NEW YORK -- The new Navy assault ship USS New York, built with World Trade Center steel, arrived in its namesake city Monday with a 21-gun salute near the site of the 2001 terrorist attack.

First responders, families of Sept. 11 victims and the public gathered Monday at a waterfront viewing area, where they could see the crew standing at attention along the deck of the battleship gray vessel.

The big ship paused. Then the shots were fired, with a cracking sound, in three bursts.

The bow of the $1 billion ship, built in Louisiana, contains about 7.5 tons of steel from the fallen towers.

"It's a transformation ... from something really twisted and ugly," said Rosaleen Tallon, who lost her firefighter brother, Sean, on 9/11. "I'm proud that our military is using that steel."

Tallon said her brother, who was a Marine, would have been proud.

JoAnn Atlas, of Howells, N.Y., who lost her husband, fire Lt. Gregg Atlas, draped a flag-themed banner along the fence. The names of emergency workers who died were written on the red stripes.

"We have to remember. It's a way to honor them," she said.

Members of the public included Nancy DiGiacomo, who came from Huntington, N.Y., with her husband, 9-year-old son, mother and sister.

"I just thought it was important to see" the transformation of the tragedy's wreckage, said DiGiacomo. "From that, something else can come of it."

Lt. Cmdr. Colette Murphy, a Navy spokeswoman, said she was excited for those serving on board to see the city's "awe-inspiring" welcome.

At a short ceremony later at Pier 88 near the site of the aircraft carrier, the USS Intrepid, Mayor Michael Bloomberg said the USS New York couldn't have a more fitting name, representing freedom, courage and resilience.

"This ship is actually a physical representation of that spirit with steel from the World Trade Center built into its bow so every friend that sets foot on it and every foe that dares challenge it will feel its power and know that it is literally made from the heart and soul of the city that has scarified so much," the mayor said.

Of the 361 sailors serving aboard the ship, around 13 percent are from New York state, which is higher than would normally be the case, Murphy said. There were many requests from Navy personnel to serve on the ship, which will carry some 250 Marines.

After the ground zero stop, the ship - escorted by about two dozen tugboats and other vessels - headed up the Hudson River toward the George Washington Bridge. After a U-turn there, it headed south to Pier 88. An official commissioning ceremony is scheduled for Saturday.

The New York will remain in the city through Veteran's Day and then head to Norfolk, Va., for about a year of crew training and exercises, Murphy said.

The ship is 684 feet long and can carry as many as 800 Marines. Its flight deck that can handle helicopters and the MV-22 Osprey tilt-rotor aircraft.

It was scheduled to be built before the terrorist attacks. About a year later, the announcement came that the ship would bear the name New York to honor the city, state, and those who died.

It's the latest in a line of Navy ships to bear that name. The others included a Spanish-American War-era cruiser, a battleship that served in World Wars I and II and a nuclear submarine retired from the fleet in 1997.

The ship is technically known as a San Antonio-class amphibious dock vessel. Four vessels in that class are in service, the USS San Antonio, USS New Orleans, USS Mesa Verde and USS Green Bay. Four others are being built. Of those, two also have been named in connection with the Sept. 11 attacks.

The USS Arlington was named to honor the attack on the Pentagon. The USS Somerset was named after the county in Pennsylvania where United Airlines flight 93 crashed.

JulieSA, about your comments. I can only speak for myself in this. The reason I am opposed to having that steel being put on display in the form of a warship designed for the sole reason of killing people is because 9/11 was our nations single most loss of life in any attack, by anyone.

The last thing I want to see is the steel from our greatest loss of life, being used to further take lives. It does not matter the reason, nor whether the killings are justified. This is 2009, the 21th century. Why can't human greed and warfare be obsolete?

Why do we have to insist on either killing more people, or preparing to kill more people?

I'm no conspiracy theorist, however there ARE glaring facts to consider.....

411 days to INITIATE an investigation into the attack (over a year)...

Building #5 fell in the EXACT same way the towers did -with NO PLANE hitting it....

The 70yr old engineer (who helped design the towers) has repeatedly discussed his "frustration and confusion" as to how those building fell -in THAT MANNER.

No stockpile of WTC "evidence", Scraps rushed to another country with no debate or question (this just smells bad and just begs the question WHY?!!.....to make a ship out of it 8 years later?!!!)

That being said, they could have done tons of OTHER things with this metal.

Glad to know there's someone out there speaking for EVERYONE.

However, I only stated a number of things that point to a "pattern" that lacks "apparent truth" around the circumstan­ces.(which is WHY it has it's detractors)

Pointing out things that "don't add up" is not the same as calling someone a liar.

I don't KNOW what ACTUALLY happened on 9/11. It is those who act as if they are sure that
NOTHING but what we saw on tv happened that have compromised their higher senses.

Some of you liberal babies need to grow a pair. This is awesome. The NYC WTC memorial is a joke. THIS is the memorial. 8 years later, and they still can't make up their minds about the actual plans!!! But we built a freaking ship out of the very metal that was taken down by thugs who were trying to impress their pedophile messiah. I love this. And to those of you who think this is an insult to those who died and their families, just look around on the net. Ever since this story began, the families have talked about how great of an idea it is.

I love the idea of the Ship being built by the very metal the terriorists attacked.
I'm not for war, but I am for a strong defence.
Let us remember we were forced into a war by what the terriorists did to us!
I think it's very fitting that this ship is in service.

... "every foe that dares challenge it will feel its power" ... this sounds like a direct challenge to me.

Question ... what if this thing ended up suffering the same fate as the USS Cole? Not such a symbolic triumph, then. Seems to me like the best use of the steel would be in the memorial, not wrapped up into the industrial military complex that ultimately compelled the attackers to plan and execute 9/11 in the first place. It all seems a bit too ironic.

Seeing the ship and it's design made me think of the Cole, too. There appear to be quite a few blind spots on the vessel which would make a small fast boat to be it's most dangerous threat. My hope is that consideratons have been accounted for from this type of threat.

No, I do not want the USS New York to suffer a similar fate. I want the best designed, well defended ships we can produce. I did not notice a CIWS, either. Maybe it has yet to be installed.

(CIWS - Close in Weapons System. It fires depleted uranium at a great rate, and is used to defend against incoming missiles and other stuff coming at the ship.)

I toured it's sister ship, USS San Antonio, and we asked the crew about that. The ROE were changed right after the Cole incident, and small boats are not allowed to approach Naval vessels without permission. There are .50 caliber machine guns mounted at several points on the main deck, and you can scan the sea below quite well from those posts. Plus, there are some rocket/missile systems, but I think that's for aircraft or larger vessels.
