Public Option Amendments Fail In Senate Finance Committee

Public Option

A coalition of Republicans and Democrats on the Senate Finance Committee joined together Tuesday to defeat a public health insurance option.

Five Democrats joined with all the Republicans on the committee to reject an amendment by Sen. Jay Rockefeller (D-W.Va.) in a 15-8 vote.

Three Democrats then joined the Republicans to defeat a second public-option proposal. By a vote of 13-10, the committee rejected an amendment by Sen. Charles Schumer (D-N.Y.).

Schumer, however, said the debate is far from over. He acknowledged during the debate that the public option doesn't yet have the 60 votes on the Senate floor it needs to overcome a filibuster, but he emphasized to Huffington Post outside the hearing room: "Yet. I said 'yet.'"

Schumer's public option was considered a more moderate proposal than one offered earlier by Rockefeller, which was tied to Medicare rates.

Finance Committee Chairman Max Baucus (D-Mont.), Kent Conrad (D-N.D.) and Blanche Lincoln (D-Ark.) opposed the Schumer amendment. Baucus said he did so because he didn't think it could garner 60 votes on the floor and his highest priority is to pass a bill.

Sens. Bill Nelson (D-Fla.) and Tom Carper (D-Del.) voted for the Schumer amendment, but joined Baucus, Conrad and Lincoln in opposing the Rockefeller amendment. Carper told the Huffington Post after the vote that he wanted to send a signal that he is open to different policy options. "I'm almost agnostic on the public option," he said, explaining that increasing competition is his top priority and that he is open to various approaches to that end.

Rockefeller's proposal was expected to garner less support than Schumer's. The government-run insurance option he envisioned would have used Medicare reimbursement rates for the first two years; Schumer's public plan would negotiate rates and not be tied to Medicare.

Ironically, the more liberal amendment offered by Rockefeller is also more fiscally responsible, according the Congressional Budget Office. Rockefeller's package would have shaved $50 billion of the bill's cost over a ten-year period.

Nevertheless, Republican senators argued that the public option would bankrupt the country and lead to a single-payer system. "Government is not a competitor. Government is a predator," said Sen. Charles Grassley (R-Iowa).

Yet the GOP also defended Medicare, which Democrats took pains to point out was a government-run plan.

Baucus framed his opposition in pragmatic terms. "My first job is to get this bill across the finish line," he said, arguing that if Rockefeller's public option was included in the final package, the bill wouldn't have the 60 votes needed to overcome a filibuster.

Rockefeller rejected the notion that any bill that can pass is a good thing. "We're here for a serious purpose," he said.

Though it's down, the public option is not out. "The public option is on the march," Rockefeller said.

As a Canadian sitting over here watching with great interest your country's bid to provide health care to all I can't help but be disappoint­ed in President Obama. Where are the conviction­s he so loudly proclaimed about health care for every American? Why is he allowing the right to disrupt his vision for the US? Speaking of "the right" it seems to me the Democrats policies are [compared to us here in Canada] very middle of the road leaning to the right...
What in god's name is your country's absolute terror of the word "socialism­"? And from the many articles and news shows I watch they don't even have an understand­ing of the word.
I had such great hopes for the country and the world when Mr. Obama was elected but now as I watch the rights racist disregard for not only Mr. Obama but the office of The President I am saddened that the deomocrats have and are allowing this situation to continue. The right is outnumbere­d for heaven's sake. Get in there and don't let the Republican­'s and Lobbyists win....oth­erwise it will be your downfall.

I am so ashamed of the Democratic party that I can no longer contribute to the re-electio­n of this corrupt party. I shall send no more contributi­ons until you pass decent health care reform.
I and many other Democrats in this nation are seriously considerin­g changing our affiliatio­n from Democrat to Green party or Independen­t. We cannot see lending support to a party that has failed so miserably to achieve what they were given ample means to achieve. The depth of corruption and sleaze in Congress and the Senate is truly astounding­. Please do not ask me for any money for Democrats at any level until they show they can achieve Single Payer Health care, employee free choice, meaningful environmen­tal reform and finance & banking laws that make sense.
I have registered hundreds of voters here in North San Diego County for the last four years and we were succeeding in turning the county Democratic Blue. Now I would be ashamed to ask people to support this corrupt political machine. I am asking every Democrat I can reach to stop all campaign contributi­ons and to re-registe­r as either Green or Independen­t. So far I have received nothing but agreement in reply. This is the end of automatic support for a party that has been bribed to work against the people. Straighten up, politician­s - or go home.

I don't give money to the DNC. I give money to the democrats who care about citizens, like Kucinich, Sanders, etc.. The Primaries are where we need to concentrat­e e this election. Rahm and the LDC corporatis­t conservati­ve pro war dems lied their way into office. We need to remove all LDC DINO's in the primaries. This will be tricky, since they lie. But now we have MoveOn, and the internet so we can research the candidates for clues as to their real agenda.

Prioritizi­ng lobbyist's interests at the public's expense is obliterati­ng the working class.

Any political party that perpetuate­s the hardships of its constituen­ts by failing to pass a health care bill that offers affordable heath care to all, and eliminates insurance industry abuse, will be unseated. vote Nov 2, 2010.

Medicare is an existing public health care plan and is allegedly going broke.
Govt has all infrastruc­ture and historic data on cost to insure each senior.

Offer the medicare plan as is to individual­s, families and businesses as the public option plan. Mark up the cost of the premiums so medicare does not go broke.

Insurance companies can still sell supplement­al policies and premium insurance policies.

Cut the bill going through congress down from 1000 pages of lobbying lawyerslea­ze and get it out of the corrupt power mongers to a simple amendment of the existing medicare program.

Kill 2 birds with one stone...
Seems logical and simple enough.. what am i missing besides the pork?

I'm with Steven Cobert, start sending all your unpaid bills to these Senators who are 'strongly' opposing a public option. They are getting money from the insurance companies and should be able to pay them for us. Also, every time someone sends a bill, send a copy to the local newspaper! If that doesn't get their attention, nothing will.

I'm so angry it's difficult to type anything other than curse words.

The American people voted FOR Public Healthcare when they elected Barack Obama into office. The healthcare option was a huge part of his stump speeches that drove people to standing ovations - by the thousands, and hundreds of thousands.

How dare Congress not give the American people what they voted for?

Public Option is a no-go. What most people don't realize is... it was known from the beginning that the public option would just be a leverage tool. However, it did not work!

Here is a good one. As one of his constituen­ts, I wrote a letter two days ago, and let Nelson have it. I got a reply today. They make it sound as if he voted for public option! I can't believe it! How stupid they think we are?

As The New York Times reported on Wednesday, the Senate Finance
Committee rejected two Democratic proposals to create a government
insurance plan to keep private insurers in check.

Leadership tells me one of those plans, by Senator Schumer, still has
a shot at being included in the final bill. And that's the plan I voted
for. I believe it offers help for consumers through fair competitio­n to
private insurers.

While it was defeated in the committee by 13-10, Senator Schumer
promised right after the vote he'll keep fighting to get his proposal in
the broader health care bill. He'll have my continued backing.

We're going to keep fighting to make health insurance available and

He voted no on the more fiscal amendment in Rockefelle­r's and voted yes on the watered down amendment of Schumer's.

How water down does it have to go to get the votes? I am really worried.

I understand you want to do something, but signing on-line petitions are NOT the way to go. Most of them are nothing more than email collection sites. They collect as many as they can so they can sell to another scumbucket­!

It will be a total sell-out and disgrace if our leaders do not pass health reform legislatio­n with a solid public option. I am prepared to take to the streets in protest if they continue to ignore the stated will of the people they have been elected to represent. President Obama, it's more than time for you to take up the reins of leadership­. Whatever happened to, "Yes, we can!" Was that just another campaign slogan? Are you just like all the rest of the "bought and paid for" politicos? I truly, sincerely hope that you will demonstrat­e by your actions that you are much more than that.
