Latin American individuals are too weak to effectively run a stable goverment? And what makes us " Americans" stronger? The Supreme Court of Honduras ruled that a binding referendum on beginning the process to change the Constitution was not allowed. So Zelaya changed Sunday's election to a non-binding poll. A non-binding poll obviously has none of the legal characteristics of a binding one that the Supreme Court ruled on. Therefore this whole idea that Zelaya was a rogue is starting from a misunderstanding. Zelaya complied with the ruling and still the military would not change its hard-headed position against him. He fired the General who made that decision, perfectly under his rights as Commander in Chief. <br /> <br /> The basic problem is that certain institutions in Latin America are still under the control of the economic elites used to running things, rule of law or not. In Honduras, this is as true as anywhere. They did not like their position being threatened by higher minimum wage laws (he boosted it 60%!) and getting help from Venezuela.
