Prison Riot In California Leaves 250 Inmates Injured

LOS ANGELES — More than three dozen inmates were released from hospitals Sunday after being involved in a racially motivated riot that badly damaged a Southern California prison and forced the lockdown of nine others.

The riot that erupted Saturday night sent 55 prisoners to the hospital and injured more than 250 inmates in all, officials said. Thirty-eight inmates were treated and were expected to return to the California Institution for Men in Chino, east of Los Angeles, by late Sunday, said Department of Corrections and Rehabilitation spokesman George Kostyrko.

Most of the injuries were considered minor to moderate, including stab wounds and slashes. One inmate suffered a serious head injury, Kostyrko said. However, none of the injuries were considered life-threatening.

No staff members were injured in the disturbance, the largest since December 2006.

As many as 80 officers responded to the riot, which involved some 1,300 inmates in seven dormitory-style barracks. A fire that ignited during the chaos caused significant damage to one of the buildings, prison spokesman Lt. Mark Hargrove said. Prison officials couldn't say how the fire started.

Authorities believe the riot was prompted by tensions between black and Hispanic prisoners.

"It appears we had some southern Hispanic gang members targeting African Americans," Kostyrko said.

Officers used pepper spray, wielded batons and shot foam projectiles to remove inmates who had barricaded themselves inside the medium-security facility during the four-hour uprising. Police officers and firefighters also were called to help subdue the inmates. Eleven hours later, prison officials had cleared out the facility of disruptive inmates.

The outbreak occurred at a reception center that accepts new inmates and parole offenders being processed to be housed at the prison and sent to other facilities in the state, officials said.

Prison staff became aware of a plan to carry out a riot Thursday night, Hargrove told the Riverside Press-Enterprise. The prison was placed on a modified lockdown, which included feeding inmates in their cells and restricting movement around the property. That lockdown continued until Saturday when the riot began.

Still, the inmates were able to inflict serious damage to the facility and one another. Most of the barracks are currently uninhabitable, and inmates have been relocated to other parts of the prison.

Curt Hagman, a state assemblyman for the district that includes Chino, believes the riot was a "coordinated attack."

"They all knew what they were going to do in starting a big brawl," Hagman told the Press-Enterprise. He added that inmates used improvised weapons and broken glass to stab each other.

The prison has about 5,900 inmates; it was designed to hold 3,160.

All 10 prisons in Southern California were put on lockdown as a precaution and visitations have been suspended because of the melee, officials said.

Most people in prison, is because of drug use! I know a lot of people that have done time and can't get a job when they get out. Most states cut ed programs for inmates and we expect them to get out and do right.

If California was to spend just half the money it does on Prisons and put it on education. California would not be going thru this budget crisis! For all you Prison Justifiers, Justify this the U.S. has 5% of the world population and we have 25% of the worlds prisoners? If you can make sense out of that you are foul and probably dislike freedom! End corrupt unfair, unjust laws, end prohibition!

Legalize tax and regulate marijuana!

The real cause of the riot is the Governors Furlough plan. Cim has 3 other yards to draw staff from when an incident like this happens. The yard was on a modified program already which exerts a certain amount of control over inmate movement. If 10% or more of correctional staff were enjoying a forced day off ,then how do you appropriately respond. Either you leave the other yards,(MSF,RC, East facilities) vulnerable or you lose a yard.

By the way West is a dorm style living unit. it basically has always been integrated.
01:49 AM on 08/19/2009
Amen! Is it really unthinkable that an emergency situation would purposely be created for job security? There are already reports from inmates inside CIM who say the Guards were provoking them... What better place to do this, but in the reception area where you have a integrated dorms and a mix of violent and nonviolent inmates waiting to be classified and moved on to one of the other 33 prisons in CA...A outside investigation is needed to get to the real truth here..

You lock people away and treat them like animals and then expect them to act any differently?

Not to mention understaffing the facilities.

Republican Nirvana.
12:11 PM on 08/10/2009
Treated like animals you. These guys got heath care for their injuries, no one was exempted, they get 3 meals a day, I know families who have to visit food shelters for meals. I wouldn't say they're treated like animals. You should see these guys, a lot of them are like wild animals.

Our prison system deeply needs to be reformed. People get out of jail and there is little to no assistance for them. Men and women should not be getting raped and beaten in jail. That should neo be our prison culture. We need to assist these young people so once they get out, there is concrete skills they can do. Or it’s a never ending cycle.
10:46 AM on 08/10/2009
From a year ago: California will fully integrate its prison system next month.... State officials, who will continue to keep gang members apart, expect a short-term uptick in violence but more harmony in the long run. Others aren't so sure. "There's going to be riots," predicts one white inmate. CSM 06/09/08
Of course, there are many causes of this riot. Did prison integration contribute? If so, does it offer benefits that outweigh this cost?
12:30 PM on 08/10/2009
The real problem is that non-violent prisoners should not be in Prison in the first place!

Yes. You've let the MSM program your thoughts. And if locking people up worked and we have more people in prison now then we have ever had in our entire history then why is crime up? Will it be better when 50% of us are in prison? What about 80%?

We are locking people up at alarming rates. People with no criminal record, growing a plant, hurting nobody goes to prison. Now this innocent American citizen hates the government and is among some real criminals and since he has nothing but time on his hands he learns how to be a criminal. You think he will come out the same "good" person he was before he was violated by his government?

Watch: Never Get Busted. This guy was one of the best narcotics interdiction officers and saw what a mistake it was ruining these "good" peoples lives.

Also check out: http://www.youtube.com/user/CopsOutofControl To see how bad the police treat the people. And it's not just "a few bad apples" as tghe cops would like you to believe, it's the majority!

I bet this officer never had any of these drug dealers living next door to him. Here's the deal. Every person willing to let these people go should agree not to protest when they move next door to them.
Wait until you have all the characters and noise from people going back and forth for their purchases. Oh, and the street fights between drug addicts is real entertaining.

Legalize it. Tax the living cr@p out of it.

And zone it away from your neighborhood.

The problem is not drugs. It is the incredible profit margin.

This is an offshoot of Hispanic gangs executing African Americans in the streets. They target and execute innocent African Americans, including children, to run them out of the neighborhood. Anyone doubting this should visit The Southern Poverty Law Center site. Many are not aware of the racism within the Hispanic community. If you doubt it just look at who is on Hispanic television stations. Definitely not people who would be considered Black Hispanics.

There have been several reports on this. In fact the Southern Poverty Law Center has reported on it, is monitoring it and is one of the agencies demanding federal intervention. But I am not surprised that someone from Arizona should choose to ignore this. Most in your state still believe Martin Luther King Jr. is a communist.

California spends more on prisons than on education. The more people you incarcerate the more criminals you create. Its insanity.

They need to end the concept of Private Prisons they are for cash institutions and they survive on creating more criminals and unjust laws to in-prison Americans!

The prison industry and its private contractors. No doubt they're going to get a bigger budget because of this. Oh, by the way, YOU, the tax payer, lost.

if they are all non violent drug users, who cares? the problem is that our prison system will let out the violent ones so you and I have to deal with them.

When I was living in California in the 1980s, I read a story in the paper about the state being forced to parole a guy, I think his name was Singletary, who had raped a little girl, hacked her arms off at the elbows, poured acid on her face and left her in the desert. That poor little girl survived but her life was obviously ruined. The story said they HAD to let this guy go due to state parole laws. In the same paper, a few pages back, was the story of an African American man who had just received a life sentence, without the possibility of parole, because he had been busted with cocaine for the third time. He'll never get out because he wanted to get high but state law forced them to release the monster rapist.
Tell me we don't have our priorities screwed up....

Release all nonviolent and victimless crimes. There was a guy in FL doing 90 days for driving on a suspended. He got raped in jail killed one of the rapists and is now doing 15 years. FOR DRIVING ON A SUSPENDED! Who's the victim? He did not hurt anyone. Fine him. You don't lock them up. I don't care how many times they break that law. There is no victim. Nobody got hurt. If no one gets hurt there is no crime!

whats odd is that there are still many black prisoners in southern california jails. i live in southern california, not far from chino hills and it seems that in the last 20 years the black population have been leaving southern california in large quantities. They have been replaced by hispanics in every area. I would say that latins are the majority, with a large minority of white people, and very few black people. Black gangs in southern california have been disappearing very rapidly, for the hispanics to still feel threatened by them seems unproductive.
