lights and rent paid now.

Employer-provided health insurance benefits are already taxed--if you're a same-sex spouse who is lucky enough to live in one of the few states with marriage equality or domestic partnership laws, or if you're a same-sex spouse of someone who works for a company that provides same-sex couples with benefits.

That's right, straight married couples pay no tax on their health benefits, while gay/same-sex couples do pay tax on it--if they're lucky enough to have it in the first place.

Sen Baucus says that by not taxing free health insurance premiums it enables people (paraphrasing) "to get free or low cost access to too much unnecessary care". Does that tell you something about what kind health care plan we can expect out of this? The $450B he says the gov is losing by not taxing premiums is simply more money out of people's pocket. In effect, we the people will be paying for the plan by increased taxes instead of insurance companies by paying their fair share of taxes.
The only way to get this whole thing under control is to have a public plan, and have it right from the beginning! Triggers will never work. Insurance companies will use every trick, scheme, and half truth to justify why established triggers 'shouldn't kick in this case' and trigger a public plan as with Medi Care RX triggers. We must have a government plan to enable us to know what care can be provided at what cost rather than allowing companies to tell us the lies they always do. And when Obama's gone so too will the triggers and the public plan. But with a plan, COMPANIES WOULD HAVE TO LOWER PREMIUMS TO COMPETE with us if they want to stay in business and that's what they fear.

Medicare for All Would Create 2.6 Million Jobs

Overall, expanding and upgrading Medicare to cover all Americans (single-payer) would create 2.6 million new jobs, infuse $317 billion in new business and public revenues, and inject another $100 billion in wages into the U.S. economy, according to the study by the Institute for Health and Socio-Economic Policy (IHSP), research arm of the California Nurses Associatio­n/National Nurses Organizing Committee. The study may be viewed at www.CalNurses.org.

While 30 percent of the new jobs would be in health and social services, the ripple effect of job creation goes throughout the economy, according to updated data released today. Biggest additional gains would be in retail trade, accommodation and food services, manufacturing, and administrative services.

All these benefits could be achieved at less cost than the federal bailouts for Wall Street giants such as Fannie Mae and Freddie Mac, AIG, CitiGroup, and other banks.

"The new data reminds us that the most effective solution to our healthcare crisis would also provide a dramatic, immediate help towards economic recovery," said CNA/NNOC Co-President Geri Jenkins, RN. "The jobs creation that would come from a single-payer system is just one reason RNs know that single-payer is the right thing to do for our patients, for ourselves, and for our country.”

HR 676, a bill recently reintroduced in Congress, would implement a single-payer system.

Yes! This would be a huge boost to private enterprise. When jobs are unattached to health care, a person would feel free to ask friends and neighbors to join them in new enterprises. We are all held hostage by health care provided through jobs. It's blackmail.

This is one of the worst ideas I've heard in a long time: add a tax to what people - and employers - already can't afford. What planet are these people living on?

Get rid of for-profit insurance companies, regulate the pharmaceutical industry so that they can't market their products like the next box of Cheerios, and let primary care physicians practice medicine the way they were trained to. That wouldn't solve all of our healthcare problems (and costs), but it would be a solid start.

It's really depressing to read down this thread and see how many people are not only ignorant of the facts, but opinionated as hell. Those insurance company and pharma dollars are not going to waste.

The only reason i comment here is because i read once that studies show people are more apt to change their minds if they read an opposing view rather than hear any one say it. If they read it, i guess it's easier to think it's their own idea...?

Oh, Lord. This economy will never right itself without single payer health care. That's just the simple fact.

When has Obama ever said anything about Single Payer. He's compromised nothing.

Candidates for single payer and breaking down the system as it is think you can get it off the ground through legislation only. It can't be done that way.

All that yelling and screaming at the bird won't make it fly.

That's how they did it in Canada. By legislation. first with water and power, then with health care, then with education (no more private schools), and finally with car insurance. All by legislation. This is America. We can do it too. Remember; NO Canadian is without coverage, the cost is 1/2 per person of what it is in the US, and there is no haggling nor fastidious paperwork with for-profit insurers. And please don't get into the rationing argument - in Canada they don't let people die as they do in the US.

This is pure propaganda headline at its worst. Obama is doing nothing to rock the healthcare boat. In fact, the Democratic point man is Max Baucus of my state who is owned by a consortium of health industry, pharmacological interests, insurance businesses, AIPAC, and Wall St. He has already said, over and over, that single payer is not part of the "reform"......
Just last week, he decided to try a feel good tour of his constituents and take in their feelings...He was shocked....he sent his gophers to front for him as it turns out, in Missoula, Anaconda and elsewhere, his refusal to even discuss Single payer prompted near riots....shoes were thrown.....
Baucus is going to have to collect even more money for his next election, which, right now, he is going to lose because he represents the lobbies and not the people who sent him there.....too bad....but, hey, he will be like the Lousiana politicians who went to work for the drug companies after they got the new prescription bill through that favors them......America is hopelessly lost...greed has no cure.
