That's part of the joke... His costume was making fun of the tea-bagger­s. He wrote "pubic" instead of "public" on purpose too, and "are" instead of "our".

I won't permit my kids to wear a Cheney mask. There are those with weak hearts and uncertain health insurance coverage in my neighborho­od. Halloween is supposed to be fun, not life endangerin­g.
