WASHINGTON — President Barack Obama's decision to fly to Denmark to support Chicago's Olympics bid elevates the Games to an issue of national importance – and exposes him to political risks as well as rewards at a critical point in his presidency.

Obama's presentation in Copenhagen on Friday will be the first time a U.S. president has appeared before the International Olympic Committee to lobby for an Olympics. Obama initially had said he couldn't make the trip because he needed to tend to the health care debate at home.

As the White House announced the change of heart on Monday, there seemed to be increasing confidence that the votes could be stacking up Chicago's way to host the 2016 Summer Games. If Chicago does come away the victor in the four-way race – Madrid, Rio de Janeiro and Tokyo are the other contenders – Obama could get a political boost for helping to deliver the Games to his adopted hometown and for handing the U.S. a fresh source of national pride.

If the U.S. loses, he still might get points for trying. But he would be visibly tied to a failed effort – and to the spending of political capital on an endeavor many Americans might consider unworthy of so much of a president's time and energy.

This is something Obama can ill afford when the public already shows signs of fatigue with his major efforts on so many fronts at once, many so far unfulfilled.

"If you actually go to Copenhagen and meet with the Olympic committee, you're really on the line to deliver," said Darrell West, a political analyst at the Washington-based Brookings Institution.

The president already has a lot on the line.

He's re-examining his administration's strategy in Afghanistan, managing the shaky U.S. economy and pushing hard for health care overhaul.

Aides say Obama didn't make the decision to travel until this past weekend, after he returned home from the G-20 economic summit in Pittsburgh and consulted with first lady Michelle Obama and senior adviser Valerie Jarrett. They both were already planning to travel to Copenhagen as the U.S. delegation leaders, due to depart Tuesday.

The president decided that the contentious health care negotiations were "in a better place," making the trip possible, White House press secretary Robert Gibbs said.

The administration was given no advance hint of victory that would make the president's decision less risky, Gibbs said.

Obama's itinerary, allowing him only a few hours in Copenhagen, suggests he is aware he is walking a thin line. The president is flying overnight Thursday, making a presentation to the IOC members on Friday, and returning to Washington the same day. He may not even stick around to see the winning city announced.

Speaking to reporters at The White House Monday, the first lady said she knows his involvement raises expectations for Chicago's bid.

"You're darned if you do, and you're darned if you don't," she said. "I'd rather be on the side of doing it."

She will spend Wednesday and Thursday meeting individual IOC members, then she and the president will each make a presentation during Friday's meeting and take questions from the committee. Mrs. Obama said she's taking with her a lesson learned on the campaign trail.

"One conversation or one example or illustration that connects could make the difference," she said.

The president has long been a supporter of Chicago's bid, and recently sent letters to IOC members promising a "spectacular Olympic experience for one and all."

Heads of state have been instrumental in recent votes, creating somewhat of a new precedent.

Tony Blair helped London win the 2012 Olympics by traveling to Singapore to meet with IOC members ahead of that vote, and Russia's Vladimir Putin went to Guatemala to lobby in support of Sochi's bid for the 2014 Winter Games.

Brazilian President Luiz Inacio Lula da Silva will be in Copenhagen to make the case for Rio. King Juan Carlos of Spain and Spanish Prime Minister Jose Luis Rodriguez Zapatero will be there, too, boosting Madrid, and new Japanese Prime Minister Yukio Hatoyama will be on hand for Tokyo.

IOC executive board member Gerhard Heiberg, who will cast a vote Friday, said Obama's appearance is a positive development for the U.S. "He is a powerful person and a great personality," Heiberg said. "It will make an impact."

And Karl Christian Koch, secretary general of Denmark's Olympic committee, said Obama's trip increases Chicago's chances.

America's supporters in Copenhagen were already high-wattage. The contingent assembled by Chicago's host committee includes talk show host Oprah Winfrey as well as 14 Olympic and two Paralympic gold medalists.

In addition to the first lady and senior adviser Jarrett, the official delegation includes Education Secretary Arne Duncan and Transportation Secretary Ray LaHood. All are from Illinois.

Obama spent 24 hours there to help stimulate the economy, albeit in his home state. Bush spent four days in China just to golf clap for our athletes.

I remember 2002 in Salt Lake City, the Federal Government stepped in with millions upon millions of dollars to make it safe and secure. Now that is socialism, but they didn't call it that under Bush.

The Olympics will generate money from visitors around the globe. People will be spending money and think about the desperately needed jobs it will bring to the country. Their is absolutely nothing wrong with what the president is doing. The republicans are all sounding desperate.

You know I started to read this tripe before realizing that it was authored by the AP. In other words it's a news wire service gone a mock with a penchant of supporting the GOP (Gang Of Predators.)
The AP (Associated Press) is nothing more than a _cesspool: journalism does not emanate from these _tools.

The president can and ought to do whatever he can to assist American business and employment and whatever else is wrong ... Too many fronts the AP states --- well I suppose that can be conversed into that the AP is so _dumbdowned after following Bush that anyone assuming more than two task simultaneously is too confusing and must be a _terrorist _Muslim.

The article is nothing more than a cloaked _hit piece by the good ole boys at the AP. They are very clever. We must be vigilant. We must call out these _scoundrels.

Sorry President Obama, but the city of Chicago doesn't DESERVE the 2016 Olympics, until the kid on kid killings stop. This has been going on year after year, and either the city of Chicago doesn't care or they are just powerless. My family won't even visit Chicago, until something is done about these senseless killings.

All of those supporters who sent you to Washington because they uninsured or under-insured have no personal stake in the 2016 Olympic Games in Chicago. Only the big corporations will profit from that event while most unemployed Americans will stay home and watch on TV.

A Chicago Olympics will be a huge windfall to Obama's friends in Chicago including Valarie Jarret whose company Habitat Inc. owns the slum Grove Park Apartments which are where the Olympic Village and stadium would be. She also happens to be the vice chair of Chicago’s Olympics committee.

It will also put a lot of people to work in the construction business and when it is open it will employee many in the running of it. I know it is temporary work but the construction work would be extensive. You act as though Valarie Jarrett's position is criminal. They are being up front with their bid for this and as far as I know the whole country and much of the world know about their efforts. I hardly find anything shady about it.

There were Summer Olympics in the US in 1984 (Los Angeles), and 1996 (Atlanta). There are only 2/3 per decade. If Chicago were to host in 2016, the US would host 3 Olympics in 32 years which is more than other countries. There has never been one in South America. I thought Obama was going to reverse the arrogance of the Bush era.

Of course, it would be great to have it here but how greedy to we want to be rather than be fair to other countries?

Even a visit abroad of a few hours by a president would be very expensive not only in logistical support but also in manpower, social and political preparations, postponed home issues, etc. Will Chicago pay for this or will the bill be passed to taxpayers around the nation, most of whom would not benefit from having the Olympics in Chicago.

I am proposing new Olympic events due to Chicago entry. Let have the envelope relay race where Building inspectors hand cash envelopes to Aldermen and then to Mayor Daley. Also, we can have the Parking Meter hop,to see what Chicago Alderman can jump the highest over the Meters. For the main event, Mayor Daley will carry the Olympic torch wearing an orange jumpsuit,leading his minions into the nearest Federal detention center.

How about running to Afghanistan where it`s real life and not games played by professionals for entertainment Barack and Michelle? We are losing the battle in Afghanistan because George Bush neglected it for years and that caused us to lose ground. The Republicans are now trying to put all the blame on the new administration. Republicans refuse to acknowledge mistakes and refuse to help repair the damage that has been done in the last eight years. It is clear to the American people, which party is working day in and day out for our country, it is NOT the GOP/Republican party.

Bringing the Olympics here would be good not just for the country's prestige, but for the economy, not just Chicago or Ill. but a lot of companies that will be supplying concrete, building materials, engineers, etc. to build the thing. Then the hospitality industry wins, the local businesses. it is a big boom economically for us. It is worth a try, especially when the other leaders are going...he would be conspicuous by his absense.

Actually, the Olympics is a money losing deal. Some local vendors do well, but overall, it incurs debt. As for "prestige", what good is that? (It's a serious question, actually--what does it benefit the people of a city to have "prestige" ?)

Many local groups are objecting to the development plans calling them racist and saying that the main one who will benefit will be a few well connected people while the rest of Chicago has to put up with the burden of increased traffic and higher taxes.

There is a trend among host cities to displace people from the inner city, including the poor and homeless (happened the worst in Bejing, but was also true in Atlanta) in order to build the venues. The inner city slums get 'revitalized" and become prime real estate.

Couple of things here:
-Either he is wasting away even more political capital and possibly lose to Brazil or Spain. Making this an international embarrassment for him. Or Chicago is guaranteed to win and that's why Obama decided to go when he said he wouldn't be involved in the first place. This seems more like actions becoming of Obama the man and not Obama the President. Don't like it.

- If the latter is true. He will be linked (once again) to the inevitable corruption that will occur in Chicago if they do get the games. Just more mud from the corrupt Chicago political machine he will be stuck in. There is nothing he can gain from this politically unless he expects this to be his last "hurrah" as he returns to his adopted hometown after 8 "glorious" years in Office (maybe).

I like Obama, but he is not Teflon man and is buying into his own hype.

I'd like to see Obama succeed. I hope his definition of success is somewhere in line with mine. I don't know how other people feel about it so far - just the get from various web sites and news shows and periodicals - but I think he's going to have to get on the stick. GWB proclaimed he had some political capital (assumed political capital) after the 2004 election and that he was going to spend it. We all saw how that turned out. Obama had some real political capital after the 2008 election (and political capital in the first term of a president is small outside of a landslide for congress) but the little capital he has seems to be being squandered. He's alienated the right - which was to be expected. But he's alienating much of what lies just left of his base. The middle is finding him politically weak. I don't know what he can do to turn it around. But at the moment it's not good. Ward heeling (like say the Olympics) and fear mongering (Iran) and hedging his bets (Afghanistan) won't get it.

Both of you have very good, on point commentary. I will be shocked if Chicago is given the Olympics after the videotaping of the brutal killing of the Fenger High honor student. Surely that video is going around the world and the IOC cannot be ignorant of it. I have been reading the Chicago page here since it appeared, and Chicago not only has a reputation for political corruption but its murder rate as well. The number of CPS students murdered in the past year is is unbelievable. If the IOC grants Chicago the Olympics on the basis on Obama's appeal, it will just confirm the utterly venal image the IOC holds in people's minds.
