WASHINGTON — President Barack Obama, under growing criticism for not seeking to end the ban on openly gay men and women in the military, is extending benefits to same-sex partners of federal employees.

Obama plans to announce his decision on Wednesday in the Oval Office, a White House official said Tuesday. The official spoke on the condition of anonymity because the president hadn't yet signed the presidential memorandum.

The official said Obama would release more details on Wednesday.

The decision is a political nod to a reliably Democratic voting bloc that in recent weeks has grown frustrated with the White House's slow movement on their priorities.

Several powerful gay fundraisers withdrew their support from a June 25 Democratic National Committee event where Vice President Joe Biden is expected to speak. Their exit came in response to a June 12 Justice Department brief that defended the Defense of Marriage Act, a prime target for gay and lesbian criticism. Justice lawyers argued that the law allowed states to reject marriages performed in other states or countries that defy their own standards.

The legal arguments _ including citing incest and sex with minors _ sparked rebellion among gay and lesbian activists who had been largely biting their tongues since Obama won election. They had objected to the Rev. Rick Warren's invitation to participate in the inauguration despite his support for repealing gay marriage in California.

Their January protest won the invitation of Episcopal Bishop V. Gene Robinson, whose consecration as the first openly gay bishop divided and almost split his denomination.

Gays and lesbians later fretted as the White House declined to intervene in the cases of enlisted military members facing courts martial for defying the Clinton-era "don't ask, don't tell" policies. White House officials say they want Congress to repeal the policy as part of a "lasting and durable" solution, instead of intervening on individual cases.

"The president agreed that ... the policy wasn't working for our national interests, that he committed to change that policy, that he's working with the secretary of defense and the joint chiefs on making that happen," White House spokesman Robert Gibbs said last month.

In the meantime, the administration has tried to make small, quiet moves to extend benefits to gays and lesbians. The State Department has promised to give partners of gay and lesbian diplomats many benefits, such as diplomatic passports and language training.

But without a specific change in the Federal Employees' Health Benefits Program, Secretary of State Hillary Rodham Clinton's promises left out financial benefits such as pensions. Obama's move could make that shift.

Gay and lesbian activists had expected Obama to take action some time in June, which is gay pride month.

Richard Socarides, a New York attorney and former senior adviser on gay rights issues to President Bill Clinton, was taking a wait-and-see attitude on Obama's announcement.

"If it doesn't include health insurance, if he doesn't talk about the military and about the (Justice Department) brief, I think it will fall short," Socarides said in an e-mail late Tuesday. "Right now, people are looking for real action."

John Berry, the highest-ranking gay official in the administration and the de facto human resources chief for the administration, told a gay rally last weekend that Obama planned to take action on benefits soon.

Berry, who heads the Office of Personnel and Management, has repeatedly told reporters that he expected the White House to turn to legislation to give domestic partners access to federal health and retirement plans.

But Obama so far has sent only one piece of legislation to Congress _ a pay-as-you-go measure that is part of his wooing of fiscally conservative Democrats.

Instead, Obama will use his signature instead of legislation to achieve the benefits parity sought by same-sex couples.

We need to stand tall and work to ensure that all of our LGBT
brothers and sisters are protected. I worked for the Veterans Administration for 27 years and I can't begin to tell you the number of General Discharges or Bad Conduct Discharges were presented to me to over turn so that the veterans could get benefits for even service connected disabilties.
Yes if you are LGBT and say you get hit wth a IED you can count on not getting Service connected Disability if you are gay and outted. Now isn't that shameful of our government? How can BO stand there and tell these women and men to be patient while he does not stop these hideous discharges.

I will never understand Barney Frank. I do have to say to some degree I do as he is an old friend of my fathers. They went to school together from kindergarten to high school. Sort of "just sit there and don't make trouble"

OMG! Is this supposed to be meaningful? If I said "Come on, throw me a bone!", I'd expect something more than this. If this administration thinks this is addressing gay and llesbian rights they need to think again. I've been a loyal democrat since I was 18. I can not tell you how tired I am of hearing "The country has more important issues to address, you'll have to wait." Enough is enough. I think it is time to start throwing support to libertarian candidates.

It appears that Obama's world view is closer than I thought to that of the hateful Reverend Jeremiah Wright. Comparing gay marriage to pedophiles and incestuous relationships? This is not Obama being careful. It is outrageous and hateful, and it informs me about the mindset of Obama and his subordinates. Unless he redeems himself, I will not vote for Obama again. I probably will not vote republican, but I certainly will not vote for a candidate who equates me to a pedophile. And it is pathetic to see the gays forgive him for equating them with PEDOPHILES!

Cheney supported same-sex marriage in 2000 during the VP debate. He said it should be up to the states. He did the same thing again during the 2004 campaign, even publicly arguing against Bush's support of the FMA.

If Cheney can support same-sex marriage with no political consequences, Obama -- who was part of a huge Democratic sweep, certainly can.

Will this include the right of Federal Employee to Sponsor their same sex Non US Partner for Immigration purposes ? (a right that ALL Federal Employees and Citizens enjoy - As long as they are not gay).

What’s that? Fat chance you say.

Right now Families are STILL being torn apart , on a daily basis, via the discriminatory practices of our Administration’s antiquated and unfair immigration system. In 2009 thousands of Tax-paying, Lawful US Citizens are forced to either - live in exile, in the shadows, enter into sham marriages or separate.

The US is the ONLY English speaking country in the free world that does not afford ANY Immigration Rights for qualified Same-sex couples. It’s LONG overdue that the Leader of the Free World step up and join 19 of our closest allies to provide some vehicle for it’s own Citizens. Federal Employees or not, ALL Lawful Americans should be able to use the US immigration system regardless of their sexuality!

Back in March the White House voiced it’s support for the Uniting American Families Act UAFA which would rectify this inequality and recognize ‘Permanent partners’ as part of immigration law. This Legislation FINASLLY is getting the support it deserves after nearly a DECADE rumbling around in Congress. It is LONG overdue and the Whitehouse needs to fulfill it’s promise and help to correct this gross injustice. Support the UAFA and the RFA - because it’s the right thing to do!

I don't have an iron in this fire, but it strikes me as merely a sop thrown to the gay community for the mistaken step of the Obama DOJ getting involved with DOMA and because the gays now threaten to dismantle a huge fundraiser for the Democrats. It is a favor to only a small selective portion of the gay community and will not influence corporations and other entities in how they view partner rights. Anything that involves the civil rights of any particular group of Americans should not be left up to the states, but the federal government must ensure that the rights of all Americans are protected across the board.

Congress has never passed a law allowing benefits for unmarried employees. Senate Bill 3955 was introduced in 2006 to do that and NEVER PASSED.

Now President Obama will wave his royal septor and $ billions will be spent on some undefined undocumented "partnership".

Doesn't Congress pass the laws?

The United States got rid of our evil leader, and now other countries want to get rid of theirs, thats all due to your influence, the hope for a better more peaceful world. Mothers all over the world are tired of seeing their children die because of evil leadership. CO-Signed! Its amazing to see that after all these years we get someone on our side in the white house to make change at the top but we bash him for not moving fast emough as if he's just smoking and playing basketball. That is not to say the LGBT should be quiet which they should be heard daily but we can't implode on this issue which is seeing positive changes amid the missteps.
