(AP) Al Qaeda's No. 2 leader warned the Pakistani people in a new audio message that the U.S. interference in their country's affairs poses a grave danger to Pakistan's future and very existence.

The English-language audio message by Ayman al-Zawahri was dated July 14 and addressed to "my Muslim brothers and sisters in Pakistan." In it, the militant group's second-in-command called on Pakistanis to join the fight against the United States or support the battle financially.

He warned that without that help "we shall not only contribute to the destruction of Pakistan and Afghanistan, but we shall also deserve the painful punishment of Almighty Allah."

The tape, whose authenticity could not immediately be verified, was released by the al Qaeda media wing As Sahab and was posted on Islamic Web sites that usually carry militant videos and statements.

Al-Zawahri and al Qaeda leader Osama bin Laden are rumored to be hiding in Pakistan's lawless tribal belt along the border with Afghanistan. The Taliban have thrived in that region, and some Taliban commanders maintain links to al Qaeda.

The region also has been the focus of numerous U.S. missile strikes, which officials say have killed several top al Qaeda fighters. A 2006 strike reportedly missed al-Zawahri in the Bajur tribal region.

Al-Zawahri, who had addressed the Pakistani people in English in August last year, said Pakistan is really ruled by the United States.

"The current ruling class in Pakistan is lining up under the cross of the modern Crusade and competing for American bribes. Hence, the actual ruler of Pakistan is the American ambassador, who pays the bribes and issues the orders," he said.

He said "the only hope to save Pakistan from this disastrous fate is Jihad" because the political institutions were "either sunk in the swamp of corruption or are too helplessly crippled and paralyzed to bring about any change."

Stressing the need for money, al-Zawahri called on people to join the fight and contribute money.

"It is the individual duty of every Muslim in Pakistan to join the Mujahedeen, or at the very least, to support the Jihad in Pakistan and Afghanistan with money," he said.

Al-Zawahri's appeal for funds echoes one made last month by Mustafa Abu al-Yazeed, al Qaeda's top commander in Afghanistan who said militants in Afghanistan were hampered by a lack of equipment and money.

The al Qaeda deputy's appeal to Pakistanis comes as public opinion in the South Asian nation has swung away from militants and in favor of army offensives against them.

A recent survey showed that 81 percent of Pakistanis believe the activities of the Taliban and other Muslim extremists were a "critical threat" to the country, up from the 34 percent polled on the same question in September 2007. Eighty-two percent said bin Laden's al Qaeda was also a critical threat, exactly twice as many who thought so two years ago.

The poll was carried out by Socio-Economic Development Consultants in Islamabad on behalf of WorldPublicOpinion.org. It questioned 1,000 people across Pakistan from May 17 to 28 and had a margin of error of plus or minus 3.2 percentage points.

yea, how can the Muslims in Pakistan and Afagnistan possibly support him and his group, when they have repeatedly bombed and massacered their own Muslim brothers and sisters!! although the same can be said about the Paksitani army killing thousands of Muslims in Swat, and Afganistan.

the matter is pretty complicated.

I don't believe that the CIA doesn't know where this man or Osama Bin Laden is hiding. Take Bin Laden, for example, it is a known fact that he suffers from kidney problems and needs regular medication.

Surely, the CIA has the resources to identify manufacturers, distributors of his medication and finally narrow it down to his supplies. Someone knows more than they are telling us.

Who are WorldPublicOpinion.org anyway? I should ask, if it is one of those intelligence gathering organizations masquerading as think-thank!

Running short of money are you?
Maybe if you stopped lopping off people's heads, blowing up schools for women and otherwise making a menace of yourselves to people you'd have more support, but like any phony religious zealot your main concern is self-love and self-involvement, demonizing the other side and offering NO CONCRETE SOLUTIONS to everyday problems in the region.
The Pakistani people have found you out to be the thugs that you are, and have turned their backs on you, and the Afghan people will soon follow.
The United States might not be the best choice for solving problems in the region but I don't see any other nations stepping up to do anything, and they won't until the problem is staring down their throat.
Guess who they will turn to then?
In the meantime, you might want to start looking for some new places to hide.

That's all I need to know. These so called recordings are touted as evidence that we should all be afraid of the big scary world out there....yet they can't be verified as authentic.
Call me crazy ("Crazy!"), but for all I know these recordings are produced by a military contractor right here in the good old US of A hired for the sole purpose to create propaganda.
Enough with the boogie man stuff. Speaking for myself, I'm fresh out of "fear" (repeatedly unfounded) and have moved on to "annoyed".

If we have known for 8 years where they are hiding, how about going there and rounding them up? Send as many troops as necessary to get the job done and we can be rid of these two once and for all. Instead of sending Cheney's hit squad all around the world without congressional approval (and without Cheney being the President {remember, he was supposedly VP. LOL!}), how about sending the hit squad to the one geographical area we suspect them to be hiding in? Would that make too much sense? The reason neither of them have been caught or killed is because they are CIA assets. Having a boogeyman is convenient for the agency's funding. If there was no boogeyman, they would invent one to keep the money flowing. They probably call either of them when it's time to make a new tape. Look at poppy production over the last 8 years in Afghanistan! Record-breaking year after record-breaking year! That's because they use drug proceeds for "black projects" that they don't want congress or the American people to know about. They operate on both sides of the fence.....good and evil. If things are too peaceful, they orchestrate something evil. When it gets messy, they orchestrate something to patch it up. They keep evil alive so they can stay busy and keep our tax money flowing.

A military solution will never be the long term solution for what ails the ME. Changing the outlook of ordinary people in the Middle East is the only way to stop the cycle of vio.lence Unfortunately, thanks to the 2 Santa Claus theory of the Republicans we are unable to afford to do what is necessary for the US and others.
The right derides Jimmy Carter, but fail to recognize how much of a visionary he was. He was instrumental in slowing down some of the fighting in the ME. And if we had heeded his words about energy independence, we wouldn't be funding and riling up many of the very people that ha.te us.

The Carter Doctrine stated that the US would use whatever force as was necessary to defend its access to oil. That was such an honest statement that asymetrical warfare was not employed, except as against the Soviets. A peace agreement was signed with Qgypt that lasts until today. The divide and rule policies have used ethnic and religious wars to divide and destabilize. people is the US have been turned against the Muslim World following 9-11.

Carter did look for energy independence. The oil companies prevented a change of course on energy and foreign policy. If we were honest about our addiction we would not need enemies to vilify. And we might get off oil except as a lubricant and a medicine.
