WASHINGTON — Steven Rattner, who led the Obama administration's efforts to restructure General Motors and Chrysler through swift, government-led bankruptcies, plans to depart his post, officials said Monday.

Rattner will be replaced by former steelworkers official Ron Bloom, who has been a key member of the task force and adviser to Treasury Secretary Timothy Geithner. The administration said Monday that Rattner had decided to return to private life and his family in New York City.

A leaner General Motors Co. emerged from bankruptcy last week and Chrysler Group LLC shed itself of Chapter 11 protection last month during short stints through the bankruptcy courts once thought impossible. Rattner headed the government's work to reshape the two companies, which were severely threatened by overwhelming debt, poor management decisions and sluggish sales.

"We are extremely grateful to Steve for his efforts in helping strengthen GM and Chrysler, recapitalize GMAC and support the American auto industry," Geithner said in a statement. "I hope that he takes another opportunity to bring his unique skills to government service in the future."

Rattner won praise for his job managing the massive restructuring of General Motors and Chrysler through billions of dollars of taxpayer funds. Appointed to lead the newly created task force in February, Rattner helmed the day-to-day talks that led to concessions at GM and Chrysler. Rattner struck deals with the United Auto Workers union, the car companies' bondholders and Italian automaker Fiat, which aligned with Chrysler as part of the company's reorganization.

When Obama decided he wanted former GM CEO Rick Wagoner to leave the company, it was Rattner who delivered the news to Wagoner.

GM CEO Fritz Henderson, who succeeded Wagoner, said in a statement that Rattner's expertise "was a key contributor toward a new GM emerging in record time."

Rattner's government service came under a cloud with an investigation of an influence peddling scandal back in New York. Authorities have said that Rattner, an investment banker, was unlikely to face charges in the investigation which involved a large state pension fund that provides retirement benefits for more than 1 million government employees.

Bloom will assume leadership of the task force's activities as the government transitions from day-to-day restructuring to "protecting the substantial investment the American taxpayers have made in GM, Chrysler and GMAC," Geithner said. Bloom is a former investment banker who worked with the United Steelworkers union for more than a decade, advising the union through a painful restructuring of the steel industry.

Rattner, a longtime Wall Street financier, was the co-founder of financial firm Quadrangle Group and previously served as deputy chairman and deputy chief executive officer of Lazard Freres & Co. LLC. He is a former reporter with The New York Times and is married to Maureen White, a former national finance chair of the Democratic National Committee.

Rattner had hinted of changes at the task force with GM and Chrysler emerging from bankruptcy. In a conference call with reporters last week, he said "the task force will inevitably get smaller as this becomes more of a monitoring function."

"I would say, speaking for a number of us, including myself, we have been so busy getting to this point that none of us I think, individually, are at a stage that we can tell you what our specific plans are but we should be able to do that in the coming weeks," Rattner said.

It will be more difficult to run GM and Chrysler than to bail them out with $75 billion. After the treatment of the secured creditors, and investors (I was not one) no one other than the government will invest in them or loan them a dime.

I can't wait for car owners to be writing their congressman about their transmissions.

Too little too late. The fix is already in. Chrylser's bond holders will have no redress, esp if their case makes it to the SC

That just about sums up the ineptitude of our government. The investment of American Taxpayers should have been protected from the start without reservation.

I don't blame him...there are two sets of rules.

Bakers/Wall Street still go unregulated and have a free flow of cash from OUR Treasury straight into their pockets.
While car manufacturers are put over a barrel while losing American jobs and being forced to follow orders from the "Figurehead".

Rattner's a millionaire and former New York investment banker. Geithner was the former Federal Reserve President in New York, think he was picked by Geithner and President Obama's chief economic advisor, Larry Summers, former Treasury Secretary under President Clinton who pushed for globalization to make certain the auto bailout protected the global economic picture at the US taxpayers expense? So now his mission is done and he can go protect the millions he made as an investment banker. Be curious to see if his net worth began building up around the time that Larry Summers was Treasury Secretary.
Don't know how they think they've done such a good job with the auto bailout. Who exactly do they think can afford to buy a car? Where will the market demand come from? The executives now make 400 times the pay of the common worker and the most it ever was previously was 40 times. Maybe it's management, not the unions that is bleeding the so called American auto companies.
President Obama needs to look at his entire economic advisory board and stop falling for Larry Summers who seems to think of the economy as his experiment. He began his push for globalization in the Clinton years and now that he knows it promoted greed he even has President Obama who we all worked hard to elect saying things like we'll try this and if it doesn't work we'll try something else.

And what does GM come out with for these battered tattered economic times? Why, the brand new Camaro. V6 gets over 300hp, and the V8 gets something like 430 or more. Perfect thinking, putting out a fancy sports car in the middle (?) of a depression.

And they're moving those V8s to enthusiasts very quickly. My nearest neighbor, a young woman, has a Camaro and regularly can be seen plying the roadways around here. She has had it for a month and has put 4k miles on it! Sharp car and it's the V6. The Camaro outsold Ford's Mustang in June. You'd never confuse either Mustang or Camaro for the ubiquitous Prius, which must have some sort of hive or collective here in Princeton, NJ since the car seems the prevailing choice amongst the highly educated. Boxy little thing. The guys I've seen driving their Prius seem sheepish and apologetic whenever I roll up next to them.

Stangerinthenight is 100% right. It is only a matter of time before the Obama facade wears thin and starts to rub people the wrong way. From his very poor choice of appointees, to his poor choice of titles "Car Czar?" This isn't communist Russia, we have never had any czars in the states, why install one now (in any capacity). Maybe he should go back and learn from George Washington on how the president should be addressed, and the stepping down after two terms. Although I don't think Obama will have to worry much about that one.

I've said all along that he will be remembered as the 2nd worst president of all time, behind Geo Bush, and unfortunately so far he is living up to that billing as a "Do Nothing president". He is making it easy for the vultures to swoop in and hammer him on everything from broken campaign promises (has he fulfilled any?) to trying to tackle everything, and getting nothing done.
