WASHINGTON — The euphoria over President Barack Obama's inauguration is giving way to political reality for African-American lawmakers as Democrats grapple with stubborn challenges facing a long-awaited domestic agenda.

"There is more recognition that this president has been in quite a political battle this year and it's likely to continue," said a member of the Congressional Black Caucus, Rep. Artur Davis, D-Ala. "There's certainly a sense of pride and accomplishment, but there's also a sense that gains that were hard-won can be easily lost."

Obama, who is scheduled to address the CBC's annual legislative conference Saturday night, belonged to the all-Democratic, 42-member caucus before winning the White House. The only senator in the group, he wasn't particularly active and isn't especially close to many of its members.

Questions remain about how hard Obama can fight for the anti-poverty, education and health care proposals that helped him win near-universal support from black voters. There also is a growing realization that he will likely face years of criticism – some of it motivated by race – over his administration's response to a sour economy and other issues.

Some in the CBC acknowledge Obama must govern more from the center to be a successful president. However, many of the group's more liberal lawmakers expect him to seize the opportunity created by strong Democratic control of Congress to push through initiatives that have long been blocked by Republicans, such as public health insurance and sharp funding increases for urban development.

This is particularly true as the economic recession takes an outsized toll on black communities.

"We want him to stand strong," said Rep. John Conyers, D-Mich.

In a conference call recently, Obama reminded CBC members that most of them represent politically safe districts, and that Democrats must look out for the interests of vulnerable moderates to maintain majorities and achieve their goals.

The CBC conference draws thousands of elected officials, business leaders and other professionals from around the country.

So far this week, the White House has gone out of its way to reassure them that it is committed to generating new opportunities for minorities. Along with Obama's Saturday address, the administration dispatched a team of Cabinet secretaries to earlier panel discussions to highlight initiatives for creating jobs, improving education and preventing home foreclosures.

"It's still very early and people are hopeful that things will get done," said Valerie Maholmes, a behavioral scientist from Washington who was attending a Thursday session on rebuilding the economy.

Many attendees said they remain incredibly proud that the nation elected a black president and are optimistic about the future, despite the economy.

"I think for the first time probably in the history of America the black community feels they are in a position of power," said James Bryant, a union leader from San Francisco. "I think African-Americans think there is no more wall."

Bryant and others said they anticipated that Obama would face fierce resistance from the right. But some said they don't understand the intensity and sometimes personal nature of the opposition.

Obama is controlled by all of the Clintons and the Democrats who have kow-towed to Wall Street and K Street --- so don't count on him to be any different than the last Democratic President who sent Carol Browner to a CBC panel on environmental issues and while there Browner said that CBC members were wrong to vote against NAFTA (we all know how NAFTA turned out) and, how the Clintons convinced the HRCF and other LGBT groups to go along with DADT (we all know how DADT turned out) --- Obama will not be any different than Clinton was and, Obama is going to do everything to move to the center and use the Clintons' "triangulation strategy," to get re-elected -- this time triangulation and moving to the center will not work, since folks hired/voted for someone who was pretending to be a liberal/progressive rather than the ultra conservative republican masquerading as a Democrat who is now sitting in the Oval Office

When its all said and done President Obama and his administration can be as far to the left as he wants with his agenda, thank God he just proposes budgets and changes and that we actually have a Congress that is responsible for making laws and passing budgets. Actually it has been the CBC that has been extremely negligent in creating well thought out programs which can be helpful to their constituencies...

there needs to be a frank discussion about the usefulness of the CBC

Where are the initiatives from the CBC to help HBCUs and HSI?

Where are the CBC sponsored education, economic empowerment and health initiatives to help the poor ?

Van Jones was right about pollution being dumped in minority communities....why hasn't the superfund money been sufficiently allocated to support research about environmental disparities/justice and and to clean up these communities?

Obama will never help black legislators . He can't afford to politically. In many ways his election is guaranteeing a dearth of attention to the black community, much more so than a white candidate who would need to be perceived as listening,would do. Any gestures he would make will be construed as "favoring" blacks.A white candidate 'favoring" whites is just seen as normal

Their only payoff , really, is in the image change made by the ongoing exposure of an intelligent black family as leadership to the nation

I think that you are accurate in many ways -Thanks for the insight. I do believe HOWEVER, that African Americans have got to take full advantage of access of the Federal bureaucracy. This is perhaps the only real silver lining besides what you mentioned that African Americans have to look forward to...

I don't believe the the CBC owes President Obama ANYTHING especially when it comes to marching lock-step with him and Rahm Emanual - in an administration obsessed with a centrist political methodology.

This is not at all the way you say.

Support of the poor is support of a large part of the AA community. Programs that support the poor are happening. The Republicans hate programs for the poor but are not going to be able to stop them. Programs for the poor do not itemize race, but by default help the black community.

Programs that help education in poor communities and places where infrastructure doesn't exist is lacking. This will help. Greater grants and loans for college education help the poor.

Programs that help healthcare for the poor will help minorities. The current bills in process addressing healthcare will help the poor.

Programs that help our veterans with better family healthcare and education grants and loans for college help the poor and lower middle class. This has been done already and will be expanded over his presidency.

Programs that are supported with the states to change prison term policies (especially regarding those that go to prison based on drug use).

You may not think these items above and those like it unimportant, but they change lives to the better.

Thank you for a great post Lucyo8o8, because the issues that the CBC and AAs in general care about are going to help all Americans. Anti-poverty legislation, improved education and universal healthcare or at least reform with a public option will help all Americans, it's just sad that AA are the group that lack these things most, and for Whites who seem to think that Blacks have some sort of secret agenda that would oppress them, please realize that Blacks are seeking the best that America has to offer everyone, and we proved this when we joined other civilized Americans of all races and colors during the Civil Right Movement. Not only did we gain rights denied us in the past, but we gained rights that future generations of Women, Latinos, poor Whites, Asians, "the angry White man" and Americans of all colors will enjoy for years to come.

You are correct. He is a white man in a black man's body. He was beloved by his white family,raised in Hawaii, and went to a private school..His years of community organizing gave him a glimpse of Black life, but to say he is "one of them" would be pushing it, no matter what he looks like..So many Americans of all races worked and voted for him, because his message was a pure American voice that spoke to all of us.

You didn't read his book, He was raised by his grndparents but he longed for the black side of him and that is when he use to go to the base to be around black people. His closest friend was black and his closest friend today is black, his right hand man Reggie Love is black. he says he is black. Have you ever heard of the one drop rule? What an ignorant thing to say. If you don't think President Obama was treated like a blackman, you really have no idea what you are talking about.

I have a lot of southern culture people in my extended family. They do not think of our President as a man who is white in black skin. That view doesn't make any sense to them. They think he is black and by definition put a lot of nasty stereotypes on him. I won't say such things here, but in the protection of what is called "family relations", people say a lot of bad things.

The great thing is that the younger and more educated in my family have less of that and are thrilled that we have a moderate, educated, smart President that supports the things that they do. They like that having him as president annoys the old southern branch of our family.
