TEHRAN, Iran — President Mahmoud Ahmadinejad said Monday Iran will neither halt uranium enrichment nor negotiate over its nuclear rights but is ready to sit and talk with world powers over "global challenges."

His statements came as the U.N.'s nuclear watchdog warned of a "stalemate" over Iran's nuclear program. Members of the International Atomic Energy Agency began meetings in Vienna that could set the stage for a toughening of sanctions against Iran.

Ahmadinejad also said Iran will present a package of proposals for talks to the five permanent members of the U.N. Security Council plus Germany but rejected any deadline for such talks.

He said the package would "identify challenges facing humanity ... and resolve global concerns."

But he said that "from our point of view, Iran's nuclear issue is over. We continue our work within the framework of global regulations and in close interaction with the International Atomic Energy Agency." But "we will never negotiate over obvious rights of the Iranian nation," he said.

He said the only two aspects of the nuclear file he was willing to discuss were "creating peaceful nuclear energy for all countries" and a mechanism to prevent proliferation of nuclear weapons and encourage global nuclear disarmament.

President Barack Obama and European allies have given Iran until the end of September to take up an offer of nuclear talks with six world powers and trade incentives should it suspend uranium enrichment activities. If not, Iran could face harsher punitive sanctions.

The U.S. and some of its allies accuse Iran of using its civilian nuclear program as a cover to develop weapons. Iran has denied the charges, saying its nuclear program is aimed at generating electricity.

Iran has repeatedly vowed it will never suspend enrichment work, saying it has every right under the Nuclear Nonproliferation Treaty to enrich uranium and produce nuclear fuel. The enrichment process can produce either fuel for a reactor or the material for a warhead.

"It is very clear that this (deadline) is incompatible with the Iranian nation's needs and direction today," Ahmadinejad told a press conference Monday. "Resolving global issues requires constructive interaction on the basis of justice and respect."

Ahmadinejad said Iran will continue to cooperate with the IAEA over regulations on safeguards on its nuclear sites, "but we will resist if the agency is influenced by political pressures."

The agency's chief Mohamed ElBaradei, however, said Monday that the situation over Iran's nuclear program has reached a "stalemate."

He said Iran has not suspended uranium enrichment and not cleared up other lingering questions about possible military dimensions of its atomic activities, and he urged Tehran to "substantively re-engage" with the IAEA.

Iran says allegations of nuclear weapons studies by Tehran is based on forged documents but the U.S. and its European allies want to draw Iran back into negotiations over such concerns.

"The proposals we have prepared seeks to identify challenges facing humanity and basic directions for a durable solution to those challenges ... we are ready, within a logical and just framework, to sit and talk with all those ... who can make contribution to reform global affairs," Ahmadinejad told reporters.

The five permanent members of the U.N. Security Council – the U.S., France, Britain, Russia and China – plus Germany offered Iran a modified package of economic incentives June last year in return for suspending its uranium enrichment activities or face harsher sanctions.

Iran has said the incentives package has some "common ground" with Tehran's own proposals for a resolution to the standoff.

Germany and France – both important trade partners with Iran – have recently become far more forceful in their threats of possible sanctions.

Ahmadinejad did not directly address Obama's calls for a U.S.-Iran dialogue, and instead renewed an offer he has made in the past to hold a public debate with the U.S. president.

"Once again, I announce that I'm ready for debate and dialogue in front of global media on global issues," he said.

Meanwhile, Ahmadinejad nominated two hard-liners – including a woman – for two Cabinet posts after the parliament rejected his earlier nominees for the posts.

Fatemeh Alia, a conservative female lawmaker, was named for the post of education minister and hard-liner Ali Zabihi for the post of welfare and social security minister, state TV said. The president is expected to name a third nominee for the post of energy ministry.

Last week, parliament rejected three of Ahamdinejad's nominations for his 21-member Cabinet because they were considered unqualified for the posts.

Honesty is the only policy and the USA is the ONLY country that has ever targeted and murdered innocent civilians via WMD!

If THAT DAY, we call 9/11 taught us anything, it should be that America's nuclear arsenal cannot defeat 'terrorism' or provide security from the actions of a few violent mad men who target and murder innocent ones.

American money is imprinted with "IN GOD WE TRUST" but reality is we have become a nation of hypocrites, for by our foreign policy we expose that we live by the sword.

America has a nuclear arsenal of over 10,000 weapons and nearly 2,000 remain on hair-trigger alert ever since the end of the Cold War.

An estimated 150 – 240 tactical nuclear weapons remain based in 5 NATO countries and the United States is the only country with nuclear weapons deployed on foreign soil.

American taxpayers provide over $54 billion annually to maintain WMD's, which is but a drop in the bucket of the overall U.S. military spending.

The U.S. is also a co-conspirator in international nuclear apartheid and major collaborator in Israel's INEFFECTIVE policy of nuclear ambiguity.

And we wonder WHY do certain people distrust and hate US!

Bringing into discussion Prophets and religion, then things would get sour. However, if Iran is to blame then Israel is to blame first. Because of Israel that today nuclear proliferation is taking place. THE DEVELOPING COUNTRIES SAY If a small tit of a state yet not recognized by the Arab countries could have and retain Nuclear establishment and have nuclear arms productive capability then why not the rest including Iran. When Iran is repeatedly saying it is for purely for electricity then why should USA so alarmed and take up the cause of another country which commits crime against humanity. USA has to deal with both similar equally for equity of justice otherwise withdraw from the scene honorably. To protect itself from being labeled as axis of evil.
World now laughs at USA as it can't get Israel listen to its call to stop Settlement what Israel would do its call about disbanding Nuclear establishments. What could USA do to stop nuclear proliferation in Myanmar? That too recently surfaced. It is reported that Iran may link up its nuclear capability with that of Israel nuclear capability. So it comes to, if Israel can have so should Iran have or none can have. It should be as simple as that.

Isn't it funny that this guy talks about "justice and respect". They have nothing new to say and it has become clearer to read their hand. They have been exposed internally and among the countries of the region and the US should take advatage of it to isolate the Islamic Republic vigorously. -----The US should never allow the Islamic Republic to leave a good name behind in history. ----- At the present, the most difficult thing for the US is to go without Iran's help in the region and therefore has become a hostage in Ahmedinejad's hand. But, with the help of others in the region America can certainly go without Iran's help. ----- In Iran and even the parts of Tehran where Ahmedinejad is grown up guys like him are likened to a man who even cuts off his own mother's breasts. IF WE REALLY WANTED TO KEEP IRAN IN CHECK WE WOULD HAVE LEFT SADDAM IN IRAQ AND NEVER INVADED.

Remember the US gave saddam billions in weapons to kill Iranians. Now we are supposed to go and destroy another country that poses no threat to America.

The real threat is our bought and paid for spineless politicians who will sell out America for Israel.

Israel is not our best friend, in fact they undermine the security of all Americans by continually trying to draw us into another war that we can not afford.

Our soliders have paid a tremendous price, and for what?

THEY KEEP SAYING WE'RE GOING TO WIN IN IRAQ AND AFGHANISTAN, THE $64,000 QUESTIONS IS "WHAT IS WINNING"? We complain about public health care for all Americans yet we send Israel $8 billion a year and the war in Iraq has cost us $1 Trillion dollars.

Where is the outrage in this? We just blew the bank and have nothing to show for it and now they want us to double down on Iran for the sake of Israel? NO THANKS!!!!!

Why should Iran listen to the U.S. when Israel won't. Folks are up in arms over Iran, but Iran what it thinks it needs to do to survive. Iran has no reason to trust the U.S. or it's allies when it comes to the nuclear question. If the shoe was on the other foot, the U.S. wouldn't let any other country dictate to us what we should do regarding nuclear development and we would tell all concern to kiss our a$$.

Sorry...Is­rael doesn't threaten the annihilation of another country and actively engage terrorist organizations to carry out that threat...

Still, getting rid of ALL nukes, no matter who has them is a great idea...but Israel is by no means in the same league as Iran...and it is an atrocity to even attempt to compare a government that controls its people via insane religious fiat versus a democracy.
