In late April, the U.S. Senate rejected an amendment to the housing bill that would have allowed bankruptcy judges to provide relief for troubled homeowners by modifying mortgage payments. Among those who opposed the measure, which was known as "cramdown," was Sen. Chuck Grassley, the ranking member of the Senate Finance Committee.

"It will cause interest rates to go up and will make it more difficult for people to get a mortgage," the Iowa Republican said at the time.

Two months later, the people who benefited from Grassley's vote are poised to shower him with campaign donations. The senator is hosting a fundraiser on Monday evening with lobbyists and a political action committee representing, among others, key players in the mortgage and private equity industries.

The event will take place at the swank Capitol Hill restaurant, The Monocle, steps away from the U.S. Senate, and is soliciting donations of $2,500 to "host" or $1,000 for PAC or personal contributions.

The organizers of the event include Smith "Smitty" Davis, a lobbyist for the mega-firm Akin, Gump, Strauss, Hauer & Feld, Pace Bradshaw of the Mortgage Bankers Association, Suzanne Hutchinson of the Mortgage Insurance Companies of America, and the political action committee for Aflac Insurance.

According to research compiled by the good-government group Public Campaign and taken from public records, Davis represents some of the very companies affected by Grassley's cram-down vote under the purview of the Finance Committee. Among them are the often-criticized rating's agency, Moody's, which paid at least $890,000 for Davis' services and the Private Equity Council ($750,000). The Mortgage Insurance Companies of America has paid Davis and his firm $980,000 to lobby on its behalf including, $220,000 this year alone for work on "the housing recovery and possible capital assistance." Smith has also lobbied on behalf of the Healthcare Liability Reform Coalition, earning his firm $140,000. Grassley, as ranking member of Finance, is intimately involved in crafting healthcare reform legislation.

Bradshaw, likewise, has a whole host of clients in the banking and housing industry. He is a registered lobbyist for the Mortgage Bankers Association. Since 2007, the MBA has spent nearly $8 million lobbying, including $935,000 in the first quarter of this year. The group is active on every key issue involving housing policy including leading the fight to defeat cram down.

"We need to keep fighting this," MBA's chairman, David Kittle, told assembled members at their annual gathering. "We need to keep giving to the PAC, on a regular basis."

Hutchinson, meanwhile, is the executive vice president and a registered lobbyist for the Mortgage Insurance Companies of America, which has spent $8.5 million lobbying Washington since 2007. In 2009 alone, the group spent $215,000 to lobby on three specific items: The Federal Housing Recovery Plan, the Helping Families Save Their Homes Act and the Hope for Homeowners Program.

For good government groups, the presence of these three lobbyists as well as the Aflac PAC, which has given $14.3 million in campaign contributions over the past two decades, at the Grassley fundraiser is troubling. The senator, according to the Center for Responsive Politics, has raised nearly $2.8 million from the finance, insurance, and real estate industries over the course of his career. But now, more than ever, he is playing an integral role in crafting housing policy, health care, and financial regulatory reform.

"Sen. Grassley appears to be cashing in from the mortgage bankers for his recent vote to prevent bankruptcy judges from renegotiating the terms of mortgages in order to prevent foreclosures to keep people in their homes," said David Donnelly, national campaigns director of Public Campaign Action Fund. "The lobbyists and PAC hosting this event have made it clear that they will continue to fight against the types of financial market reforms now under discussion in Washington."

Does anyone seriously believe any of the "so-called" media is fair and balanced? Fox is not perfect, but at least they present the other conservative view so you can have all the facts. Do you think Obama/Gibbs/NY Times/Wash. Post/ABC/N­BC/CBS/MSN­BC/CNN/PBS­,etc present ALL the facts on both sides? My wife and I watch the news usually each night and chuckle as they fail to report many things but DO report positive things about the Administration. There have been polls out which show the amount of news reports,etc are WAYYYY supportive of liberal positions. So you can bash Fox News if you want. Look at their ratings.They are killing all other "news Shows" or as Rush calls them, State-Run Media. People watch Fox because that is the ONLY place where we can get news from a conservative perspective. Are they perfect? NO. But at least give me facts and let em decide. The other liberal media will not give you facts which make the Administration look bad! Our country is still wayyy in debt and now we are trying to do health care and Immigration reform as well. Lets do one thing at a time. Show me/American people we can get our budget in order before we start turning over large parts of our country to be run by the govt.

GOP is all about propaganda, packaging & B **S the citizens ...They preach one thing but do the opposite .... Now they will find new ways to fool the citizens ...they got nothing else to offer ...their policy of tax breaks for the rich, no regulations on wall street,no control over banks etc trickle down economy brought the nation to its knees look at the mess Bush left behind in 8 years ..alas the citizens made the mistake last 2 elections & paid dearly for it, the nation went bankrupt with unnecessary war..May be we learnt our lesson but I doubt it ...GOP will be back ..just a question of time ..
It is not only GOP but Democrats too who take $ from corporations then act against our interest ...On this health insurance where is the rage from the citizens that 50 million dont have health insurance... many more millions under-insured ...& we are the richest nation with powerful military in the world .. Alas we have become slaves to our meager jobs & dont see what is happening to us ...

I am certainly glad that you admit the Dems are equally as guilty. After all, we STILL haven't seen the CountryWide Mortgage docs from Dodd's sweetheart deal that he promised he would make public when......over a year ago now? And Dems have taken more money from the big investment banks and hedge funds than Repubs have in recent history. So let's not kid ourselves and think it is one-sided.......

I have never understood why the lending companies fought against the cram-down. It is remarkable that they would rather homeowners go into foreclosure -- but that means the lender will have spend money on maintaining the property and the house. One would think the lenders would want to salvage as much as is possible, but chooses to lose monthly mortgage revenue while spending a lot on various items unnecessarily.

On 4 June, mortgage interest rates rose to 5.25%, after being at historic lows for weeks, which led to a 16.2% drop (a level not seen since last January) in mortgage applications.

Currently Wells Fargo is fighting a lawsuit for using a range of deceptive practices to push high-interest, sub-prime loans onto AfricanAmerican in Baltimore and Maryland. I wouldn't be surprised if more lawsuits don't emerge soon, too.

Banks give 3 times more money than any other group. Just in the first 3 months of this year, four of the banking industry top-grade groups spent nearly as much lobbying as they did in all of 2001.

So between the loss of mortgage revenue and the money spent on legal fees, lobbying expenditures, maintaining properties, decadent CEO bonuses, etc. I do not see the upside to this for either lenders or homeowners. Can someone explain what the reasoning is behind this?

I can explain this to you very simply. Statistics show that a majority of those who get mortgage modifications wind up going into default again a short time later. Think about it.....if people have lost their job, no re-working of their mortgage will allow them to make their payments.

Now, put yourself in the position of the bank. You lent $300,000 to a customer so that they could purchase a home. This customer has lost their job. Choice A = when they have been in default for a required amount of time, you go in and foreclose on the property and sell the property for whatever you can get for it.......likely $150,000 or less. Choice B = allow a judge to require you to change the terms of the loan, even though you made the loan in good faith, and even though you know the client still can not make the payments, only to have to foreclose 12 months from now. In the meanwhile, you have been carrying the asset with no return for a year, and when you finally can sell it, it is worth less than it was had you been able to sell it under Choice A.

Bottom line: cramdowns do not guarantee against ultimate foreclosure; in many cases, it merely delays it.

The entire world watches in amazement as America is the only country that allows it's elected officials to take bribes to legislate against the public's welfare and then turn around and say they are the most democratic nation in the world.

How long does it take to convince an American that they have the greatest democracy and health care in the world. Surely it has to start at birth.

I would suggest that any time folks are asked to contribute to the DSCC and Democracy for America and any other arm that sets it's sights on defeating the Grassley's of the country or any of his kind (this includes some of the like-minded Dems too) you remember this and give whatever you can - time, money, energy to getting these folks defeated. Obviously winning the WH is not enough.

Good for you and that is good for us. But before you vote Democrat will you kindly check out the contributions for Dodd, Frank, Boxer, Feinstein, and Baccaus... I don't think hths is a Republican / Democrat problem anymore. This is now Us versus Them, and incumbents are part of the Them. We need third party, unencumbered, Honest, Independent people representing us.
