GOP Candidate For Obama's Seat Whacked Twice Over Bus Idea

A simple letter to the editor written by Rep. Mark Kirk last week now has the Illinois Republican Senatorial hopeful in an uncomfortable spat over stimulus politics and environmental policy.

On July 16, 2009, Kirk wrote a letter to the Highland Park News making the case that Chicago's suburban bus system -- Pace -- should outfit its bus fleet with hybrids as opposed to the gas-guzzlers it had planned on purchasing. As a means of paying for the environmentally friendly rides, the candidate for Barack Obama's old seat argued that the stimulus funds were a logical vehicle.

While hybrid buses are more expensive than diesel buses ($500,000 vs. $320,000), a hybrid bus will use approximately 30,000 gallons less fuel over its lifetime. A new hybrid fleet could save more than 1 million gallons of fuel and eliminate 10,500 tons of greenhouse gases, saving taxpayers at least $2.6 million in diesel costs alone. Those savings will only increase as diesel prices rise.


When asked why it won't change course, Pace responds it will lose stimulus funds if it doesn't act quickly. Far from the case -- the stimulus only requires 50 percent of the funds designated to each transit agency to be spent within the first 180 days before those funds are lost.

Since most buses, diesel or hybrid, will be delivered later, Pace could buy hybrids to replace diesel buses for the later deliveries.

That argument landed Kirk in partisan crossfire. The DNC, which has kept a close eye on Kirk since he announced his senatorial bid, noted quickly that the congressman had actually opposed the stimulus package.

"Mark Kirk would have a lot more credibility in calling for investments in environmentally friendly technology if he had signed onto the Economic Recovery Act that invested hundreds of millions in green jobs when he had a chance," said Press Secretary Hari Sevugan.

And now, Kirk finds himself in a bit of hot water locally. The chairman of Pace's board, Richard A. Kwasneski, took a whack at Kirk in a response letter to the editor. In it, Kwasneski revealed that Kirk -- now so passionate about purchasing environmentally friendly busses -- had actually declined repeated requests from Pace for federal funds to purchase a hybrid fleet.

"Pace approached Congressman Kirk for five straight years requesting federal funding to add hybrid buses to our fleet, and each time the request was ignored," Kwasneski writes. "We've done the research to prove that buying more of the considerably less expensive diesel buses for the available funding we have will result in a greater net improvement in air quality. Emissions control technology for diesel buses has advanced to the extent that the difference in the amount of particulate matter found in exhaust from buses is essentially negligible between diesels and hybrids."

I was just at a Republican meeting with Illinois Republican Chairman Andy McKenna, and it appeared that half the room was extraordinarily displeased with the party's choosing of Mark Kirk as a nominee for U.S. Senate.

I think that the Republican Party needs to spend more time listening to the people of Illinois, who obviously appear to be displeased with Mr. Kirk.

If Kirk had been real in his position to resist the stimulus as 'bad government'; then he should have suggested that PACE seek private investment to solve their problem and then helped PACE to secure that investment. He should not suggested that PACE now look to the big-bad-government for a hand out (even-tho the money was there, he should still refuse to use it as a matter of principle [assuming they have some]).

Like health care reform and a whole host of other issues the Republicans have folded their arms and have refused to help. The real issue: Repugs want their jobs and power and they realize, if the Dems pass anything meaningful it will mean the end of the Republican party for the next 20 to 30 years as a source solution.

They (Repugs) are running scared, not because they really believe their positions, but because it threatens them as a party.

This goes into the same category as LA Gov. Bobby Jendal blasting the Stimulus package, refusing to take the money and YET BEING PHOTOGRAPHED HANDING OUT MILLION DOLLAR STIMULUS CHECKS BIG CHECKS TO EVERY PARISH IN HIS STATE. The hypocrite is giving away the money he said he wouldn't take, taking credit for it coming to his state and using it to advance his political career. People may be surprised, but hopefully, not fooled!

With all of the hubbub surrounding Ensign, Pickering, and Sanford recently, I saw the headline and thought this was another GOP sex scandal in the making ... just kinkier and involving public transportation. :-)

Anyone who opposed the stimulus bill and is now for spending the money, must premise their words with and explanation, To ignore their original position is not honorable. Plus, it takes away the accusation of hypocrisy.

I am from Mark Kirk's 10th district. This is what he does every time an election is near. He puts on his evironmental hat and convinces some liberals and Dems to vote for him. This time he's gone too far. Why should anyone down in Springfield grant stimulus money to any idea he suggests. He voted NOOOOOO! on every single one of President Obama's proposals. He is from one of the richest cities in the country, Kenilworth. I want to see him relating to the farmers down in central and southern Illinois. Good luck with that, Mark. On the otherhand, I am thrilled that he has decided to run. He won't win the Senate race and we'll finally be rid of him here in the 10th district. Get ready, Dan Seals, 2010 could be your year!!!!!!!!!!

I'm not sure if there's really any big problem here. I mean, I understand it's a matter of him 'opposing it before he decided to dip in,' but let's look at it a slightly different way.

If you were a regional politician looking to fund a necessary transportation project with environmentally friendly rolling stock, would you...

A. reject the funding, thus incurring the wrath of the left for rejecting funds that were meant for eco-friendly investment
or
B. recognize that the money is already there, that it's meant for a specific purpose, and that it ought to be put toward that purpose as long as it has been set aside for that reason.

I think both liberals and conservatives who support mass transit (and we ALL should) should get off their high horses, get over themselves, and stop hunting for petty political points to score.

Kirk offers platitudes and not action and resolution.
He was asked 5 times by PACE to request the funding from the BushCo Administration and
refused to do so.

What is the saying, " It never hurts to ask." Kirk not only didn't ask, he ignored PACE.

KIrk moves at Kirk's pace (pun intended) and only when it serves him well.

By electing someone other than Kirk, we stand a better chance of getting
more help in conservation and mass transit.

I'm not from Illinois, so I know little of Rep. Kirk or his methods. BUT, yes there is a serious problem here.

a. Rep. Kirk wants the regional transit system to invest in buses with a better propulsion system, environmentally. That makes sense.
b. Stimulus funds are available and he recommends using them. That makes sense.

So what's the problem?

a. Rep. Kirk has ignored every previous request to fund buying the same sort of buses, even though it would appear to have been a good idea. Why? I suggest it is because he is a REPUBLICAN and has been toeing the Republican party line.

b. Rep. Kirk opposed the President's stimulus program all the way and voted AGAINST IT. If he had had his way, THERE WOULD BE NO STINKING STIMULUS FUNDS. Why? Again I suggest it is because he is a REPUBLICAN and has been toeing the Republican party line.

This guy is your stereotypical political opportunist. He'll do everything he can to avoid helping his constituents until he needs their votes. I'd also say he's your stereotypical obstructionist, but since he's a Republican, that is a given.
