Prevent, Anti-Muslim Extremism Program, Attacked By Civil Rights Groups In Britain

LONDON, U.K. -- In the more than four years since July 7, 2005, when British-born suicide bombers targeted the London transport system, killing 52 and injuring over 700, Britain's government has pumped hundreds of millions into its anti-extremism program. The government insists its strategy is the envy of terror-fighting nations, designed to keep the public safe, while still safe-guarding the rights of Muslims.

But the 140 million pound ($230 million) Preventing Violent Extremism (Prevent) program is now facing serious criticism, not just from within the Muslim community, but from civil liberties groups.

Most recently a report in the Guardian newspaper last month said that the program was being used to spy on innocent Muslims. Prevent-funded projects, claimed the paper, are being used to gather general intelligence on Muslims, with police accused of pressuring community workers to provide information on Muslims as a condition of funding.

Shami Chakrabarti, director of the British civil rights watchdog Liberty, told the Guardian that the program is "the biggest domestic spying programme targeting the thoughts and beliefs of the innocent in Britain in modern times."

The government swiftly disputed the newspaper's claims. "Prevent is not about spying," said a spokeswoman for the Home Office, the U.K. equivalent of the U.S. Homeland Security department. "It's about protecting vulnerable individuals who could be at the risk of radicalization."

According to the government, the overall strategy marries muscular police and intelligence services with an attempt to cut off extremism at the source, funding community programs to tackle the alienation felt by many young Muslims.

Muslim community workers -- and a report out in October from London's Institute of Race Relations (IRR) -- worry that Prevent suffers from mission-creep, with lines blurring between collecting information on potential violent extremists and on the Muslim community more generally.

"It's not that the police have someone under surveillance, then they ask a youth worker to supplement their information," said Arun Kundnuni, author of the IRR report. "This is about the mapping of the Muslim community. "They're asking things about all of the young Muslims: what mosques they go to, what street corners they're hanging out on, what their views are on foreign policy issues."

Kundnani cited the case of a community worker in Northern England working on a Prevent-funded project designed to bring together Muslim and non-Muslim youth. The local police force had asked him to pass on the names, mobile phone numbers, and political and religious opinions of the young people he worked with.

"They were asking him to pass on information like, 'What do the young people think of what's going on in Gaza at the moment?" said Kundnani.

Some Muslim leaders of community organizations said they felt that Prevent money came freighted with pressure to gather information on the community. "Absolute nonsense," said the Home Office spokeswoman. "Funding for Prevent Projects is never, ever conditional on information sharing."

Prevent's major problem, charged its critics, is its funding structure, which yokes anti-extremist work to broader Muslim community development projects, such as mental health programs and youth services.

"They're talking about security, and they're talking about community cohesion, and they are tackling [broader community issues] from the point of view that the Muslim community are all potential terrorists," said Humera Khan, founder of the British Muslim women's group An-Nisa.

Linking Prevent money and social service programs stigmatized the entire community, argued a February report from the group: "With all the parallels between the Irish community and the Muslim community, even during the height of the IRA terror campaign in the 1970s the whole Irish community in the U.K. did not get targeted in this way."

Rather than building community relations, Prevent has the potential to erode them, said its critics. With so much money directed at Islamic extremism, it sows bitterness among other communities, who watch Muslim programs get millions in funding. At the same time, Muslims themselves feel targeted, since Prevent only targets Islamic extremism, not, say, right-wing groups, or Catholic militants in Northern Ireland.

Embedding anti-terrorist works in local community projects merely has the potential to divide communities, said An-Nisa's Khan: "Security can't be dealt with at a local level," she said. "It's one thing to deal with it at a national level. But once the government starts giving money to local authorities and community groups, it changes the whole nature of it."

It could be that fair minded people in the West are loosing their patience
with Middle Eastern Imports. Apparently no body told these people that
some assimilation would be required. Some little bit of tolerance for other
people views, some little bit of flexibility in their customs. Do they really believe
that they can live in a country and have their family's be unaffected? The answer is
No, no body told them that some little bit of adjustment will be needed. So
every week or so, we hear of "Honor Killing's" of sisters and daughters by
deranged family members that feel compelled to secure the honor of their
families by butchering their very own. We do not call it honor in the west we
call it murder, and it brings shame on the family. Shame! Shame! Shame!
And stupid! You bring them to the West, because the West is a better place
to live (if not, why are you here)But you do not want your family to be part of the
West. Again, why are you in the West at all?I have changed my mind about
all of this. This issue of one sided immigration. If you want to join the "club"
join the "club", if you cannot be honest about it. Too bad for the rest of us!

Although I have no problem with the spying, there is growing anti-Muslim and xenoophobic sentiment in Europe that needs to be looked at.
In mainstream politics and media, Islamophobic sentiments are presented as natural. Statements of political leading figures have contributed to the Islamophobic views, such as Italian Prime Minister Berlusconi claiming that “Western culture is superior to Muslim culture.” BNP, for example, advocates for a return to the good old pre-1948 whites-only days and only falls short of calling whites a superior race. Sarkozy lectured Muslim women on whats best for them in the name of freedom, yet he went out of his way to say that the Church poses no threat to French values.
It's not just the Muslims who must deal with this, gypsies and other minorities are in danger as well. When you scratch beneath the surface, there remains a level of intolerance in Europe which may only manifest itself by political incorrectness. Also we should not forget the recent history of a continent that has been at war with itself and its minorities for much of the last hundred years.
These simplistic ideas of Muslims and immigrants being something strange or/and other to Europe are leading to exclusion and alienation. Many Muslims in Europe are first of all Europeans, European by birth, conviction and citizenship AND Muslim by faith.

Reading over my post again I think it would have been better if I said I don't know enough about the spying in Britain to have a problem with it. We have never had any issue with government spying in my country (at least not during my lifetime so far) so I am really not in a position to cast judgment. Hope that answers your question Bismillah.

Many muslims in Europe ARE European first, however many are not, particularly those from rural Pakistan, this attitude could die out as the original immigrants pass away.

A recent poll conducted in England revealed that 67% of Muslim immigrants want to integrate with the rest of English society more and live in a more ethnically-diverse neighbourhood, compared to 57% of other immigrant groups. (Galup)
We can only hope; otherwise Europe is going down a bad spiral.

Some Muslims, certainly not all, WOULD like to "take over and convert everyone" just as the west has tried to foist it's own values on Iraq and Afghanistan, and just as some American servicemen would apparently, like to convert the populous of those countries to Christianity.

Agreed. It is the blatant sterotyping (which is all too common) that could potentially cause Europe a lot of trouble.
What really worries me is how the politicians of Europe are involved in spreading the hate. Public figures should know better but I guess its all for short-term political gain.
The one good thing that is coming out of Europe's increasingly white Christians-only attitude is minorities are banding together. I hope the right wing nutters of Europe can join them instead of adopting a superiority complex and spreading hatred.
Secular societies must offer freedom of religion to their minorities. Europe is going backwards.
Most Muslim states offer freedom of religion, for example Pakistan. While Gojra is an unfortunate incidence, and I do hope the government will find and punish the culprits, this type of hatred is very uncommon in Pakistan ( I travel to Pakistan regularly and have been to Gojra many times). This is a very rare exception to a normal peace that exists between minorities and the general population. There is nothing in Pakistani laws or constitution that prevents the minorities from practicing their religion in accordance with their own beliefs. The government of Pakistan does not tell the Christians that they should not wear the Cross. Every major newspaper and TV channel has condemned violence against minorities. There are no authors writing ‘research reports’ claiming that Pakistani Christians are about to take over the country.

Certainly, it should be looked at. We should not tolerate intolerance of any form. This important task would be made much easier when European Muslims and Muslim immigrants would be a better job confronting issues festering in the hears of their own community.
Namely: antisemitic, frequent occurrence of honor crimes, penetration of militant Jihad recruiters in European Muslim communities, intolerance towards European cultural standards, among others.

The Irish never wanted to take over Britain or make everyone convert to Catholicism . As long as there are local mosques where Imans preach racial intolerance and hatred to the West, surveillance of Muslims should continue.

Although I do not have a problem with the spying, your reasoning is flawed.
The Muslims do not want to take over and convert everyone. That is a ridiculous generalization.
Tell me, if we are to spy on all mosques *just in case* someone is there preaching hatred should we not also spy all all places of worship?
The Pope said homosexuality might destroy the human race, to Anne Coulter saying we should occupy the whole of the middle east and convert the infidels therein to Christianity, to Chabad Rabbi Manis Friedman saying that Israel would be justified in killing every last Arab man, woman and child according to Jewish law.

Last I heard they wanted Sharia Law throughout Britain.

What research are you doing ? If they were not doing anything wrong they wouldn't care.

Amen, UK goverment want to spy on every oen and so do US goverment.

US and UK has also muscled some other ountries to start spy on its citizens.

My home country sweden was bullied by US to pass alot of spy on our own population by Bush and co.

So the whole thing start to be an orwellian nightmare.
