Mayor Daley said Monday he would eliminate 220 vacant city jobs, cancel cost-of living pay raises for 3,500 non-union employees and order those bureaucrats to take 24 unpaid days off to honor his promise to keep his hand out of taxpayers' pockets in 2010.

chicago is still a better place to live than most cities you will find but like all cities far from perfect. there is always going to be corruption and police issues etc.. and criminals and bad people. I think overall people are decent and make bad decisions. there are however that percentage that are just pure evil.

rolling furloughs common in unions. they collect unemployment for the time off.

But the furloughs announced in this article are for non-union employees, representing roughly a 10% pay cut.
