NYC Drills For Terrorist Attack: "New York, You Have A Problem"

NEW YORK — The FBI was scrambling.

Agents had intercepted information about a possible terrorist attack in Manhattan, including a diagram showing a mysterious device. The raw intelligence was relayed to experts in Washington, who offered a daunting diagnosis: "You have a problem."

As chilling as that sounded, the situation wasn't real. But authorities say it could be, and what followed over the next two days was an ambitious stress test of the city's line of defense against a radiological or nuclear terrorist attack.

The exercise earlier this week involved hundreds of New York Police Department officers and FBI agents trained at detecting threats, along with an elite unit of federal weapons experts expected _ with the approval of the U.S. attorney general _ to swoop in by plane and defuse them.

There have been no specific threats against New York City. But since the Sept. 11, 2001, terrorist attacks, law enforcement officials have repeatedly warned that the city remains atop terrorists' hit lists _ and that a radiological or nuclear device could be in their arsenal.

"It's something we're very concerned about," said Joseph Demarest, head of the FBI's New York office.

Authorities say a small nuclear bomb could cause widespread devastation. Failing to intercept it before it's detonated is not an option.

"Hopefully, we'll never have to do this," Don Alway, an FBI counterterrorism supervisor, said of the deployment. "But if we do, we have to do it right the first time."

Much of the drill played out behind the scenes and only select specifics were made public.

But interviews afterward with Alway and Richard Falkenrath, a top NYPD counterterrorism official, offered a glimpse of how federal and local authorities would respond in tandem if the threat ever become reality.

Investigators with the Joint Terrorism Task Force were first offered "purposely vague" information to test their skills at assessing potential threats, Alway said. Conference calls with officials and experts from the FBI, and departments of Defense, Energy and Homeland Security in Washington about the suspicious diagram confirmed it showed an improvised nuclear weapon.

The exact whereabouts of that weapon? Unknown. But the expert response team quickly assembled Tuesday and boarded a plane at an unspecified location and flew to John F. Kennedy International Airport. They were carrying "all the technology needed to defeat a weapon of mass destruction," Alway said.

The NYPD was put on alert as more intelligence came in suggesting that the device may be on a foreign ship entering New York Harbor. The nation's largest police department deployed a radiological dragnet.

Under a federally funded program called Securing the Cities, the NYPD has equipped officers with hundreds of radiation detectors. Some are the size of a cell phone and carried by individual officers. Others are larger, more akin to radar or speed guns and sometimes mounted on cars, harbor patrol boats and helicopters.

Under rain clouds Tuesday evening, patrols began screening the endless flow of traffic entering Manhattan through bridges and tunnels, Falkenrath said. In a separate test, the NYPD planted safe amounts of radioactive material _ simulating less-powerful dirty bombs _ in five unmarked test cars. All were successfully intercepted on the Brooklyn Bridge and several other bridges.

The hunt for the nuclear device, meanwhile, was narrowed to a busy Queens expressway. Still unsure of what they were looking for, highway units narrowed traffic to one lane and used two unmarked vans equipped with more sophisticated devices that can detect nuclear threats to take readings on each vehicle passing by.

Approaching midnight, police got a hit on a red SUV that was quickly stopped. Supervisors at the scene took note on whether officers took proper precautions approaching the vehicle.

In back was a fake device specially designed by the Department of Energy to emit safe levels of neutrons, along with two technicians charged with protecting it.

The discovery triggered a series of notifications _ to the NYPD bomb squad, top New York City law enforcement officials and higher-ups in Washington. The team expected to defuse the device _ after it was picked up by FBI vehicles and escorted by police through the city _ went through a separate exercise the next day to assess and disable the mock bomb.

Police Commissioner Raymond Kelly called the exercise a success.

"We plan for the worst with the best exercises possible," Kelly said Friday. "This one was realistic _ at night, in the rain, with traffic. We put our personnel to the test and they performed well."

Did you know they were also running drills back in September of 8 years ago?

Yeah they were cancelled, only after NORAD got confused as to whether or not the attack was real world, or part of the drill.

A dirty bomb would be much simpler to make and also cause widespread devastation. Not so much from the actual fallout, but from the civilian response to it... The news has overhyped that threat too much, to the point that now if anything mildly radioactive is ever used in a terrorist attack everyone in NYC will immediately run screaming for the hills (causing much more damage).

The whole point of "terrorism" is to instill terror, so as far as terrorists are concerned the media is more valuable (and cost effective) in their strategies than any weapon of mass destruction. If we get hit, we get hit, it's not something people who aren't directly responsible for our safety should worry about... (police, military, intelligence, etc should obviously be thinking about it).

As citizens it should be our duty not to be afraid.

NYC law enforcement, led by Ray Kelly, is the finest around, diligent, professional and thorough. If they were in charge in Washington in summer 2001, we wouldn't have been attacked on 9-11.
Here in NY, we know we can't depend on inept, insensitive Washington (even now--witness the PR plane flyover fiasco last month), and are thankful that we have the NYPD looking out for and protecting us.

The "elite" teams that swoop in anf locate and defuse nuclear devices are called NEST teams (Nuclear Emergency Search Team), they operate out of the DOE. They are some of the bravest people on the earth, running towards nuclear weapons instead of away.

The next great terrorist attack in America will be biological...

This H1N1 virus and the way Homeland Security let it spread throughout our nation, for the sake of Commerce over Human Life, American lives showed al-Qaeda the way to go, and all they need do is send a few martyrs as carriers of a serious pathogen which they can get from any outbreak in nations in Africa or even poorer Middle East nations...such as Ebola or Small Pox...

al-Qaeda even said as much after they realized our Homeland Security Chief values money and "commerce" over human life and or national security...as is now record..!

Simple as that...

It's very difficult to kill many people with a pathogen like Ebola or Small Pox, and spreading them is extremely difficult to plan and execute with only a small chance of actually killing many people. First, a "natural" strain would not spread far or be contagious enough to last, you'd need a weapon-ized strain designed to stay alive for longer. Simply, it's a lot of work for a longshot chance.

An operative with a dirty bomb would probably not be too much more effective at killing people, but the psychological effect would be much greater, and it's easy to get radioactive material, it's tough to get a superbug.

There would be two approaches towards making a biological weapon. The first would be growing large quantities of a very deadly, poorly transmissable pathogen and delivering them to a population somehow (e.g. anthrax). The danger from this isn't that much worse than chemical or radiological attacks.

The second approach is far more dangerous, but much more unlikely. Create a pathogen that is both highly transmissable and very deadly, which could rapidly destroy large segments of the population. The reason I say this is unlikely is two-fold, first, it would be beyond our current scientific understanding to be able to design something like that easily and second, there would be no way to stop it if someone did create it. So it would need to be created and released by an organization that did not care who/where they targeted, since it could easily become a pandemic.

Neither of these things, or truth be told, nuclear threats are much of a worry for me. I'd be much more worried about the massive quantities of chlorine gas (and other chemical toxins) stored in NJ and other areas close to NY. I believe I read somewhere that there's enough chlorine gas stored in NJ to blanket all of Manhattan if the winds were blowing in the right direction, and there is nowhere near enough security at those facilities.

In the face of mounting pressure to expose the truth about torture and how America was duped into war, the ability of republicans to willfully suspend reality is impressive, yet frightening. Even though Gingrich continues to call for Speaker Pelosi to resign, republican minions refuse to revisit the facts surrounding Newt’s adulterous affair while he was simultaneously leading the charge to impeach Clinton for the same behavior. Clinton survived, while Gingrich was forced to resign in disgrace. Regardless of Cheney’s fear mongering, America will be hit again because our enemies are too many, and our resources too few. External (and internal) threats based on extreme ideology will produce causalities, just ask Israel, Spain, Great Britain, India, Germany, etc. If Bush and Cheney were so keen about keeping America safe, why were we hit nine months into the Bush Administration? Answer: The intel was ignored because the Neocons needed a reason to establish military bases in the Middle East. Since no administration (republican or democrat) will be able to keep us totally safe from terrorists (home-grown or imported), it’s simply unfair for Cheney to promote this as a benchmark of success. It’s like saying seatbelts will eradicate vehicle fatalities. America is a country of laws, a fact that gives us unprecedented moral standing in the world. Right or wrong, GIs responded brutally during WWII and Vietnam to revelations that fellow Americans were being tortured. No doubt Al-Qaeda will respond the same way.

In an effort to distract from genuine concerns surrounding the enduring political turmoil and tribal anarchy transfixing Afghanistan and Iraq, the GOP would now like to label and ban as terrorist propaganda photos taken at the infamous Abu Ghraib prison depicting Bush/Cheney sanctioned torture. Again, the republican capacity to suspend and simultaneously create reality is impressive, yet hypocritical and scary. In fact, the Bush/Cheney excursion into Iraq to spread capitalism under the guise of democracy continues to serve as a constantly evolving and effective recruitment tool for Islamic extremist. While it’s true that the release of additional Abu Ghraib photos would jeopardize the safety of American troops worldwide, and further contribute to the destabilization of a region deemed strategically necessary, few republican leaders, however, spoke out to condemn the use of torture when it was actually occurring; instead, they backed away and, when pressed to respond, dismissively described the barbarous crimes as isolated and attributable to a few rogue soldiers acting on their own with no official endorsement, which we now know is untrue. In fact, the decision to use torture originated deep within the murky recesses of the Bush/Cheney Whitehouse. So, at this juncture, republicans are attempting to rewrite their epilogue, abdicate responsibility, regain favor, and distance themselves from the war-time atrocities attributable to the Bush/Cheney years, a period in history when republicans controlled both houses of Congress, succumbed to barbarism, and wrongly believed their power to be unassailable and without consequence.

In their deluded quest to concoct reality, foment paranoia, instigate discord and kowtow to their radical base, while masquerading as journalists, closet racist and morally corrupt hate mongers O’Reilly, Hannity, Limbaugh, Gingrich, and Beck are seeking to deliberately ignite a race war, pitting American against American (unlike the 50s, however, the ensuing violence will be reciprocal). O’Reilly led the ruthless, hate-filled campaign against Dr. George Tiller and then claimed no involvement when Tiller was murdered. O’Reilly is a culpable coward, and should be tried for murder. Gingrich longs for the “White Only” signs once so prevalent, and wants republicans (and deregulated big business) to remain in power at any cost, even if it means civil war. New York authorities probably don't need to watch the skies or the seaward approaches to the city. But they should be carefully watching all highways and roads into the city that come from Amerika - the country of Limbaugh and Fox News.

Whoa. Reading this gave me goosebumps.

I was just at a firefighter's competition the other day. There were hamburgers and hotdogs and children playing in inflatable fun-houses. But what these men were doing was deathly serious, and I was pleased to see that they were all capable, with quick reflexes and reactions.

I feel safer to know that these kinds of drills are happening. It could really help prevent something terrible one day.

Yes, it was designed to withstand a hit from a commercial plane, but there was an error in their calculations. They did not take into account the added effect of burning jet fuel + office furniture and carpeting. That was enough to cause the building to buckle (and also explains why the towers did not fall immediately after impact).

For all of you truthers out there, if this had been a conspiracy, don't you think the buildings would have fallen down on impact?

I actually know one of the engineers who was involved in the investigation afterwards, and the evidence is solid enough on its own without bringing in the grassy knoll....

If you're looking for a conspiracy about 9/11 that might have some merit, take a closer look at Flight 93. It crashed around the time Dick Cheney put out an order to take down any remaining commercial planes in the air (not something that is denied). If I were a government official and I had just ordered the military to take down a commercial plane with a few hundred civilians on board, I would certainly want it to be kept quiet as well (even if it were the right thing to do).

Well, as a person living across the Hudson River from the World Trade Center, I certainly have more faith in the present administration than I did in the last. It doesn't keep me awake at night nor keep me from hopping on the subway when I am in the City.
