AP: WASHINGTON — President Barack Obama, facing challenges to his ambitious health care overhaul from Congress, is visiting supporters outside the capital and turning to them to muster up momentum for one of his top legislative priorities.

Obama on Thursday readied to fly to Green Bay, Wis., to talk directly with voters about his proposals to spend $1.5 trillion over the next decade to cover uninsured Americans. Administration aides said the visit was designed for Obama to build support for a health care overhaul that has eluded Democrats for decades, as well to inject a personal angle into a debate that affects some 50 million Americans without insurance.

Obama's trip comes as a possible compromise emerged in the Senate to one of the most vexing obstacles in the health care reform debate. Sen. Kent Conrad, D-N.D., offered a plan to create health care cooperatives owned by groups of residents and small businesses. They would operate as nonprofits and without the government involvement that troubles Republicans and others about other public plan options. The chairman of the Senate Finance Committee, Sen. Max Baucus of Montana, said Wednesday the idea could be key to a bipartisan health bill.

Administration officials said the president's speech in Green Bay would contain no new policies, but would instead put Obama _ and the traveling White House press corps _ in position to hear directly from people who are affected in the existing system. Those stories, Obama's political aides said, would be key to selling the final product.

"When the debate heats up _ which it is already is beginning to _ the most powerful thing that we have at the grass roots level are people's stories," said Dan Grandone, a political aide who runs Obama's re-election campaign-in-waiting in Wisconsin.

Ahead of Obama's trip, aides at the Democratic National Committee organized a conference call for a Muskego, Wis., woman to share her story with reporters. Kristine Reger's husband owns a small business and struggles to pay health care premiums for his employees; her sister racked up a $17,000 medical bill despite insurance.

"The time really is now," Reger said, urging Congress to take action.

Green Bay resident Laura Klitzka, a 35-year-old, married mother of two, was set to introduce Obama at a town hall-style meeting. Klitzka has metastatic breast cancer and carries about $12,000 in unpaid medical bills.

Story continues below

Before leaving Washington, the White House released a biography on Klitzka, saying "she doesn't want to lose their house over her illness and while she knows she won't be able to see her children grow up, she wants to be sure the time she has left with them is quality and not spent worrying about health care bills."

Such emotional pleas will be part of the hard sell Obama's supporters will employ in coming weeks. Although Obama publicly maintains all options are on the table _ a posture he repeated when he met with senators at the White House on Wednesday _ he has approved his political arm to push ahead with a strong political campaign in support of his favored positions.

Obama's grass-roots machine, known as Organizing for America, has collected hundreds of thousands of similar stories that eventually could shame lawmakers who don't sign onto Obama's broad plan.

"What we're doing right now is we're really priming the pump. I mean, we will ramp this activity up, we'll make more explicit calls for people to call members of Congress _ every member of Congress that we can get a call into _ as we approach key votes," Grandone said.

Obama has set a deadline of this year to pass health care legislation. He heads to Chicago on Monday to address the American Medical Association. He recently told political supporters during a private conference call that if reform doesn't happen this year, the opportunity would pass.

If a lot of the pork and perks were taken out of Congress and Washington
it might be a good start to where some money could come from for Health care.

Also....check into the MEDICAID and see how it pays for toddlers to go to chiropractors etc. Also...look into the nursing homes and see how many people are living there on Medicaid.
Someone I know who can't get medicaid is paying $5700.00 each month for nursing home care.
How much do these nursing homes really need. They sure don't hire much help.
Mostly aides who make very little.

MEDICARE has already been cut back. If a Dr. accepts a Medicare patient, he only gets a portion of what he usually charges.

Also, check the prisons and see how much free care the prisoners get,
plus dental, and vision and even chemo if they need it.
How much does this cost the gov't.
Once again....take from people who are happy with their ins. instead of cutting others that could pay for their own. (Congress for one)

Your insane. California has a prison hospital storage right now and is defying court orders to upgrade the prison hospitals to basic standards.

There are a ton of people making huge sums of money in the private sector off healthcare while people like me have NO insurance or doctor visits. They are where we need to cut.

I personally know of a family member who is a physical therapist that charges the insurance companies thousands of dollars. You can go to the gym and get a person there that is trained in physical therapy for 20 bucks a hour! We need to set the price on this to get rid of the money chasers.

I know a friend that sells x-ray equipment and gets a huge commission on overpriced junky machines. And I know a VP that works for a huge Drug Company as a sales rep. She makes unholy amounts of money selling drugs. She is basically is a middle man costing us hundreds of thousands.

All these people above are in health care to make money or watch you die trying to pay for it!
The only way around this is going to be government control. Your health or any other U.S. citizen's should not have a price put on it.

“You cannot legislate the poor into freedom by legislating the wealthy out of freedom. What one person receives without working for, another person must work for without receiving. The government cannot give to anybody anything that the government does not first take from somebody else. When half of the people get the idea that they do not have to work because the other half is going to take care of them, and when the other half gets the idea that it does no good to work because somebody else is going to get what they work for, that my dear friend, is about the end of any nation. You cannot multiply wealth by dividing it.†Dr. Adrian Rogers, 1931

With all that our government, Republicans and Democrats are doing to our country I am very concerned. I can’t help but wonder how much freedom we actually have anymore. What with the will of the people continuing to be overturned by the courts and our representatives not listening to our voices.

Add to that the news that China and Russia and others are trying to move away from the dollar. May explain why gold and silver continue to rise. I just check the the widget http://www.learcapital.com/exactprice and gold is trading at $954.70 and silver is at $15.41. If all this health care stuff goes through I expect people will be going deeper into those precious metals to hedge against future health problems.

If you understood how a universal health care system will bolster the US economy rather than continue to weight it down, then perhaps you'd be in greater support of it. Health care in the United States is currently the main thing that is weighing the economy down the most by forcing thousands of families into bankruptcy which you all pay for universally in the end. Why not stop the bleeding at it's source. I'm a Canadian, my father is a doctor, I've enjoyed a very privileged life growing up, and my father is able to work anywhere he wants. If anything, universal health care in the US will make the US dollar more reliable and therefore more solid of an investment to the rest of the world.

facts:

-the US currently enjoys one of the lowest qualities of health care out of all the industrialized nations.

- Federal studies by the Congressional Budget Office and the General Accounting office show that single payer universal health care would save 100 to 200 Billion dollars per year despite covering all the uninsured and increasing health care benefits.

- State studies by Massachusetts and Connecticut have shown that single payer universal health care would save 1 to 2 Billion dollars per year from the total medical expenses in those states despite covering all the uninsured and increasing health care benefits

- Single payer universal health care costs would be lower than the current US system due to lower administrative costs. The United States spends 50 to 100% more on administration than single payer systems. By lowering these administrative costs the United States would have the ability to provide universal health care, without managed care, increase benefits and still save money

Please give it a rest! Take a break and read through the proposed legislation. The old arguments don't work anymore for Americans who are struggling to take care of their families. Health care is not only taking American working families into the poor house but also businesses. Try had to move beyond the old false language and become open to a different way of approaching American issues.

The problem with what is seen as the conservative stance on healthcare is that it is not very conservative at all. Doing nothing or allowing our healthcare system to be even further exposed to the moral and fiscally bankrupt approach of incentivising the medical industry to "treat" an unhealthy populace is radical and unsustainable. President Obama is acting in a fiscally prudent manor by wanting to fix this broken system before it breaks us entirely. Think about spending 1.5 trillion dollars over the next five years. Now think about losing more than twice that amount in 10 years if nothing is done. Let's drop the straw man of "robbing the rich to give to the poor". In ten years, those thought of as rich today will spend an unreasonable amount on healthcare cost as well.

So if we have a healthcare system that is manditory, how does one pay for it if they are living on welfare and not working? Most people on welfare are born into it, and live their entire lives on it because they refuse to work. How do those people pay their fair share?

I bet that us that actually applied ourselves and got an education and a decent job are expected to continue the welfare state for those too lazy to work?

WELFARE RECIPIENTS REFUSE TO WORK, OK I THOGHT THAT TYPE OF WELFARE WAS DIS MANTLED BY CLINTON. CALLED WELFARE TO WORK.
get an education in america 50% hs drop out rate laid off teachers and too many students per teacher ratio.
get a job, where our employers shed 650k jobs a month for the last 9 plus months
and it will not be a mandatory system
my goodness you are illinformed, the insurance industry will not be cast out, they will jsut have a public option for competition. wich is desparately needed

Welfare to work, in fact, left many people from achieving the goal of getting people to move out of poverty. I transcribed a lot of hearings on this subject in New York, where people on welfare were in college and on track to going into future well-paid careers (we're talking high GPAs here, too), and they had to leave those educations behind because they were being forced to work to do menial low-pay jobs like cleaning up the streets.

So that little tidbit from CoolAid that people on welfare are lazy and refuse to work, that is BS.

Come on! Certainly you don't believe the stuff you're saying. Please verify your flawed statistical analysis before putting this stuff out here. This is why so many Americans are crazy and misinformed about issues! People like you need to take responsibility for what you say that is so wrong and misleading.

How dare these Republican and conservative Democrat Congress people stand there with a straight face and oppose single payer health insurance? They themselves are recipients of a great government health plan. Don't see them complaining. A bunch of HYPOCRITES.

I think you're right about Congress and their lack of compassion for Americans to have an insurance plan as good as theirs. Did you also know that a one term member of Congress also receives retirement for life?

When Obama says he inherited a big deficit from Bush policies, he is right.

In a NYT article (6-9), David Leonhardt analyzed CBO data to see how the current deficits came to be. He examined the $2 trillion swing from surplus to deficit since Jan 2001.

Obama's ambitious agenda on HEALTH CARE, education, energy and others, accounts for only 3%.

The stimulus bill accounts for 7%.

37% is due to the recessions in 2001 and the current recession--decreased tax revenues and increased safety net expenditures.

33% is due to new legislation signed by Bush--tax cuts, Medicare prescription drug benefit and the interest on the increased debt.

20% is due to extending Bush policies --the Iraq war and tax cuts, and the Wall Street bailouts--signed by Bush and supported by Obama.

Republicans still favor extending all the Bush tax cuts (unlike Obama), which would raise the deficits even higher. Congressional Republicans only can specify $5 billion in spending cuts.

Medicare is 'the linchpin to deficit reduction," and Obama is proposing health care reform to address the problem. He also has plans to reduce the deficit to 4% of GDP within 5-10 years.

Obama is responsible for only "a sliver" of the deficits. Even if extended beyond 2012, Obama's agenda accounts for only "a slightly higher share of projected deficits."

That said, it will take a combination of tax increases and spending cuts, affecting all of us, if we are really serious about deficit reduction.

How HMOs started;

Ehrlichman: I had Edgar Kaiser come in...talk to me about this and I went into it in some depth. All the incentives are toward less medical care, because the less care they give them, the more money they make.

President Nixon: Fine.

The next day, Nixon publicly announced he would be pushing legislation that would provide Americans "the finest health care in the world."

Why are repugs so.......

I am watching this debate unfold in Washington and in the news...and it seems that everytime Obama stands up and speaks publicly as these big debates unfold...he comes off like the only ADULT in the room making sense of the arguments on all sides and then focusing everyone on a solution that quite frankly sounds reasonable. This is either who he really is or it is a political skill...either way it makes me more inclined to hear him out and see things his way than I ever did for previous republican or democratic presidents.
