Isn't representation in the Assembly based upon population?

Upstate NY is getting screwed again...big surprise.

Honestly though, the years I spent living in the Mohawk Valley region, it seemed they still didn't seem to fair well with Republicans in charge either, jobs continued to disappear, crime rose, and taxes soared.
