Cheney Told CIA To Hide Program From Congress

WASHINGTON — Former Vice President Dick Cheney directed the CIA eight years ago not to inform Congress about a nascent counterterrorism program that CIA Director Leon Panetta terminated in June, officials with direct knowledge of the matter said Saturday.

Subsequent CIA directors did not inform Congress because the intelligence-gathering effort had not developed to the point that they believed merited a congressional briefing, said a former intelligence official and another government official familiar with Panetta's June 24 briefing to the House and Senate Intelligence committees.

Panetta did not agree.

Upon learning of the program June 23 from within the CIA, Panetta terminated it and the next day called an emergency meeting with the House and Senate Intelligence committees to inform them of the program and that it was canceled.

Cheney played a central role in overseeing the Bush administration's surveillance program that was the subject of an inspectors general report this past week. That report noted that Cheney's chief of staff, David Addington, personally decided who in Bush's inner circle could even know about the secret program.

But revelations about Cheney's role in making decisions for the CIA on whether to notify Congress came as a surprise to some on the committees, said another government official. All spoke on condition of anonymity because they were not authorized to discuss the program publicly.

An effort to reach Cheney was unsuccessful.

A former intelligence official, who was familiar with former CIA Director Gen. Michael Hayden's tenure at the CIA, said Hayden never communicated with the president or vice president about the now-canceled program and was under no restrictions from Cheney about congressional briefings. The official said Hayden was briefed only two or three times on the program.

Exactly what the counterterrorism program was meant to do remains a mystery. The former intelligence official said it was not related to the CIA's rendition, interrogation and detention program. Nor was it part of a wider classified electronic surveillance program that was the subject of a government report to Congress this past week.

The official characterized it as an embryonic intelligence gathering effort, and only sporadically active. He said it was hoped to yield intelligence that would be used to conduct a secret mission or missions in another country _ that is, a covert operation. But it never matured to that point.

The government official with direct knowledge of the Panetta briefing and the former intelligence official said the CIA has numerous efforts ongoing under its existing authorities that have not yet been briefed to Congress. He said they are not yet known to be viable for intelligence gathering.

The Cheney revelation comes as the House of Representatives is preparing to debate a bill that would require the White House to expand the number of members who are told about covert operations. The White House has threatened a veto over concerns that wider congressional notifications could compromise the secrecy of the operations.

That provision, however, would have no effect on programs like this one.

The former intelligence official familiar with Hayden said Congress has a right to contemporaneous information about all CIA activities. But he said there are so many in such early stages that briefing Congress on every one would be too time consuming for both the CIA and the congressional committees.

The New York Times initially reported about Cheney's direction not to tell Congress of the program on its Web site Saturday.

Whoever was surprised to hear Dick Cheney was in charge of his own secret, off the books, CIA goings on raise their hand.

Just as I thought, not many.

I'm waiting to see if George W. Bush got punked or was he in on it too. I tend to lean towards Chaney going behind Dubya's back doing stuff.

Actually, I'm impressed by how quickly Bush Administration shenanigans are coming to light. I thought we'd have to wait until Bush or Cheney or both died before the truth really started coming out.

Dick Cheney did what needed to be done after 9/11 as regards Afganistan & Pakistan. The man should be up for a medal. Not only did he put in place the systems that were needed, but made sure they were carried out while protecting the US, his President, the Congress and the American people. Talk about taking a bullet, he was and is willing to take anything coming his way.

What is unbelievable and naive is to think we would have been safer without his efforts and that the grownups in Congress and elsewhere didn't have a clue this was or could be going on. All the folks were too busy looking the other way.
When someone is coming to KILL you are you really going to get out the cookies?

Invading Iraq for Bush's War is a totally different story. That was total CRAP and belongs on W's doorstep.

The whole "it kept us safe argument" is not longer valid, nor been proven.

This (D.I.C.K.head's) program was never initiated, only kept from Congress. In essence It did not "keep us safe", because it wasn't implemented.

This shows how completely inept and frightened W and his D..C.K were, both with identifying our real enemies and going after them in a logical well thought out program, (with the full backing of the Congressional Committee of 8). We cannot allow one "rogue" VP to put this country into danger by allowing his own secrative "mission". We have seen our constitution shredded in the past 8 years, even internal "spying" did not reap any benefits.

Now we are in the quagmire of having broken international treaties, being sucked down into the Abyss with an illegal war in Iraq. That money, if used intelligently would have more than likely put an end to terrorist cells. (Fixed our infrastructure, paid for education and healthcare for US citizens!!)

It has shown that t0rture, which even Raygun's DOJ prosecuted (and won), has actually not helped us at all but became a huge terrorist recruiting tool. Have you not read anything concerning the interogators and scholars on t0rture, it didn't and doesn't work!!!!

So let me get this straight...you protest sending troops to kill "freedom fighters" and when Cheney tells the CIA to train people to assassinate terrrorist leaders...so that troops will not have to be sent in...you call it tyranny...uh huh...But when Obama sends in 30k troops to afganistan...its called hope and change...i see...

"The medical evidence did not match up with the, with the scenario as described," a doctor who examined Tillman's body after he was killed on the battlefield in Afghanistan in 2004 told investigators. The doctors _ whose names were blacked out _ said that the bullet holes were so close together that it appeared the Army Ranger was cut down by an M-16 fired from a mere 10 yards or so away. Thats called a triple shot.....

Tillman was going to tour against the war with Noam Chomskey when he got back........

When you see and hear CIA saying they want to interrogate Cheney and force him to answer questions about his days in the white house, crimes he ordered, committed, you know Cheney is a scary guy. One such op did just that, he voiced his desire to see and personally conduct that interrogation before a very public and interantional court and tribunal. Mathew Alexander is someone who refused to be a butcher, assasin, abuser to get information from supposed terrorists. To hear him tell it, cheney is not ow or anytime to be trusted, and is a very paranoid and dangerous man. When you throw money into that mix, its more dangerous still. It is not this country's policy to have secret death squads, assasination rings, army's, that carry out illegal and politically ammoral acts. Cheney had his own private idaho set up to silence anyone that dared question his authority or actions. We know he tampered with death certificates of those killed in Iraq, covered up hits he ordered to silence Pat Tillman, shall I go on? Cheney must be tried for treason.

Honestly, I am genuinely curious as to what could be so bad about this program. It is all but certain that the Bush administration ran illegal intelligence gathering programs, as well as assassination teams that operated in foreign countries. I guess I just don't understand what program could be so much worse than the ones we already know about that it would warrant such bizarre and erratic action from the head of the CIA.

The Congress can not allow the CIA to spend precious money, time and expertise on the slightest development of illegal/shadow programs.

Ultimately, who is Dick Cheney and how is it possible for one man to convince other leaders in government to intentionally violate their professional obligations? The CIA's job is to report to congress on the use of appropriated tax-payer money.

What is this pot from which the CIA pulls these resources? The General Ultra-Top Secret Intelligence Development Fund...

Congress pays for this stuff?

I believe the program was an assassination squad responsible for quite a few murders of some very important people, including Yasser Arafat, Prime Minister Bhutto, Rafik Hariri, Dr. David Kelley, and Bruce Ivins.

What else would provoke CIA Director Panetta to practically run screaming to Congress to break the news to the committee?

Agree with Mason, reactions are inconsistent with some brain storming that Cheney's allies are trying to spin. Believe me, every fiber says they did some hits in foreign countries, no doubt! This was an 8 year Coup of our Country and the Bill of Rights!! My happiest day is when lying Lynn Cheney gets to go visit Daddy in prison!! If only there was guts in D.C.!! If this had been Iran or some other boogeyman country WE WOULD BE DEMANDING WAR CRIME TRIALS!!
