WASHINGTON — Secretary of State Hillary Rodham Clinton plans to meet with deposed Honduran President Manuel Zelaya this week as the Obama administration weighs responses to his ouster.

The talks planned for Tuesday would be the administration's highest-level contact with Zelaya since he was overthrown in a coup eight days ago, coming two days after his failed attempt to return to Honduras deepened the country's political crisis.

Zelaya met with two senior U.S. diplomats in Washington on Sunday after the Organization of American States suspended Honduras for its role in the coup and before the deposed president tried to return to Honduras by plane. Zelaya got as close as several hundred feet above the Tegucigalpa airport but had to turn away because of obstacles placed on the runway on orders of the interim government.

Clashes between police and soldiers and Zelaya supporters left at least one fatality at the airport on Sunday and thousands of supporters have been marching to protest his overthrow. About 2,000 demonstrated peacefully Monday near the presidential palace.

Zelaya was in Nicaragua on Monday after a late Sunday news conference in El Salvador in which he urged world leaders to step up efforts to return him to power.

Diplomats with the United Nations, the OAS, the United States and European countries worked behind the scenes Monday to seek common ground with interim President Roberto Micheletti, who heads the government that replaced Zelaya. But Micheletti has vowed not to negotiate until "things return to normal."

One option under consideration is trying to forge a compromise between Zelaya, Micheletti and the Honduran military under which the ousted president would be allowed to return and serve out his remaining six months in office with limited and clearly defined powers, according to a senior U.S. official.

In exchange, Zelaya would pledge to drop aspirations for a possible constitutional change that could allow him to run for another term, the official said. The official spoke on condition of anonymity to discuss sensitive diplomatic exchanges.

The Obama administration has made few public moves since Zelaya was deposed, deferring to the OAS. The U.S. has had limited military-to-military contacts and frozen programs that directly aid the Honduran government. But it has not yet determined whether Zelaya's ouster should trigger an automatic suspension in all non-humanitarian American assistance to Honduras.

State Department spokesman Ian Kelly said Monday that the United States "deplores the use of force against demonstrators in Tegucigalpa" and called on "the de facto regime and all actors in Honduras to refrain from all acts of violence and seek a peaceful, constitutional and lasting solution to the serious divisions in that country through dialogue."

"Our goal remains the restoration of the democratic order in Honduras and we renew our call on all political and social actors in Honduras to find a peaceful solution to this crisis," Kelly said. "We're very focused on the need for a dialogue to restore him back (to office) and restore the democratic order."

Another senior administration official expressed some frustration with Zelaya, who rejected advice from the U.S. and others not to press for the constitutional change and not to try to return to Honduras on Sunday while the situation remained volatile.

The new Honduran government that replaced Zelaya has vowed to arrest him for 18 alleged criminal acts, including treason and failing to implement more than 80 laws approved by Congress since he took office in 2006. Zelaya also refused to comply with a Supreme Court ruling against his planned referendum on whether to hold an assembly to consider changing the constitution.

Even if Zelaya broke laws and disregarded the constitution, it would not be argument in favor of a coup, which has resulted in many deaths and wild repression, among other kinds of unrest. George Bush engaged in many acts which fell outside the bounds of constitutional scrutiny, and yet a violet and repressive coup alongside the suspension of the rule of law would then not be justifiable. This coup and support for it is a demonstration of complete contempt for democracy, justice, the rule of law, and the entire political process.

Furthermore, if the U.S. wishes to lecture Honduras about democracy, then it should not consistently fund its military, among many other Latin American militaries, which have had a very clear history of intervening. But then, maybe the millions poured into those militaries says more about the U.S. than it does L.A.

There was NOOOOOOOO coup! Zelaya behaved illegally, and the Honduras military acted under the orders of the country's Supreme Court to remove Zelaya and to elevate the person next in line under the Honduras Constitution. This is Constitutional Democracy in action combating illegal behavior by a sitting President. And it's Zelaya, aided by Chavez and Ortega, who is responsible for the violence and the deaths.

Zelaya “supporters,” many of them paid foreigners (probably Nicaraguans), covering their faces, were throwing rocks, spray painting walls, breaking windows, intimidating people, and instigating violence, while Zelaya incited them from a plane! It was a propaganda show created and broadcasted by Chavez to force Hondurans to submit to them!

While the constitution contains at least 3 articles that would legally oust Zelaya, the Honduran constitution also contains an article that requires due process and another that requires the full execution of public offices. Given the nature in which Zelaya was ousted, which involved interim powers having Zelaya spirited away to Costa Rica (in his pajamas) without the involvement of proper judicial authorities, it seems unlikely that this could be anything other than a coup. Seeing the military-backed government there cut electricity in major cities, arrest opposition journalists, censor news channels, enact curfews, and forge a resignation letter further confirms that this was a coup. Furthermore, there is no hierarchical system embedded in the Honduran constitution to determine which article takes authority over another.

A censure on Zelaya might have been more appropriate, followed by a peaceful trial in which Zelaya might actually have an opportunity to bring forth evidence and defend himself, but none of this has happened. Legalist arguments in favor of the coup seem to exclude the hundreds of other laws that point to the illegitimacy of this action.

Round two. What the military did was wrong all wrong! If it is true that Honduras is a democracy, you just don't grab your ballot elected president in the middle of the nigh (in Pajamas) and force him at gunpoint to board a plane and dump him in another country, what kind of democracy is that?

OK, Hillary. This is your chance to show what you can be. Meet with Pres. Zelaya, and figure out a way to help him regain power, along with suspension of aid to the coup plotters. If you want to be known as more than a clone of your husband, this is your moment of truth.

Hillary should not meet with this guy. He has Chavez men donning red shirts and red bandannasand carry ing real guns. Some of them have acknowledged that they have been paid to demonstrate. Most of the polls in Honduras show 2/3 of the population do not want Zelaya back.

He has done noting but flirt with Chavez, Ortega and Correa on their dreams of their Bolivarian empire.

Good, maybe he will let her speak this time. While at the OAS meeting in San Pedro Sula on June 2-3, Patricia Rodas and others running the event change the schedule so many times and talked more than expected that Secretary of State was not able to do her speach.
President Zelaya made Emb to Honduras Hugo Llorens wait longer than usual before he could shows his credentials so he can accept his position as Embassador.
I guess he should start this meeting with Secretary by .......

Honduran Constitution:

Article 239: "No citizen who has already served as head of the Executive Branch can be President or Vice-President. Whoever violates this law or proposes its reform [emphasis added], as well as those that support such violation directly or indirectly, will immediately cease in their functions and will be unable to hold any public office for a period of 10 years."

Why are we supporting this guy? He wanted to be a dictator. Go figure Hil would meet with him, she is in to power dynasties

"The only thing the armed forces did was carry out an arrest order," Cruz, 55, said in a telephone interview from the capital, Tegucigalpa. "There's no doubt he was preparing his own coup by conspiring to shut down the congress and courts."

maybe I don't understand latin american law, but it's a damn good thing SCOTUS can't order our military in to arrest our president whenever they disagree about constitutional law.

at worst, the proposal was to put something on the ballot. versus a coup that's resulted in soldiers shooting civilian protestors. this has happening too many times in latin american nations, at the urging of the US because we labeled someone a socialist.

usually what follows is that dozens or hundreds who disagree with the military disappear.

funny how so many who were cheering protests in iran are saying 'die' right now.

AND HE ATE BABIES AAND WORSHIPED sTAKIN AND SEDUCED YOUR LITTLE SISTER... the point is they have no evidence for charges so could not try Zelaya so the best they could do was exile him and spread rumors. Not saying he is ideal, but he was elected and should serve his term.
