WASHINGTON — The Obama administration said Friday it is prepared to confront ships believed to be carrying contraband materials to North Korea but will not try to forcibly board them, in accordance with new U.N. sanctions.

White House officials said they expect North Korea to act "irresponsibly" to the sanctions, imposed Friday by the U.N. Security Council in response to the communist nation's recent nuclear tests. The sanctions include expanding an arms embargo and authorizing searches of ships thought to be carrying banned items to North Korea, such as materials that could be used in nuclear weapons development.

But the Obama administration has decided it will not react to whatever new action Pyongyang takes, such as another nuclear test, officials said. North Korea has said it would view new sanctions as a declaration of war. One reason the White House is signaling now it won't seek any new action is that it received approval for a tough sanctions regime from the Security Council _ though lacking the ability to use force to interdict and inspect ships _ and is not likely to get anything tougher anytime soon.

"We're not going to jump to their drummer," Susan Rice, U.S. ambassador to the United Nations, told reporters at the White House. "We're going to implement this sanctions regime to the fullest possible extent."

If a ship refuses to be either boarded in international waters for inspection or diverted to a port, Rice said, U.S. officials "will take all necessary action" to publicize its ownership, what it is thought to be carrying and other information. The goal, she said, it "to shine a spotlight on it" and make it more difficult for countries to help the ship complete its journey, such as by refueling.

Rice also said the United States will "ramp up and intensify" its efforts to find out about suspect ships. She would not discuss any new deployment of U.S. military resources to do so, however.

"I'm not going to get into the disposition of our military assets," she said. "Suffice it to say that we'll take what steps are necessary, and we have the ability to do so."

A senior defense official said late Friday that the military, knowing the sanctions were being discussed, has been exploring ways to carry out such operations. He spoke on condition of anonymity because he was not authorized to speak on the record about issues still under discussion and not approved.

Asked if additional U.S. ships would have to be deployed for the new mission, two defense officials said only that the U.S. already has significant presence in the region.

Rice also said, without specifics, that the U.S. has "other abilities to act in different realms _ economic, diplomatic and the like."

But a senior White House official said the administration has decided to forgo planning for hypothetical future situations to focus its attention primarily on making sure the newly approved sanctions regime is enforced and has teeth. The official spoke on condition of anonymity to more freely describe administration thinking.

Rice said she would not be surprised if North Korea reacted to the sanctions with "further provocation."

"There's reason to believe they may respond in an irresponsible fashion to this," she said. Still, Rice said she expects the sanctions to have significant impact on North Korea's financing of its weapons and missile systems and praised the participation of China and Russia.

Rice said that Iran _ another nation at deep odds with the United States about a disputed nuclear program _ should take a message from how the U.N. responded to North Korea's actions.

"I imagine that they have been following this closely," Rice said of Iran's leaders. She said Iran should see that "the response from the international community has been very clear, very firm and very meaningful."

This could get out of hand rapidly. We're playing with fire. I doubt those ships will stop nor will NK's leaders be concerned about the 'publicity', lol. But if and when the US decides to go to the next step--boarding--it could get ugly for our sodiers in the Peninsula.

I certainly hope we put some teeth into these sanctions otherwise it is just a lot of postering and stick waving along with empty words. If Seol's security and the safety of its citizens were not an issue, I'd advocate just sinking N.Korea's ship carrying weapons or nuclear material to the bottom of the brimy. But the next best thing would be boarding and confiscating any weapons or other illegal contraband if anyone really does that.

Let's just pretend for a second that North Korea does declare war on the entire "peace-loving" world. Do they even have nuclear weapons that could reach the US? They can definitely threaten South Korea, which isn't a good thing, but they've proven that their missile technology is archaic at best. Kim Jong IL jus needs a hug.

You know, Obama himself writes most of his own material which is then put on the teleprompter for him read more easily than his reading off of typed paper notes. He's not someone's puppet reading someone else's material however much you wish that were the case. While he does have a speechwriter, that person has reported that Obama heavily edits all his speeches. If your comments "he'll just read the teleprompter" was an attempt at a put-down, I think it's back-fired as it shows how obviously very ill-informed you are about how much Obama writes and edits himself own speeches. I'm so sick and tired of these cheap attempts at slamming Obama's intellect by people who obviously have none of their own.

North Korea will respond forcefully if this starts to occur and remember N.Korea is more a Cult than a nation...

Their intermediate range missiles may be able to reach our ships but also there are the 5,500 plus artillery pieces they have at their southern border all trained on Seoul S. Korea...!

.....This is North Korea, guys, it's not the Soviet Union. Frankly, the most they'll do if ships are boarded is test more nuclear weapons, or fire off more test missiles, to show their own people that they won't be cowed. They certainly WON'T respond "forcefully" if you mean attack South Korea or god forbid, our ships. They may have a massive military, but they also have ballistic missile technology that's over fifty years behind ours, and any attack on US forces in the nuclear age might result in massive retaliation. Kim Jong Il and his generals may seem crazy to you and me, but they aren't suicidal--and they have to know that attacking US forces with their antiquated equipment is exactly that. They don't have Soviet or Chinese backing anymore, so they'll use their nuclear weapons to bluster and attempt to blackmail some concessions--but they'll NEVER actually attack. This is actually pretty simple nuclear deterrence on our part.

Sanctions? Oh my God. How I miss Bush/Cheney.

All available armed forces, every reservist (National Guard and Coast Guard included), under the age of 62 would be deployed by now; SHOCK and AWE revisited.

What a sight to watch missiles being fired from all Navy ships and sub marines, off course on FOX NEWS, exclusively, with Hannity, Beck, O'Reilly, van Susteren, Ann Coulter and our LEADER Limbaugh deeply embedded to report the onslaught.

2 weeks after the start of the incident, realization hits: "Dang, we really couldn't find the frigging North Korea on any map, so we just bombed the jit out of Guam".

Mission accomplished. We showed the whole world, again, that it does not pay to challenge the almighty United States of America. God showed us the right way.

God bless America and all it's right wing numb nuts.
