NY 23 Election Results: Bill Owens Beats Doug Hoffman

VALERIE BAUMAN   11/ 4/09 03:38 AM ET   AP

Bill Owens

ALBANY, N.Y. — President Barack Obama's decision in June to appoint a Republican congressman to a Pentagon post has paid dividends in November now that Democrats have gained the House seat by capitalizing on a split between moderates and conservatives in the GOP.

Lawyer and retired Air Force Capt. Bill Owens won the special election Tuesday in northern New York in which the Republican candidate withdrew over the weekend under pressure from the party's right wing and GOP heavyweights endorsed the Conservative Party nominee.

Owens said he hopes to bring the heavily Republican district together after the contentious race left the GOP with one less seat in this bluest of states.

"Our challenges aren't Democratic or Republican. They're not liberal or conservative. They are American challenges that we will overcome with American resolve," Owens said in his victory speech. "The only way that we can create jobs and attract economic development to our communities is by bringing people of all parties together and giving everyone a seat at the table."

With 92 percent of the precincts reporting early Wednesday, Owens defeated businessman Doug Hoffman, the Conservative Party candidate, 49 percent to 45 percent, after a boost from unified labor efforts in the last days of the campaign.

The GOP had represented the region for more than a century. Republican John McHugh vacated the seat to become Army secretary.

Owens thanked one-time opponent Dierdre Scozzafava, a moderate Republican who exited the race Saturday after Republicans criticized her support of abortion rights and same-sex marriage and Hoffman surged past her in the polls. Scozzafava, an assemblywoman in the state legislature, picked up 6 percent of the vote herself.

The race received national attention, with some calling it a referendum on Obama and others saying it could help Republicans focus their message to attract more people to the party.

Owens defeated Hoffman despite a voter registration edge of 45,000 for Republicans and big-name endorsements for Hoffman from former vice presidential candidate Sarah Palin, former Republican Sen. Fred Thompson and others.

"This is only one fight in the battle, people," Hoffman said before a gathering of supporters in Saranac Lake, N.Y., after conceding the race. "Let's keep the fight going. Let's make sure our voices are heard."

Owens will be up for election for a full term next year.

The race took several sharp curves leading up to Election Day. It started with Scozzafava in the lead while Hoffman was considered a spoiler at best. That gradually turned around, with Hoffman leading 41-36 in a Siena poll a day before the race.

Despite the fervor that surrounded Hoffman in the final week of the campaign, Owens managed to appeal to the voters with his talk of job creation and the need for more federal support for Fort Drum and farmers.

"I don't believe the vast majority of voters in the 23rd District – be they Democrats or Republicans or independents – are looking at this as a referendum on Barack Obama or as a referendum on the Republican Party or the Democratic Party or Rush Limbaugh or any of that," he said. "I think the vast majority of voters in the 23rd are saying, `We had us a great congressman in Congressman McHugh. Which of these candidates can do a better job representing me in Washington?'"

Hey, I think it is so wonderful that so many liberals are concerned about the success of the Republican party. You know, you are all correct, it seems that what the Republican party needs to do is to throw out all of the conservatives. Its genius. Then, all the conservatives can become Democrats and vote for Democrats because I guess that is what is important. Its not what you believe, it is what you call yourself, right? Grow up people, the Republican "nominee" was just put there without a primary. She was even more liberal than the Democrat who was running. If she was elected, it would have been BAD for people that actually believe in something rather than just "which team has more points" type people. Common, are the self appointed "moderates" or "bi-partisans" in here really saying that if somehow a conservative who did not believe in card-check, was against the stimulus package, did not support Obamacare, was Anti-choice and Anti-Gay marriage and yet was somehow nomination by appointment by Democrat bosses without a primary -- should be supported by Democrats??? If that is the case, we really have degenerated into a political environment where ideas and beliefs mean nothing and that the only priority is which side can grab the most power by whatever means necessary. How about this for a thought,, the MOST LIBERAL candidate in NY 23 only got about 5% of the vote :)

DANNYG, you can call your REPUBLICAN anything you want but he is still a republican. Hiding behind that name shows the childish mentality of the conservative movement in America.

The GOP has got issues with it's extreme right winged philosophy. As they keep alienating the people... they'll like the Democrats even more... the proof is right here in New York.

Folks, as any political historian would tell you, off-year state elections are lousy predicters of what will happen in U.S. congressional elections or in presidential elections. The "Obama referendum" spin is bogus, no matter who's spinning it.
That said, I'm so glad that the candidate the immoderate, irresponsible, irrational wing of the Republican party endorsed went down to defeat!

Nothing can be taken from either NJ or VA. The turnouts were too pathetic to draw any conclusion.
04:11 PM on 11/05/2009
I would disagree. While the low turnout means there isn't a huge mandate for the Republicans elected to those posts, the fact that the Democrats were unable to mobilize their voter base in those states says a lot.

No Duane,

It was an off year election. History shows that the party just out of the White House always wins these races. Their voters are energized the other side rests on their laurels. Evey election since 1989 has been the result of the our party winning. It makes them feel a little better about themselves.

I love the way some people spin this by adding together the votes for Hoffman and the votes for Scozzafava to claim some kind of virtual victory in arithmetic. Here's the problem:

The people who voted for Scozzafava could have voted for the carpetbagging but officially anointed rightie. They chose NOT to: those votes were anti-Hoffman votes -- just like the votes on the other side.
... Oh, and, the actual not virtual election: went to the Dem candidate.
04:13 PM on 11/05/2009
Hoffman was not a carpetbagger. Carpetbaggers were northeners who went to the South after the Civil War to run for seats in places they had never lived. Hoffman is from that area of New York; his house is really close to the district line, and was actually in the district before the lines were redrawn.

Oh? And WHO redrew the lines and for what purpose? I wonder. Congratulations, Bill and 23rd district. Now, let's get to work.
06:38 PM on 11/05/2009
I do realize the original North-South use of carpetbagger is different from Hoffman's situation, but I would argue that he was definitely perceived as a meddling outsider imposed by non-local forces. He made it worse by showing himself to be good with generalized slogans but not informed enough and not ready to discuss local issues (especially odd for a sort-of-local).

And I stand by my argument: that those votes for Scozzafava were against him. If those voters had been concerned with getting the right's candidate to win at all costs, they could have and would have voted for him. They did not.

Malkin fundraised for Hoffman, posted Hoffman piece on her blog. Malkin repeatedly boosted Hoffman's candidacy on her blog and attacked Republicans who endorsed Scozzafava. In addition, on October 22, Malkin posted a piece on her website written by Hoffman urging people to support him. At the top of the post, a "Note from Michelle" read: "This is a special guest post from NY-23 conservative congressional candidate Doug Hoffman. Please spread the word about the Nov. 3 special election and show your support. All hands on deck!" The note included a link to a page on Hoffman's website soliciting donations. "Conservatives owe NY-23 candidate Doug Hoffman immeasurable gratitude. He overcame impossible odds (single digits just a month ago) to come within two points of defeating Democrat Bill Owens. Hoffman had zero name recognition. National Republican Party officials dumped nearly $1 million into the race on behalf of radical leftist GOP candidate Dede Scozzafava, who then turned around, endorsed Owens and siphoned off 5 percent of the vote with her name still on the ballot after she dropped out."--Malkin

"Impossible odds"? Lol. 140 years in GOP control. (Malkin is a waste of oxygen.)

I thought I read somewhere that Mr. Hoffman blamed 'a corn' as to why he lost that race? Did anybody else see anything to this effect?

My favorite line???? ..."Radical leftist GOP candidate...." heh

"Mr. Independent" Dobbs declared NY-23's Hoffman "change I can believe in." On November 2, Dobbs said to Hoffman, "You know what's the great -- what the great thing is about the Dem -- the Conservative candidate running for Congress, Doug Hoffman? He's neither a professional politician; he's a guy who's just disgusted with the system, turns out he's an accountant." Moments later, Dobbs added: "It's hard to believe, but it looks like he just might win. Now this is change I can believe in. If we can get some accountants, and teachers, and carpenters, and some plumbers, and some electricians, some truck drivers, some people who know how to work for a living in this country, I think I'm going to be one of the happiest guys in the entire nation." Hannity to Hoffman on his show 11-03-09

Hannity to Hoffman: "I hope I'm on the air this time tomorrow night and I'll be able to declare you the winner." On November 2, Hannity hosted Hoffman, former Sen. Fred Thompson (R-TN) and Jeri Thompson, who said, "[W]e haven't won yet. So everybody's got to get out to the polls. We've got to vote tomorrow, vote, vote, vote, vote. Vote in Virginia, vote in New Jersey, and vote in New York-23." Moments later, Hannity said to Hoffman: "I think this is a referendum on a lot of what's been going on in the country, which is moving radically to the left. And I think this election is going to be watched. I hope I'm on the air this time tomorrow night and I'll be able to declare you the winner." [Fox News' Hannity, 11/2/09]

Just watched the national evening news. Big news about Republicans winning in New Jersey and Virginia. Absolutely NO MENTION at all that any Democrats won. And they wonder why everyone detests the MSM.
09:58 AM on 11/05/2009
I noticed/am frustrated by that as well. How can they say there is this 'referendum' on Obama and cherry-pick the elections to cover? oy vey

Especially considering that governors can't vote in Congress and the New York race definitely sent a Democrat to help the numbers there.

I don't know what MSM stands for, but I listened to NPR (National Public Radio) all day to find out who won that election. Over and over I heard about Jersey, Virginia and Bloomberg. NOT ONE mention of Owens winning the 23rd district in NY. AND THAT WAS THE BIGGEST AND BEST NEWS OF ALL ! I'm sooooo glad I didn't give NPR any $$$$$ this time. Very sad to have to say, I now believe they are obviously not really what they say they are. They are just another mouthpiece for the GOP. And they lost another listener.

A big win for the democrats? I think not, considering this district is sending a man to congress that the majority of people voted against, not for. Right.

Sarah Palin is the right-wings CONTEMPT for the American People INCARNATE.

The fact that they thought that ANYONE with a brain, a conscience, or even a MODICUM of decency could EVER take her seriously only goes to show that the republicans thought that this Country could be hornswaggled into yet ANOTHER "Bush".

All gloss.. ZERO substance..

..& these CLOWNS think that they can get away with it.

No WONDER they are like a deer in the headlights these days.

WE grew up...... & all THEY have LEFT is the "gloss".
08:24 PM on 11/19/2009
"All gloss.. ZERO substance" -- described Obama to a "T." Nice work Agent 86! Obama is the left-wing's contempt for the American people. Does Obama actually think that nationalizing health care will lead to an improvement of care? America has the highest 5-year cancer survival rate in the world (63-65 percent) vs. Sweeden's 60%. Much higher than Canada, much higher than Britain.. So what does Obama want to do.. take the best health care system in the world (based on patient outcomes) and make it into the worst? All of this chatter about how "broke" the health care system is in the US ought to get on a waiting list for a CT scan in the UK or perhaps a waiting list for a heart bypass operation.. THEN come report how Obama will save us all. Obama is a Marxist-Leninist. This latest mammogram recommendation is just setting the stage for the mayhem that will ensue if this health care monstrosity passes. Give me Palin over ObaMao any day.
