This was the dumbest thing about the whole propsition.

I have nothing wrong with giving seniors a discount. But when you start giving something away for free, then if you need to start charging again, it feels unfair, like you are taking something away from them. Whereas, if it was discounted, and the price goes it, it's not so bad.

Another problem with free is that most people also equate it with worthless. If you charge, even a token amount, people approach things with more respect than if it was completely free.
