Not sure about US-British cooperation but US-Pakista­ni-Iranian­-Saudi cooperation could have finished the job. Unfortunately instead of cooperating with the power countries in region Bush & Cheney decided it was better to demonize all Muslims and Islam and use worlds like "crusade".
