BAGHDAD — Insurgents fired four mortar shells at Baghdad's heavily fortified Green Zone on Tuesday, killing two civilians, on the same day Vice President Joe Biden arrived in the Iraqi capital on an unannounced visit to help resolve political differences among Iraqis.

The shells were fired after Biden arrived in Iraq on his third trip to the country this year. It was not clear where he was at the time.

The faint pops of the mortars being fired were audible on the opposite side of the Tigris River from the Green Zone, and at least one of the shells was heard exploding on impact.

One round that fell short hit residential apartments on the Tigris River, killing two people and wounding five others, including a 12-year-old, a police official said. He spoke on condition of anonymity because he was not authorized to comment to the press.

As the White House's point man on Iraq, Biden said he has been in regular contact with the country's leaders.

"The whole purpose is to see how we can be helpful, if we can, in helping them resolve the outstanding political issues they have to resolve internally, so that when the (security agreement) is fully implemented we leave a stable Iraq," he told reporters after meeting with Gen. Ray Odierno, the top U.S. commander in Iraq, and U.S. Ambassador Christopher Hill.

The U.S.-Iraqi security agreement calls for the withdrawal of American combat forces by the end of August, 2010 and of all U.S. troops by the end of 2011.

The three-day trip gives Biden a chance to meet with the full range of Iraqi leaders, both in Baghdad's central government and in the self-governing Kurdish region, whose boundaries with the rest of the country have become a volatile fault line.

"I'm here to listen, and occasionally they have asked me to be an interlocutor on their behalf, and it's been of some value so far," he said.

Biden said that Odierno was optimistic that the readiness of Iraqi forces would allow the U.S. military to withdraw all combat forces next year according to plan, and then proceed with pulling out the remaining 50,000 troops by the end of the following year. There are now about 130,000 U.S. troops in Iraq.

The Iraqi government plans to hold a national referendum on the agreement in conjunction with elections in January. If approved, the referendum would require all U.S. forces to leave within one year – well ahead of the existing plan to withdraw completely by the end of 2011.

Biden said of the referendum that Iraqi leaders have indicated "it is likely to happen." But he added, "I'm not sure it's settled yet."

Biden made his last visit to the country on July 4 to spend U.S. Independence Day with the troops. During that trip he also met with his son, Beau, who is an Army captain serving in Iraq.

In his meetings with Iraqi officials, Biden was expected to discuss plans for the January elections and the ongoing violence in Iraq's north. As the number of bombings and other attacks declines elsewhere in Iraq, the north remains a battleground between Sunni Arab extremists and Iraqi and U.S. forces. Kurdish-Arab tension there also frequently flares into violence.

Iraq's government hopes that on this visit the U.S. vice president will have suggestions on how to ease tension with neighboring Syria, which Iraq's prime minister has accused of harboring Saddam Hussein loyalists wanted in recent bombings.

Prime Minister Nouri al-Maliki has demanded that Syria hand over two suspects in the Aug. 19 truck bombings outside the foreign and finance ministries in Baghdad that killed more than 100 people.

Syria says the Iraqi government has failed to provide proof, rejecting extradition requests.

The United States has remained largely silent about al-Maliki's accusations, but has said Syria still enables the smuggling of foreign fighters into Iraq and that former members of Saddam Hussein's outlawed Baath party live in that country.

"Syria continues to allow the facilitation of foreign fighters through Syria that both come into Iraq as well as, I believe, into Afghanistan," Odierno told reporters after meeting with Biden. "We do know that there are some ex-Baathist elements that are in Syria that are funding operations in Iraq, and we also know that they are operating Web sites that encourage attacks inside of Iraq."

"We have to continue to press Syria to take action against some of these elements that continue to ... attempt to create instability inside Iraq," he said.

Biden's visit comes just before senior officials from Syria and Iraq – possibly the two foreign ministers – are to meet in Istanbul, Turkey, on Thursday in an effort to defuse the crisis. A Turkish-mediated meeting last week in Cairo failed to make any headway.

More rocket fire near Biden in Baghdad

More blasts near Vice President Joseph Biden, who held a joint news conference with Iraqi PM Nouri al-Maliki earlier today.

From the Washington Post's Scott Wilson's pool report:
Maliki said the [Status of Forces Agreement] SOFA was being carried out with "high credibility" by US forces. Later, VPOTUS restated the agreed-to deadlines laid out in the SOFA (Aug 2010 for all combat troops; end of 2011 for all remaining troops.) Neither mentioned the referendum that, if approved for the ballot and passed, would quicken the withdrawal deadline. Both said they discussed a range of issues for future cooperation, as part of the Strategic Framework Agreement. VPOTUS called the agreement "the foundation of our relationship." Both said the Iraqi Business Investment Conference scheduled for next month in Washington will be important. Maliki said his government is drawing up a list of contracts for work U.S companies will be able to pursue. VPOTUS said the conference will "bring together US and Iraqi businesses No specific mention of elections law, thought VPOTUS said Maliki "shared" with him issues that will be important to resolve. I don't generally like to highlight politic o, but they actually are running (as I type this) a really nice story on VP Joe Biden http://www.politico.com/news/stories/0909/27211.html as their front main page story...I know!. They have been doing a good job actually for a while...the politic o 44 is a great area to visit for President Obama and VP Biden and administration news, photos, and videos that are short and to the point but do not allow comments. That works well for many. (Sparky, saw ya ;-)

The boards on politic o can get very very dicey...very bad sometimes. If you have a week heart, stay off.

The only thing I doubt is how long we will continue to lose lives to postpone the inevitable to avoid Iraq becoming an Iranian protectorate.

I'm not quite sure of your gist, Professor. I don't know how to answer your question, even if it is meant rhetorical.

When this story first posted on HP, there was no mention of mortar shells. Then the headline changed when such news was run on MSM. More reader attention with those words than without (obviously for different reader reasons). Hits = bottom line.

I can only answer of myself...but then, I'm in the industry and understand how headlines work. If you can get our VP along with "morar shells fired" in a headline, you have a sexy headline.

Suspicion takes too much energy. Money is pretty straight-forward. Journalists make no apologies.

Let's see, the U.S. is in the process of leaving Iraq and for some reason, terrorists are attacking the green zone. It seems to me now that Iraq has had several elections and is scheduled to have more in December and the evil "occupiers" are leaving, the "insurgents" would have no reason to continue attacking police stations, schools, military installations, and cities. Why are they doing this if they have obtained exactly what they said they wanted? Gee, could it be they will continue to terrorize Iraq long after the Americans leave? Why would these liberators do this? Can anyone help me with this?

Vice President Biden is in a position to help all of us with this. I recommend spending some time researching the Biden strategy for promoting a sustainable political settlement in Iraq that offers the best hope we have for the withdrawal of US troops without leaving a failed and hoplessly fragmented state behind.

Just one word of advice, though - do not rely too heavily on the news media (any part of it) for a reliable and accurate account of Biden's Iraq strategy as the majority of this group has never understood the first thing about what this strategy is all about. They are, with few exceptions, simply not smart enough.

Vice President Biden failed in most important vote - he voted for Iraq war.

We just discussed this with you, and I understand the excuses and the language of the resolution, but this was vote paving way to Iraq war, and I am happy that 23 senators responsibly voted against it in 2002.

As for plans with Iraq, there is no treasure chest of wisdom. Either we should pass it to a friendly dictator, as our ally Saddam was for quite a while, or we should help to decentralize a bit the country. We surely would go first way, but it seems there are no strong enough candidates, so we try to go second way. And it gets complicated, very complicated. In this game Biden experience may help very much, I agree. It is a tight game where there is not much space for maneuvering. (With big space for maneuvering I would be not comfortable knowing Biden handles things.)

A few times I defended Biden in past against inappropriate bashing, and under the circumstances (after all, dem party is a big establishment party, which went mostly along with Iraq war, and with attempt to pass a presidency to a wife of a president) - under the circumstances - Biden is a good choice for Obama. Could be worse.

But his vote for Iraq war should be remembered.

Wow, what some Americans have become. Besides the fact that Iraq is part of VP Biden's portfolio, and his extensive foreign policy experience covers this region and he has the respect and ear of its leaders, some of you would say ignorant and unkind comments about a great gentleman.

I'm pretty sure Biden would prefer to be home safe, with his family whom he loves dearly. I'm sure his son Beau would prefer to be home as Delaware's Attorney General, with family and friends, rather than be serving in Iraq. He was offered an "out."

But they both have stated they want to serve our nation to the best of their abilities, to somehow make it and the world better if possible. For the rest of us, btw.

How sad for some of you to say such words. I think of Jill Biden, whose husband and son are in Iraq, and hope she will never see some of the inappropriate comments seen here.

I for one only wish to thank our vice president and wish him well with leaders in Iraq. It cannot be easy, but foreign policy is where Joe Biden excels.

I also wish for the safe return of VP Biden and his son, and all the sons and daughters, moms and dads, loved ones of others who serve in our military in Iraq and around the world. It is their job, but we can still support them with positive thoughts.

Be safe Joe Biden.
