DES MOINES, Iowa — Iowa Republican Sen. Charles Grassley said Monday he remains hopeful a limited health care reform measure can be negotiated, but that a small bipartisan group of senators working on the issue agrees a government-run public option won't be part of the package.

Senate Finance Chairman Max Baucus, D-Mont., meanwhile, said an overhaul measure will be presented this year with or without bipartisan support – though he said a compromise would be far better than any bill pushed through solely by Democrats.

The senators are among a group of three Democrats and three Republicans on the pivotal Finance Committee who are negotiating a proposal to overhaul the nation's health care system. Both said Monday they were hopeful a bipartisan deal could be reached.

"I think the chances are still good," Baucus told The Associated Press. "I talked to (the Republicans) and they all want to do health care reform. But the sad part is a lot of politics have crept in."

Grassley, the GOP's key negotiator, expressed similar determination, but made clear he doesn't expect a public health care option sought by President Barack Obama to be in a final deal.

"I'm still hopeful, but I'm hopeful based on I think you're talking about something a little less sweeping than what we talked about before," Grassley told the AP in a telephone interview.

Grassley in the past has roundly criticized the public option, but went a step further Monday in saying the core group of senators agreed such a provision would not be in a bill.

"It's pretty clear that's something not on the table," Grassley said. "It's fair to say that not every one of the six is opposed to it, but they realize the reality of it."

The six senators have scheduled a conference call Friday, but Grassley said nothing can be resolved until next week when Congress returns and the affect of nationwide town hall meetings can be assessed.

Grassley reiterated that there are limits on what he can accept in a final health care reform package.

"There are things that for months have been things I have said can't be in a bill," Grassley said. "There are some instructions from my caucus I have tried to take to the table: no public option, no rationing and tort reform."

He declined to be precise about what he could accept.

"I think that would be negotiating through the press, and I don't think I should do that," he said.

In Monday remarks to the Center for American Progress, a liberal think tank, AFL-CIO secretary-treasurer Richard Trumka – who is expected to become the labor union's next president – said lawmakers would pay a political price if they abandon a government-run option.

Baucus meanwhile promised constituents that health care reform would not increase the deficit, would pay for itself over time and is necessary to rein in costs. Baucus also said he understands criticism is weighing heavily on the minds of Republicans.

"They are in their home states and they are hearing a lot of what I am hearing: concerns," Baucus said. "In some ways it is easy in the short term to vote against it."

During the congressional recess, Grassley has been among the many Congress members who attracted huge crowds at town hall meetings, where many speakers expressed anger about health care proposals they believed were being pushed in Washington. Grassley said it remains unclear how much they have changed the debate.

"There's an entirely different environment, I believe, as a result of democracy working through the town meetings," he said.

Baucus said lawmakers also would be thinking differently about health care reform in the wake of U.S. Sen. Edward Kennedy's death.

"I think the death of Ted Kennedy is a factor here. How much? I don't know," Baucus said. "It causes everyone to pause and to think that maybe we should find a solution after all."

Is ignorance and ill will another pandemic. If opponents wish to pay higher insurance premiums, then continue opposing any health care reform that would introduce competition into the market place.

It costs nothing for the malevolent to blow off the disenfranchised, the disabled, underinsured and uninsured.

Please know, however, that all uninsured who crowd into hospital emergency rooms receive treatment that is partially financed by all those currently covered under an insurance policy.

As more become uninsured and seek medical care, insurance premiums will rise and/or coverage will be less for those of us currently insured. Ones insurance carrier is in business to reduce its own risk and loss.

Also, as more become unemployed the choice between carrying insurance through COBRA or making a house payment will become painfully obvious. Many will choose food and shelter over health insurance.

Health care is essential for all.


Reform is overdue.

Im am against Univeral Health Care. WE already had Welfare and that failed, and has been scaled back alot. The programs that came out of that is about all we are willing to give.

So i say no to a public option of any sort. And i certainly dont like the "trigger" talk. Just a way to get the public option without saying it up front.

I am for some health care reform that would fix some of the grievences that are noted with our system as it is now.

But by no mean universal care. If your illegally in this country or not a productive member of our society, then i dont think my tax dollars need to be used for there health care!!!!!!!

I don't know why the President ever thought he could trust something like Grassley. He's a lying old fool who ought to be in some nursing home. He never could be trusted. He has good health insurance, no problem for him.

1. LOL! "Something" (not "someone") is exactly right!

2. Who says he ever did? I think our President is smarter than you're giving him credit for. By putting Grassley front and center as a "negotiating partner" President Obama has highlighted the corporate ownership of one of the most corrupt Congress critters presently disgracing his state, and the country. Why not suppose he did that to Grassley deliberately? It seems to be helping health care reform, and will be very useful in future election campaigns to compare the Republican uproar about Daschle's taxes (he withdrew himself from consideration after being appointed) to the muted Republican whining about Timmy Geithner's attempted tax cheating (he was approved by Republicans). Barack Obama did not become President at age 47 by being short-sighted.

The GOP are going to pay, and pay big for their current anti-populist stance. People are not as stupid as the GOP thinks, and when they see all those old GOP parasites prattling on about why THEY should have a PUBLIC-OPTION health plan, but WE can't, they put two and two together and come to understand the essentially undemocratic nature of our system. The GOP will pay at the polls!

Here is the info on the FEHBP plan Grassley got until he was 65:

(we're using Blue Cross because it's standard and what most people end up buying)

On the last page, you can see the rates. $356.59 per month for the entire family. The benefits are great (see page before the prices, standard benefits, summery of benefits):

$20 co-pay, $200 for any hospital stay of any length, $0 for outpatient services, all subject to a $300 deductible, so you only pay max $300 per visit. Dental included. Annual limit is $5,000.

Compare that to a typical plan for a typical Iowan age 64 with a wife and a kid from http://www.ehealthinsurance.com/


I'm using the bestseller, benefits pasted below.

Monthly costs are $541.23. Deductible is $15,000 ($5,000 per person). You still pay 20% of costs even after the deductible is reached. Annual limit is $21,000.

So, let's take a scenario. Chuck Grassley, the Senator, gets indigestion but thinks it's a heart attack and goes to the emergency room. The most he pays for that is $300.

John Doe the Iowan has the same problem. He could be stuck paying $5,000, more if the full bill is higher (he pays 20% of all charges over that).

So you see, it's only socialism when you and I want the same sweet deal that members of Congress like Chuck Grassley, Max Baucus, and Mary Landrieu have.

Senator Grassley it is clear that you just don't get it, do you? You and your buddies need to step out of the way and let real reform take place. After all, WE THE PEOPLE are the ones paying you with our votes and our taxes. Either you are a fool, or somebody is paying you and your buddies more for your deliberate and ignorant attempt at helping the AMERICAN PEOPLE! STEP DOWN.....R­esign...GO AWAY! This cause is BIGGER than you. We can pay for it with a national sales tax included with a progressive co-pay and cost-sharing premium schedule. LET'S GET WITH IT! You senators have great health insurance and do NOT pay for it. Maybe we should stand in the way of that!

He speaks the truth. We need congress to vote for a SINGLE PAYER PLAN. Right now, the insurance companies are salivating at the prospect of having the 50 million un-insured to be mandated to buy health insurance. Wake Up People! Do Something!
