BEDFORD, N.Y. — Did The Donald and the dictator made a backdoor deal? If so, the plan to pitch a tent in this suburb for Libyan leader Moammar Gadhafi went south pretty fast. Maybe someone should be fired.

A tent erected by the Libyan government on Donald Trump's estate in Bedford was dismantled Wednesday, and both Trump and the Secret Service said Gadhafi wasn't coming.

For Gadhafi, it was just another failed attempt to find a place to spend time during the UN General Assembly – after his requests for space in Central Park, Englewood, N.J., and Manhattan's Upper East Side were all rejected.

Long unpopular in America, the Libyan leader is now particularly unwelcome after he gave an effusive welcome-home reception for Abdel Baset al-Megrahi, the Libyan convicted of the bombing Pan Am Flight 103. Al-Megrahi was recently freed from prison because he's dying of prostate cancer.

For Trump, questions persisted.

Did he know he might be handing over the use of his lush, 213-acre Seven Springs estate to Gadhafi? Or was the mogul unwittingly renting some upscale digs on his suburban lawn 33 miles north of the United Nations?

Neither explanation would fly on Trump's former hit reality show "The Apprentice," said Rabbi Shmuley Boteach, an author who helped kill plans for Gadhafi to set up a tent on the grounds of a Libyan compound next door to Boteach's home in Englewood, N.J.

Trump "would say `You're a loser, and you're fired," Boteach said.

The Libyan-owned estate in New Jersey was vandalized late Wednesday, Englewood mayor Michael Wildes said. Flammable debris was left on the driveway.

Trump returned a reporter's call Wednesday but refused to answer questions on the record.

In a statement about the dismantling of the tent, he did not name "the tenant." On Tuesday, the Trump Organization hinted he had been hornswoggled when he agreed to rent his prime acreage.

"We have business partners and associates all over the world," it said. "The property was leased on a short-term basis to Middle Eastern partners, who may or may not have a relationship to Mr. Gadhafi. We are looking into the matter."

Rhona Graff, a Trump vice president, said Wednesday she had nothing to add about the deal.

"It's a very sensitive, very delicate matter," she said. "I want to make sure I'm 100 percent correct before I get anything to you."

She did not immediately respond to e-mailed questions about what Trump knew and how he felt about a Gadhafi tent on his land.

Bedford officials – who learned the tent had been pitched on Tuesday – grew impatient with the real estate titan. Before the tent was dismantled at about 4:45 p.m., town attorney Joel Sachs said Trump's people were not cooperating.

Sachs threatened criminal charges for violating zoning and housing laws, with financial penalties, if the tent was not taken down. Trump could pitch a tent once he obtained the necessary permits, which would take longer than Gadhafi's weeklong trip to New York.

Residents of the upscale suburb said Gadhafi was unwelcome in Westchester.

"We are outraged that this known criminal would attempt to set up camp in our community, and we intend to do everything in our power to deny them temporary residence," town Supervisor Lee Roberts said.

Gadhafi, who stayed at the city's Libyan Mission after arriving Tuesday, addressed the General Assembly on Wednesday, castigating the Security Council by saying, "It should not be called the Security Council, it should be called the 'terror council.'"

Calls to the mission were unreturned or went unanswered Wednesday.

Demonstrators were kept well away. Among them was Boteach, an author and frequent TV commentator.

"It's very disheartening to hear that Donald Trump has seemingly opened his doors to Gadhafi," he said.

Gadhafi tried other venues for a tent before turning to Trump's estate. The Libyan government asked to use Manhattan's Central Park for a tent, but that request was denied. And at least one real estate agent added to the resistance.

Jason Haber, a broker at Prudential Douglas Elliman, said Wednesday that Libyan representatives asked to rent an Upper East Side townhouse for a "very important person."

When he told them only part of the building was available, they said they needed the whole house and asked, "Isn't there some way we can make this work?"

"If you send Megrahi back to Scotland, I'm sure we can work something out," he responded, and they hung up.

There is an airline bomber living in Fla under the protection of the the US Governemnt, which refuses to extradite him to Cuba. Luis Posada Carriles and Orlando Bosch are two airline bombers on CIA payroll, Posada was an active bomber until 2004 maybe later. Both men were pardoned by Bushs (Bush Sr and Jeb) and live comfortable in Florida where they are freedom fighters for Cuba. America does plenty of terrorizing of our own, this is far from the firt time we have welcomed terrorists onto our soil. The only difference is Gaddafi is not our terrorist, but then again he's not staying to set up shop either.

Quipman, I'm not sure who you're directing your comments to. But the town is not embarrassing themselves by trying to ensure that the tent that is being erected to both house employees and hold events is safe in case of fire and health related issues.

People have died under these circumstances.

The neighborhood has a right to know in advance that they are going to be inundated with news organizations and security related personnel and, as a result, have their quiet neighborhood disrupted by all of these activities.

Local laws are enacted to protect the quality of life for the people that live there so they can live there safely and in peace. They are rightly entitled to notification if that is going to change, even temporarily. The Donald foisted this fiasco on them and the local regulatory agencies.

The permit process ensures that all safeguards are in place and the neighbors have been fully vetted and in agreement.

He is the responsible party and rightly so.

Get real "golmag". You don't "ask permission" from your neighbors before you have a party any more than I do. It's a basic tenet of the concept of "private property" that you can use it how you wish. We are not talking about a "clear-cut" here, nor a U2 rock concert. Funny how all these people who are against this, and calling for "enforcement" are the very same ones who are continually complaining about how the government is "too big" and "empeding on the rights" of the citizenery!

As a recently retired code enforcement officer of 22 years, I can tell you that The Donald will be the focus of the enforcement action, since he's the property owner. Tents can be dangerous places for anything other than camping. There are codes existing in case of fire (remember the wedding recently in the news in the middle east where many women and children perished in a fire that took place in a tent that came down in a matter of moments?) There were many people, but no exits.

There are issues relating to liquid waste discharge which has to do with both gray water and bathroom waste, which can result in a breakout of e-coli and other bacteria related illnesses.

There is the issue of compatibility with the neighborhood. Were the neighbors properly noticed that this event was even going to occur in their neighborhood and did they concur? I'll bet they didn't.

Not that I even want to get into the political aspect of it, but there is the issue that this man is responsible for genocide in his own country, making him a despicable villain in the eyes of many people and a sore political thorn in the side.

In the end, The Donald is the responsible party.

OK. There is a lot of written by you, but it does not address the issue of this particular tent, its uses, nor particular code violations. Your assertions to trust you about "action" is pure speculation. This is a political issue and not an ordinance one.

You'd have to be familiar with the Bedford Town Code in order to know whether this use of the Seven Springs property is illegal.

Bedford has already stopped Trump from doing a lot of things with that property. And Trump made matters worse, when he widened a nature trail without permission, so his trucks would have access to an area he planned to develop.

So the Donald/Bedford relationship has not had a particularly friendly history.

Those are the relevant issues, respecting the law of the land.

Does the law say neighbors have to be notified or that they have to approve ? If not, it is irrelevant (it's nice if they properly noticed but.... head of state, legally on Americal soil, etc).

The rest is your opinion as a citizen to which you are perfectly entitled, and I share it.

To clarify the debate, separating legal matters from political ones is preferable.

Most local permitting laws require that people within a certain radius of the property in question be notified before the event takes place and get to have their say in the matter so that local permitting authorities can weigh the good against the bad. But since no permit was sought or obtained by The Donald or his property managers, they didn't have a say in the matter. It's not my opinion mazaza, it is based on my own 22 years of experience.

This is not a political issue. It's a matter of complying with the local codes that are in place within a community that enacts it's own codes to ensure quality of life.

In other words, it's the law. Repeat. It's the law. Donald Trump is not above the law.

Dear DannyGee,

I'm the funnest person you could ever have at a party, dude. In fact, back in the old days I was a party animal. I'm a true child of the sixies and I've dealt with nut jobs throughout my career as a code enforcement employee. From anti-gover­nmentalist­s to celebrities. I've learned to calibrate my comments, or maybe not. Brother, could I ever tell you some stories.

Really entertaining stories that are absolutely true and there is factual data to back it up.

The Donald camp is clearly in the wrong here in my eyes.

The fact that I've reached retirement age and have recently retired after 22 years of doing enforcement should tell you that I know what I'm talking about.

I've followed sand and gravel trucks around and videotaped them dumping crap into waterways, been involved in just what we're talking about where people use their property to do their own thing without any regard for how it impacts the property owners that live around them, helped people fix whatever code problems they had just because they didn't know any better. A lot of people don't know any better.

The Donald knows better.
