WASHINGTON - Lenders are ramping up efforts to avoid home foreclosures, but a report by bank regulators says more than half of borrowers who get help fall behind again.

More than 50 percent of homeowners with loans modified in the first half of last year had missed at least two months of payments a year later, the federal Office of the Comptroller of the Currency and the Office of Thrift Supervision said Wednesday.

But the results were better among those who saw their payments drop substantially.

About one in three borrowers whose monthly payments were reduced by 20 percent or more had fallen behind again within a year. That compares with more than 60 percent for borrowers whose loan payments were left unchanged or increased.

The report by highlights a significant challenge for the Obama administration's plan to tackle the foreclosure crisis, backed by $50 billion in money from the financial industry bailout fund.

The administration's effort got off to a slow start, but has picked up speed in recent months. As of last month, about 360,000 borrowers, or 12 percent of those eligible, have signed up for three-month trial modifications. They are supposed to be extended for five years if the homeowners make their payments on time. There is currently no data on redefaults within the plan.

Traditionally, most lenders have offered payment plans that allowed borrowers to catch up on missed payments. But those modifications often do not involve an interest rate reduction and result in a higher monthly payment.

All that does is set the borrower up for failure, said Kristi Cahoon, an attorney and housing counselor with Legal Services of Northern Virginia. "A lot of them aren't true modifications," she said.

By contrast, under the Obama plan, she believes the loans will be sustainable for the homeowners she counsels. Borrowers' interest rates, for example, can go as low as 2 percent for five years under the Obama plan.

Bank regulators say they have pressed lenders to shift their focus to modifications that reduced borrowers' payments. They made up nearly 80 percent of new modifications in the April-June quarter, up from about half in the first three months of the year.

The report covers 34 million loans, representing more than 60 percent of primary home mortgages. Consistent with other reports, it showed borrowers are continuing to fall behind as job losses mount. More than 11 percent of borrowers covered by the report had missed at least one payment as of June 30, up from 10 percent in April.

It also highlighted mounting problems with an especially troubling category of loans -- "pick-a-payment" or option ARM loans, which allowed borrowers to defer some of their interest payments and add them to the principal. At the end of June, 10 percent of these loans were in foreclosure, more than triple the rate for all mortgages in the survey.

The lenders included in the report offered help to about 440,000 borrowers in the April-June period, they started foreclosure on about 370,000 homes, unchanged from the January-March period.

In my loan modification days, only one company gave 20% off on loan modifications, so an 11% adjustable rate became a 7% fixed rate. Why an 11% rate in the first place, in the days of 5.5%? The buyers were told they had bad credit scores. Who knows from bad credit scores - another secret banks have. More typically, the homeowners would get a trial $50 off for 6 months, and then were told to pay it all back with late fees and interest.

80% had medical bills they couldn't pay, or had lost their job because illness.

NOBODY qualifies for the Obama plan. Your mortgage company gets to decide if you get it, they only get paid $1000 to make the change that they don't want. They make more money foreclosing - really!

So many creepy people think that the only home owners applying for modification are people who bought above their means. Get your head out of the sand--Look at the unemployment rate--Foreclosure is hitting everyone. I know from experience that the modification system does not work.
I don't blame Obama, I blame the Banks. They have dragged their feet on this. And I want to point out the number of people on (trial) payments does not give an accurate number of modifications. As I found out after a (trial) they write you that you have been turned down due to (missing paperwork). The solution starte all over......
It is a HOAX the banks are running. They will spend all the money on the mountains of nonscense paperwork they send.

The success of any Home modifications will require lower monthly mortgage payments. Many people who want to stay in their home cannot afford the payments they have and are looking for lower mortgage payments. Unfortunately, loans being modified are not reducing these payments and therefore more people are defaulting on these modified loans. Also, there are people being offered modification programs who clearly do not qualify for this plan like those people who are unemployed. Its hard to modify a loan when you have no ability to pay? The success of any home modification plan will require the principal balance on the loan to be reduced to the "current market value"of the home. This is the only way to make the payment more affordable. Interest rate reduction and extending loan term are not enough. Finally, if the Fed really wants to help homeowners then it should guarantee the loss in the principal reductions. For example if a homeowner has a home loan worth $100,000 but the
property is worth $50,000 then the Fed should guarantee the loss of $50,000 to the bank.

I have a 412,000.00 Interest Only loan at 6.250% interest rate. Indy Mac gave me a Trial Modification after begging them for assistance for 1 whole year today. They gave me the trial of 1331.76 for a period of 3 months. Suddenly after 1 month payment, I received notification from Indy that my Trial was resended because they are seeing a discripency in my salary. I am a bit broken and confused in mind and spirit right at this moment. I was told that I have to wait for another 30 to 60 days before I hear from them and I am not to forward any payments to them and there is no guarantees that I will be granted the Modification. I am not sure that the President has no knowledge of what or tthe treatment being handed down to the customers, like myself. I am not trying to skip out of my loan but came upon some hard times due to a divorcee and loss of income. No one seems to know what to do but to sit and be added to a list of homeless people. When the banks are finished with you, your credit is so bad. I am in charge of taking care of my 80 year old mother and have no relatives that I can live at. Someone need to come up with some solutions that is really helping people who has fallen on hard times.

Many people aren't hot on subsidising someone's mortgage. Why should the Fed pay down 50 grand on one person's home, yet do notthing for someone else, simply because they are able to make the payments? And what financial assistance is given to rentors?

Too many people bought homes as an investment rather than a domicile. They overbought and in many cases they have no one to blame except their own financial miscalculation.

A lot of us think we shouldn't help prevent foreclosure, but here is what happens. Your neighbor gets foreclosed. They walk away. The pipes burst; when they thaw, the water gets into the sheet rock and molds. Mold remediation costs $40000. Nobody wants to buy a broken house with mold. It sits there, nobody mows the lawn. The bank turns down low ball offers but won't put any money into the place. Finally it sells to an investor, $100000 less than your house.

Do you think you are going to sell your house any time soon for enough to cover your mortgage, when the mortgage company will use the bank sale as a comparison in your house? Yes, they do use bank sales now, since 1 out of 8 property transfers is a short sale or foreclosure.

Just wait until the entire thing collapses. Real estate will not recover in most of our lifetimes. If they would just be reasonable now they might save their asses. But they are not going to. They will play hard ball until there's no ball to play with. Why would people want to keep paying for a house that's worth so much less than their mortgage.

IF you gave them a 1% loan for 3 years that adjusted would that do anything?

YOu'd still have to cut off the principal.

Ideally they should just be relocated into another foreclosed home in the area, as a rental.

When you're in over your head....you're in over your head. No help short of giving them no strings attached money will remedy the situation. Chances are, even if you did that, they couldn't keep up the place with basic maintenance and taxes.

No matter the amount, it is difficult to pay mortgages when you don't have a job. Instead of refi, these home owners should have been given some breathing space of several months at 0% interest. After, all , the taxpayers gave those bail out dollars to the big boys very cheap, and lending among banks is a near 0%. This is a democracy, if one part of the economy gets bailed out, the others should get some too. This economy is a clear demonstration that the layer of society that is best for the country is a vibrant middle class. Such a strong middle class would build the economy sooner and make the country stronger. I believe in this democracy and the wealth of this nation should be accessible to all those who are willing to work hard. The Bushies have done immeasurable damage to this country, to the middle class and to the fabric of our society.

2) 0% interest? Interest is a cost to lend money, who picks up these costs? Do you understand the theory of money at all?

4) Agreed on the Bushies, the Bush fiscal policy during the last two years was exactly the same as the current administration. The results seem to be just as expected. Wait until the temporary tax cuts are rolled back.

The lack of civility from the Left during the Bush years has probably put us on the path of civil war. It's unfortunate we can no longer discuss and debate on facts any more... it's all about parties, the Dems and Repubs have accomplished their goal. The little people will continually bounce power back and forth between two statist parties, until you and I no longer have ANY power.

What makes you think that? I had 35 employees and was straight through middle class. You best improve your knowledge before you rag on me and the millions of middle class that own and run small businesses. Healthcare costs drove me to sell and retire. republicants hate small business or they would do something about healthcare costs.

Yes, it is true, most of the loan modification packages being offered by banks and mortgage companies that received taxpayers money and were bailed out do not offer a true solution to any of the homeowners. These packages are being mailed as a formality so that when Obama and the Democrats wake up to reality they can say but, wait, we offered something.

Let's take GMAC. They got lots and lots of taxpayers' money. As a company that was part of or still is part of General Motors, they double dipped into the bail out and stimulus package pot. They offered me a new payment plan that took $80 off my monthly payments. Hurray! In the meantime, their website boast about how many billions of dollar strong their company is.

These companies are doing whatever they want because no one in the Administration or in Congress is watching or care to watch. They can care less about who looses their home because hey, they are getting another bill passed. No politician is holding these banks and mortgage companies accountable. And they wonder why people are upset, why they don't trust government with another plan.

All of this is giving this Administration and Democrats in Congress a very bad name. When you are loosing your home, your future retirement money, it gets personal.

The writing is on the wall, Congress and Obama are just not bothering to look. Wait until 2010. Cannot blame Bush for this.

Mass homelessness and mass unemployment will foster mass civil unrest, crime, anger, riots, revolution, class warfare, etc.

Riots and insurrections are predictable, ala the French Revolution and the Russian Revolution, when the people find their situations economically hopeless.

Chaos and total lawlessness will prevail during and long after any US revolution. Only the very meanest and the most evil will survive in this climate. We will have then totally destroyed our civilization. We will live like people in Africa, and we will have to comply with the will of any and every armed person that we meet.

Will all of the city residents starve after a revolution? Most of the US urban population is not intelligent enough to live off of the land anymore. The city dwellers might foray into the country, kill the farmers, and steal the farmer's food to feed their own families? Food might become more valuable than paper money.

We are approaching that point of no return, which I will define as the point where we have sold all of our privately owned assets to foreign owners to pay for our imported products that we consumed and our silly government expenses. After foreigners own all of our wealth, we will no longer have any economic or intellectual resources available for re-industrialization.

After overwhelming evidence that the repug economic model is a failure for 30 years, only Alan Greenspan has come forth and stated such.. for the rest of the repugs.. it was ACORN...lol... not me , not my beloved reagan.. not my tax and borrow... not my outsourcing and fee trade... Not spending 52% of the worlds military budget while spending far less on Infrastructure than the rest of the world, or on social services.
