KINSHASA, Congo — Hillary Clinton has a message for the world: It's not all about Bill.

The secretary of state bristled Monday when – as she heard it – a Congolese university student asked what her husband thought about an international financial matter.

She hadn't traveled to Africa to talk about her husband the ex-president. But even there, she couldn't escape his outsized shadow.

She abruptly reclaimed the stage for herself.

"My husband is not secretary of state, I am," she snapped. "I am not going to be channeling my husband."

Clinton's presence, so bold in her historic presidential candidacy against Barack Obama, has sometimes been hard to see in the months she's served as the supposed face and voice of U.S. foreign policy.

The president's ambitious travels have overshadowed her, heavyweight special envoys have been assigned to the world's critical hotspots, Vice President Joe Biden has taken on assignments abroad – and then last week her husband succeeded in a North Korean mission to free two journalists even as she landed in Africa on a seven-nation trip.

"You want me to tell you what my husband thinks?" she asked incredulously when the student raised a question about a multibillion-dollar Chinese loan offer to Congo.

"If you want my opinion, I will tell you my opinion," she said. "I am not going to be channeling my husband."

The moderator quickly moved on.

State Department officials said the student approached Clinton afterward and told her he had meant to ask what Obama, not Bill Clinton, thought about the Chinese loan. A senior Clinton aide said that Mrs. Clinton assured the student not to worry about it.

The student's question, according to the State Department translation, went like this: "Thank you. Mrs. Clinton, weve all heard about the Chinese contracts in this country. The interference is from the World Bank against this contract. What does Mr. Clinton think through the mouth of Mrs. Clinton and what does Mr. Mutombo think on this situation? Thank you very much."

It was unclear whether the French-speaking student or translator had erred. Either way, she was not pleased at the mention of her husband's name.

The Clintons have always been a complicated couple. An accomplished lawyer and politician in her own right, Hillary Rodham Clinton has struggled for decades to balance her interests and ambitions against his. She has supported his career while looking to blaze a trail of her own – at times proud of, and benefiting from, her husband's accomplishments, and at other times frustrated by his failings and his habit of overshadowing her, friends say.

The biggest controversy of Bill Clinton's career – an affair with a White House intern that led to impeachment proceedings – engendered rare sympathy for his wife and helped her win a Senate seat. One of his biggest political miscues – injecting race into her South Carolina primary with Obama – helped seal her defeat in the 2008 Democratic primary.

Since his presidency, Bill Clinton has spoken out about international financial and development aid to poor countries, one focus of his foundation's Clinton Global Initiative, making his opinion of interest abroad. But the stage in Kinshasa was his wife's, and she reacted instantly to a suggestion that he shared it.

She had been sidelined for weeks after she fell on her way to the White House in June and fractured her elbow, requiring surgery. Her aides acknowledged her frustrations stemming from the injury, which made her miss out on going to Russia with Obama and attending several European conferences.

But her aides and those in the White House have denied any rift or attempt to marginalize her.

After returning to action following her injury, Clinton made a round of TV appearances and a rousing speech – all in tune with Obama's priorities, but in her own voice.

She then resumed her frenetic pace, traveling to India and Thailand and then to Africa.

Hours after she left Washington for Africa a week ago, news broke that Bill Clinton had gone on a humanitarian mission to North Korea to win the release of Laura Ling and Euna Lee, two television journalists who had been arrested and sentenced to 12 years at hard labor.

She arrived in Kenya to find herself peppered with questions about his secret mission.

Clinton quickly recovered her cool Monday and moved on to other subjects. Just before the question that set off her anger, another student had asked if the U.S. and the West felt a need to apologize to the people of Congo for colonialism and postcolonial interference.

That brought a pointed rebuttal as well.

"I cannot excuse the past and I will not try," she said. "We can either think about the past and be imprisoned by it or we can decide we're going to have a better future and work to make it."

Turns out that the question was correctly translated after all:

"Later, her aides released the transcript of the question, as it had been translated to English from French, and further inspection of the audio recording of the event indicated that the translation was fine; the student had indeed said “Mr. Clinton.” http://www.nytimes.com/2009/08/13/world/africa/13clinton.html

In other words, this idi0t was NOT mistranslated. He just decided he wanted to ask the S0S not what SHE thinks about the influence of the World Bank re: Chinese contracts in the Congo, but what her HUSBAND and a basketball player think. After all, ...

... they're men.

There was probably a better way for her to say it and she maybe should have asked if the questioner was seriously asking her to comment on what her husband thought, but I really don't have a problem with her asserting herself. And, I don't think we'd be talking about it if a man had reacted similarly. Hillary's usually a pretty cool cucumber...give her a break!

The problem with Ms Rodham Clinton is that she is trying to be larger than she is, and she cannot stand the realty of where she really is now.

These emotional outbursts make me kind of ashamed on how my country is represented by her.

It is always possible for someone to grow, but her impatience may mark grounds for concerns about her potential. All that rap about feminism also makes it more irritating. Compare this to Merkel, Bachelet, Allbright or even Thatcher.

One, (regardless of gender) shows superiority by taking any perceived treat to one's pride in stride, and not reacting to it, but by showing by action that (s)he is above the issue.

HRC bristled to what seems to be an honest mistake. Both by failing to understand how this came about and by reacting to what she she thought the question was she has put her foot in her mouth. Twice.

That's not good SOS material. A SOS needs to be able to understand foreign countries different cultures and deal with contradictory state of minds without losing their cool.

Oh, yes, how embarrassing that SOS Clinton had a moment of impatience and irritation. Our esteemed former President Bush never mis-spoke or said things that could be construed as embarrsassing. I see what you mean, she should resign now.

P.S. I doubt you could even explain what you meant by "compare this to Merkel, Bachelet, Albright, or even Thatcher." Believe me, any woman who has any power gets picked apart for any small mis-step in a way that the boys never have to. It's called sexism and misogyny. Look it up.

She asked him again and he said the same thing. What Ive read from the transcript Mr Momboto was asked by another student why didnt he put money (30 mil of his own money) into something more profitable than a hospital. You automatically asume it was Hillarys fault and frankly Im ashamed of all the people who try to find fault in the SOS where there is none.

The husband issue notwithstanding, I wonder how the majority of Americans would have reacted to this story (before January 2009) if iit involved Condi Rice's taking a similarly nasty tone with a Eurpoean student who asked a question that rubbed her the wrong way.

I think that some Right wingers (and possibly some Lefties, sad to say) might regard Rice as being "uppity" in the scenario I described (i.e., being abrasive with an apparently non-threatening member of the "opposite" race - European / White in Rice's case), but not see anything wrong with how HRC handled herself.

I hope that I am wrong. But after how seeing how viscerally many Whites came to the defense of Officer Crowley during the Gates / Crowley controversy, I doubt it.

It reminds me of when you would go to school and your regular teacher was out sick or whatever. Some smarta$$ would pipe up with 'that is not how Mr. whoever does it', it was usually followed with "I am not Mr. whoever". I find it funny that back in the day when her husband was prez there were the underhanded comments that Hill was holding his strings. How did it go? "I love the president and her husband Bill... "

I have never been a Hillary supporter and was livid at her during last year campaign season. However, give her a break. I do not know when we expected perfect behavior from others that we ourselves are not able to demonstrate on a regular basis in our own lives. She is a human being. The translator misquoted or deliberately stated the question wrong. She responded as any of us would have if we had jet lag and a very prominent husband that we find ourselves continually in his shadow. Hillary Clinton is a very accomplished woman and need not be in the shadow of Bill. The media has been harping on her so much seeking to create insecurities about her colleagues that also serve with her in the administration and finally they tried to make her feel inadequate next to her own husband. I give her a big pass on this one and she is doing a fine job and I hope she get some rest and get back in her diplomatic role for the media would love to evoke insecurities within her. Hang in there Hillary and give them H.

Better to reduce herself to wearing pearls and a flippy repub hairdo while writing cutesy notes to W and doing whatever she was told in the build up to the war. Condi was a disappointment for me, as a woman. She just assimilated and said whatever they wanted her to say. Hillary is not that woman. Thank god.
