House Moves To Extend Unemployment Benefits

WASHINGTON --; Despite predictions the Great Recession is running out of steam, the House is taking up emergency legislation this week to help the millions of Americans who see no immediate end to their economic miseries.

A bill offered by Rep. Jim McDermott, D-Wash., and expected to pass easily would provide 13 weeks of extended unemployment benefits for more than 300,000 jobless people who live in states with unemployment rates of at least 8.5 percent and who are scheduled to run out of benefits by the end of September.

The 13-week extension would supplement the 26 weeks of benefits most states offer and the federally funded extensions of up to 53 weeks that Congress approved in legislation last year and in the stimulus bill enacted last February.

People from North Carolina to California "have been calling my office to tell me they still cannot find work a year or more after becoming unemployed, and they need some additional help to keep their heads above water," McDermott said.

Critics of unemployment insurance argue that it can be a disincentive to looking for work, and that extending benefits at a time the economy is showing signs of recovery could be counterproductive.

But this recession has been particularly pernicious to the job market, others say.

Some 5 million people, about one-third of those on the unemployment list, have been without a job for six months or more, a record since data started being recorded in 1948, according to the research and advocacy group National Employment Law Project.

"It smashes any other figure we have ever seen. It is an unthinkable number," said Andrew Stettner, NELP's deputy director. He said there are currently about six jobless people for every job opening, so it's unlikely people are purposefully living off unemployment insurance while waiting for something better to come along.

The current state unemployment check is about $300 a week, supplemented by $25 included in the stimulus act.

That doesn't go very far when a loaf of bread can cost $2.79 and a gallon of milk $2.72, Senate Finance Committee Chairman Max Baucus, D-Mont., said at a hearing last week on the unemployment insurance issue.

"We need to keep our unemployed neighbors from falling into poverty. We need to figure out how best to make our safety net work," Baucus said.

The jobless rate currently stands at 9.7 percent and is likely to hover above 10 percent for much of 2010. Gary Burtless, a senior fellow at the Brookings Institution, said at the Finance Committee hearing that, according to Labor Department figures, 51 percent of unemployment insurance claimants exhausted their regular benefits in July, the highest rate ever.

"It is likely the exhaustion rate will continue to increase in coming months" as the unemployment rate continues to rise, he said.

Stettner predicted that Congress will likely have to continue extending jobless benefits through 2011.

McDermott in July introduced a more ambitious bill that would have extended through 2010 the compensation programs included in the stimulus act. Those benefits are now scheduled to expire at the end of this year.

But with a price tag of up to $70 billion, that bill would have been far more difficult to pass. McDermott instead decided to offer the scaled-down 13-week extension to meet the urgent needs of those seeing their benefits disappear this year.

McDermott said his bill would not add to the deficit because it would extend for a year a federal unemployment tax of $14 per employee per year that employers have been paying for more than 30 years. It would also require better reporting on newly hired employees to reduce unemployment insurance overpayments.

Three-fourths of the 400,000 workers projected to exhaust their benefits this month live in high unemployment states that would qualify for the additional 13 weeks of benefits under his bill, McDermott said.

They include Alabama, Arizona, California, District of Columbia, Florida, Georgia, Illinois, Indiana, Kentucky, Massachusetts, Michigan, Mississippi, Missouri, Nevada, New Jersey, North Carolina, New York, Ohio, Oregon, Pennsylvania, Puerto Rico, South Carolina, Tennessee, Washington, Wisconsin and West Virginia.

Other states could qualify for more benefits if their unemployment rates are approaching the 8.5 percent threshold.

Unemployment insurance should be extended but with a catch. Every week you collect it you must do a minimum of 20 hours of community service and prove you spent at least 10 hours that week looking for a job. This would help people who are unemployed keep a resume going (since you could write the community service jobs you get down as continuing work experience), help communities by providing much needed services such as post fire cleanup, park maintenance, school volunteering ect.

This is, largely, what FDR did with the WPA public works program. It sent millions of Americans into the field to clean up national parks, fix crumbling infrastructure and so much more. We now seem to have the works progress administration without the work part which makes no sense.

I see millions unemployed, but I also constantly see "now hiring" signs at low end service jobs. Yes it isn't the cushy 80k job with the private washroom, but its something. My wife went to work at Best Buy instead of sitting at home cashing unemployment checks when she lost her web design job, there is no shame in taking a detour as long as you keep working.

The shame is in sitting at home doing nothing holding out until you can get back to exactly where you were as if society owes you something.

Unemployment insurance only pays a third of normal wages, and probably has a maximum amount. I am sure a lot of people on unemployment have already lost homes they were buying. Its not really enough to begin to maintain a normal life style.
I could be wrong, but I believe the WPA paid quite a bit better than unemployment. I know my grandfather was an architect on some WPA projects, and my father worked on them in the summer while in college. The stimulus package funding of state projects has helped to keep unemployment from getting really out of hand, but It would be great if we could revive the WPA to work on some projects like the Skyline Drive in Virginia, the Blue Ridge Parkway in North Carolina, and public swimming pools in state parks like Buckeye Lake in Ohio, that my father and grandfather helped build. These projects and others like them kept skilled workers off the unemployment rolls and created public facilities that are still enjoyed today. Unemployment is not a public works project.

July 12th I lost my job only to find out I didnt quilfy for unemployment due to ownership of own restaurant and not paying my self due to lack of business. However I can OCT.1st well I can reapply. This is BS I have never asked for help from anyone but need it and cant get it. Now the state has put a lean on our house due to our business. Same business that stopped unemployment. I have put in over 212 applications no job. we dont quilfy for any other help due to income 35 a year..... lets see me who has ms still work... four children... my husband and bills falling behind . Our restaurant that went out of business 1year ago have got us by putting owned money onto our home accounts water company, power company , phone , dtv and dont forget the state. Even though we were paying before this. Morgage company wont give hardshop due to lost income and got a job but cant take it because 3 hours away credit score now 500s making us unacceptable to get another place. I dont want pitty but hell stomp on me while I am already down? Mr. President your income 218,000,000.00 last year and 28,000.00 back. Did you work harder? NO .. Ones that worked hard are now stuck. So dont waste everyones time by saying its getting better.... for who? Income is now half but no help yet I have disconnet notices . Explain!

So staes with 8% are SOL. Thanks for nothing congress and Ill just remember that next election. Not one incumbant will get my vote if Im still around. No insurance, no job and I use to be from the stronger middle class working croud. Not no more. Im angry, worried and really wonder who any of them represent! Certainly not us who have lost our jobs. This will cause more homes to be lost. More uninsured to use the emergency rooms. More losses to towns and citys as far as tax revenue and more people wondering WHY BOTHER TO VOTE, as neither side is worth their place in office.

What do you think would happen if Obama got serious about bringing the jobs back? Drastic times call for drastic measures. Does Obama have the gonads to stand up for the American people?

What would happen if he stripped all H1b visa's, closed business that hired illegal, Fined Corp $500,000 for every job outsourced.

1. remove H1B program. Remove almost 1 million people in this country that came here over the last 10 years. Company fined 30% gross income first year of non compliance, 75% second year.

2. Let everyones know that no one shall hire any illegals! Individuals (day labor) caught will spend 2 weeks in jail. No exception! Companies will be fined 10% gross sales first offense, 30% second offense, 75% third offense. Wall finished and not the weak wall but the wall south of San Diego (only that wall has been shown to be effective).

3. Companies at first could be fined $500,000 or 5 times salary of those jobs sent to another country. After outsourcing is stopped then he would need to start rolling back outsourcing from the last 30 years. Companies could have 3 years to bring the jobs back or face huge fines.

Hard core I know but this is what needs to be done. America has to make the commitment to right itself.

People are hurting and they need this to be done!

Unemployment benefits are already pretty sufficient. You can more or less survive for close to a year on benefits and cobra health care coverage. As bad as the economy is, you should be able to at least find some part time work after a year of looking. You obviously haven't been on unemployment lately and you have no clue what COBRA is. I drew $1400 pr month in unemployment benefits and my COBRA cost me $950 pr month. You tell me how you can live on $450 pr month with a mortgage payment of $815. Since my wife was in the middle of a chemo regimen for pancreatic cancer there wasn't much choice, but this isn't how America should run.

The working people should own this country and it's resources but over the years, as always happens, the wealthy investment class has purchased the government, leaving the common citizens with no voice or influence. This was the driving force in the last revolution and it will be so in the one about to happen.

I think you are sadly mistaken.
Most people who are unemployed and who are paying for COBRA coverage are going to need it because about all they are going to be able to afford is to live in a pup tent eating ramen noodles 3 times a day. I was told when I became unemployed that I could get COBRA coverage if I wanted to pay $850 a month out of my $1150 a month in unemployment benefits. The other $300 a month would have had to cover rent, gas, heat, electric, food, phone and anything else that came up.

What about Cobra - that runs out after 18 months.

Many are losing it daily, and many are over 55 but not old enough to qualify for medicare. My cousin is 63, lost his job last Nov, and his cobra runs out in two months. He needs surgery and is trying to schedule it before his cobra runs out.

My COBRA ran out a year ago. Recently cut all the meat off the pad of my left thumb. Treating it myself; the 'free' clinics here are under a mandate to count all uninsured people, but they assigned one lady to process all the calls. 2 week backup, and if I'm not dead I'll be mostly healed by then...

The employed, especially those who took a worse job to ride out the recession so they could be working and now have to support those who are too proud to reach the take a job any job point.

I'm fine with unemployment insurance, but anyone collecting thousands a month should be required to work for it. That means at least a dozen hours of documented job hunting per week mixed with a hundred monthly hours of community service. If we're giving you 2000 dollars in unemployment 100 hours in community service doesn't seem like too much to ask. We need to go back to the work programs of FDR, instead of just handing out checks to keep spending going anyone collecting a check for going on a year and a half now should have to work for that money.

Even when unemployment is 15% there is always work to be done at your closest public school, your nearest national park or the soup kitchen. Additionally, many people who are unemployed for that long (over a year) are unemployed partially because they're too proud to step down a few rungs and deal with working a service job until things improve. No matter who you are work shouldn't be beneath you, any kind of work is superior to sitting at home doing nothing. It doesn't matter if its retail, community service, volunteering at a school...anything.

Such work shows you are still working and helps the resume too, even unpaid community labor.

Let's remember that single-digit unemployment is a fiction. Every time this magical "keep it under double-digits whatever" number gets repeated, it reinforces a lie. Underemployed and large numbers of unemployed are left out, whether it's because they've stopped looking, their hours or days have been cut back, or because they were never considered unemployed at all, and never will be.

I've been self-employed since 1988. When this economy trashed my business, I could never collect unemployment, because I wasn't considered "employed." I'll never show in the numbers, never get the safety net of UI, and yet, I'm very unemployed.

The town I live in is bankrupt, with double-digit unemployment even by these contrived standards (woohoo! look at us go!), streets full of empty storefronts and several megaboxes from that fast-growing chain "For Lease". A barista opening downtown drew 350 applications on the first day, even though our newspaper left town and the only way to know about the job was to see the sign or by word of mouth. By the end, over 1% of the 100,000 people in town had applied for it.

That's one local snapshot of the "recovery" and how fictitious numbers play out in reality, though I will say, there's a lot of recovery-funded roadwork going on. Imagine if we'd put the trillion plus into tackling the work that HAS to be done, instead of the pockets of the people who brought us to this
