WASHINGTON — President Barack Obama sits down this week with German Chancellor Angela Merkel under a cloud of disagreement over the way out of the global financial crisis and Germany's role in the U.S.-led Afghan war.

The Germans probably will stand pat on their refusal to increase troop strength significantly to the NATO mission in Afghanistan. Merkel's unusually harsh public criticism of U.S. financial policy appears to be driven by domestic politics _ the chancellor's need to appear tough in advance of September elections.

"We will discuss the situation in Iran, the question of North Korea's nuclear program and, of course, our joint efforts toward stabilization and security in Afghanistan," Merkel told reporters in Berlin ahead of her departure Thursday.

Merkel was particularly close to former President George W. Bush despite his administration's alienation from much of Europe over the U.S. war in Iraq.

Obama, who has promised to restore a multilateral, consultative approach to U.S. foreign policy, is wildly popular among Europeans, the German public in particular. He paid a visit to Berlin last summer and drew an estimated 200,000 people to a speech that he gave as a presidential candidate.

The German and American leaders already have met twice, at an April NATO summit in France and again early this month when Obama visited Buchenwald, the Nazi concentration camp, and Dresden, the German city firebombed by Allied forces near the end of World War II.

They are said to have been mutually impressed by the other's pragmatism and non-ideological view of the world, and that should make for a successful session Friday, despite inherent disagreements.

Iran was expected to sit high on the Obama-Merkel agenda. The chancellor has been tough on the Islamic regime for its crackdown on demonstrators who believe the June 12 election was stolen from reformist presidential challenger Mir Hossein Mousavi.

And the German government voiced support for Obama's most recent response to the unrest, in which he condemned regime attacks on protesters and declared himself "appalled and outraged by the threats, the beatings and imprisonments of the last few days."

A senior German official said Obama's statements Tuesday were "in agreement" with his government's expectations. The official was among a group of government representatives who briefed reporters in advance of the Merkel visit. They spoke anonymously to outline German expectations more freely.

On Afghanistan, differences probably will be papered over. The Germans are expressing gratification over Obama's new policies there, applauding his greater emphasis on nation-building and development assistance for the deeply backward country. U.S. officials are believed to have given up on getting more German help in the war, beyond Berlin's recent agreement to send four AWACS surveillance planes and temporarily deploy 300 troops associated with the mission.

Mark Medish, who worked in the National Security Council of President Bill Clinton, said the U.S. handling of the recent change of command in Afghanistan actually showed the Europeans that Washington has given up on seeking greater NATO participation in the fight.

Medish, a visiting scholar at the Carnegie Endowment for International Peace, said the United States did not consult its NATO partners when Obama decided to replace Gen. David McKiernan with Gen. Stanley McChrystal as commander of the U.S.-led NATO operation in Afghanistan.

"The way the McChrystal appointment was handled showed the Europeans he is not really counting on them," Medish said.

On the global financial crisis, the German briefers said Merkel will be looking for agreement on an "exit strategy," a means of moving toward long-term fixes of the global regulatory system and away from short-term crisis management.

Merkel told reporters she would use the trip to lay the groundwork for a charter of sustainable economic growth to be drawn up at the next Group of 20 meeting in Pittsburgh. "I believe that we must draw important lessons from this crisis," the chancellor said.

Earlier in the year, she criticized Obama's decision to throw money at the problem as a rescue measure while paying less attention to improving the regulatory system that let the crisis run out of control in the first place. Obama successfully fought off a European attempt in April to create a super-regulatory body.

"I think they are shooting to be able to come out into the Rose Garden after their meeting and tell the world that there is nothing to all the talk of trouble between them," said Jackson Janes of the American Institute for Contemporary German Studies.

He said Obama stood to benefit greatly from the Merkel meeting as he heads to Moscow early next month for meetings with President Dmitry Medvedev and Prime Minister Vladimir Putin.

"She has a lot of clout with the Russians. She can give him her thoughts on Russian vulnerability. She knows Putin and Medvedev," Janes said, predicting that Obama would be pressing not only on arms control but, more urgently, for Russian help in reining in Iran and its nuclear ambitions.

True, she hasn't much in common with the mentally challenged Dubya. Merkel may be a plain Jane, but she studied physics, holds a PhD in quantum chemistry, and speaks Russian fluently. Brings her closer to the ranks of Obama and Putin.

That cloud of disagreement could also contain the fact Germanys request for the return of all
physical gold held in U.S custodial accounts has not been met. For some reason she dosen't
trust the federal reserve.

The affinity between Merkel and Bush was rather assumed than real. In 2002, before she was Chancelor, she supported Bush's war run-up in order to distinguish herself from her predecessor Schroeder, but got clobbered by the public for it. Ever since she was careful, not to receive the "kiss of death" from Bush, means to follow Berlusconi and Aznar, who snuggled up too closely to Bush.

On the other hand, assumed Obama-Merkel problems are based on a misinterpretation of her refusal to let Obama speak at the Brandenburg gate as a presidential candidate, which is also now is in the parliament district of Berlin. She had some valid points there, it wasn't because she disliked Obama. He ended up speaking a mile down the road at the column of victory.

Also, the German constitution -once dictated by the USA- does not allow deployment of troops to foreign countries. This is a highly volatile topic in Germany, and Merkel is well advised not to make any decisions now, since she is up for re-election in 3 months.

Germany is correct about the Afghan War. There is no military victory possible and we should be out of there. This is bush's war, declare victory and leave.

I understand they disagree on the need for stimulus, I hope the Obama administration at least encourages Europe to prepare plans for one, if they decide it's needed at some point. Less delay.

Merkel may be looking for a long-term set of international regulatory rules in the financial investment markets but she is smart enough to know that that is NOT Obama's approach given his choice of Sec of Treasury and the Economic Council. It will make a difference. He ought to seek her advice on national health care. Germany has a fine system, it's called socialistic medicine, and it contributes a lot to Germany's strength on their general economy and social norms.

Why do you think the system in Germany is fine? And what has been strengthened by it? I am German myself and live in the US. After experiencing the American health system I agree change is needed, but I am not sure the German system is something to strive for. So I am interested in your point of view.

I think she has a point on the regulations. Obama is turning out to be a disappointment. I'm not seeing much change I can believe in. Looks like a wash and a wax not the tear it down and rebuild it it needs.

I disagree that there is a "cloud of disagreement". Merkel & Obama are of similar temperament, but the U.S. and Germany do have areas of interest that are sometimes going to diverge. Germany already has a robust social welfare state, so are in less need of a stimulus package (although they did enact one, just not as big as America's). Every time I have seen them together I think there has been a rapport between them. As Obama said in Dresden, the press should "stop it", that this conflict between them is just something to gin up before they meet but is simply not true.

Your statement is very revealing. It insinuates that the "stimulus", as many argue, is not a stimulus at all. Instead to you, it is a measure in social engineering. Welfare states do not create wealth fool, adn the "robust" size of social programs have nothing to do with the health of a country's economy. In fact, they are a drain on any economy.

They have already bailed out Opel and Hypo Real Estate. Germany was even asked if they would help out Eastern European COUNTRIES. So, you know, they are handling their issues in a similar fashion as we have. Their deficit is not as high as ours. Don't forget that the German government is a grand coalition of the Christian Democrats and the Social Democrats.

Merkel and Sarkozy are right about strict International Regulations of the Commodities and Futures Market..!

Obama isn't just dead wrong, but literally a huge part of the problem, and a tool of Goldman Sachs the worst abuser who controls this White House.!
