Hillary Clinton: US Wants Israel To Stop Building West Bank Settlements 'Forever'

CAIRO — Secretary of State Hillary Rodham Clinton defended the U.S. stance toward Israeli settlement building to worried Arab allies on Wednesday, saying Washington does not accept the legitimacy of the West Bank enclaves and wants to see their construction halted "forever."

Still, she said an Israeli offer to restrain – but not halt – construction represents "positive movement forward" toward resuming Israeli-Palestinian peace negotiations.

Clinton met for an hour with Egyptian President Hosni Mubarak during a hastily arranged stopover in the Egyptian capital to soothe Arab concerns that Washington is backing off demands for an Israeli settlement halt.

Egypt appeared reassured by Clinton's visit, and Egyptian Foreign Minister Ahmed Aboul Gheit called for a resumption of negotiations.

"The Egyptian vision is that we have to concentrate on the end game and we must not waste time adhering to this issue or that as a start for the negotiations," Aboul Gheit said at a press conference with Clinton. "The United States did not change its position that it rejects the settlement building," he said, but "the United States wanted the parties to start the talks."

Aboard her plane after departing for the U.S., Clinton said she thought the Egyptian stopover was "productive, constructive." She said the apparent positive reaction from Egyptian officials showed "the value of consultation and listening and sharing ideas and hearing the other side and putting forward your views and explaining."

But Clinton has had to do a lot of explaining since last Saturday, when she stood with Israeli Prime Minister Benjamin Netanyahu in Jerusalem and praised his offer to limit settlement construction without halting it.

Clinton has since tried to clarify the remarks, saying that the Israeli offer does not got far enough. Still, she has indicated that the Palestinians should resume negotiations with Israel without a full settlement halt as they demand.

On Wednesday, Clinton insisted "our policy on settlement has not changed."

"We do not accept the legitimacy of settlement activity. Ending all settlement activity current and future would be preferable," she told reporters after talks with Mubarak.

Of the Israeli offer, she said, "It is not what we would prefer because we would like to see everything ended forever."

"But it is something that I think shows at least a positive movement forward toward final status issues being addressed," she said.

Palestinian President Mahmoud Abbas is sticking to his refusal to resume negotiations until Israel stops building settlements. He rejected the Israeli plan to complete 3,000 housing units in Jewish settlements in the West Bank, and to continue to construct public buildings and other construction in east Jerusalem – a territory Palestinians hope will be their future capital.

After Arab criticism of her comments in Jerusalem on the Israeli plan, Clinton delayed her return to Washington after attending an international conference in Marrakech, Morocco, and flew instead to Cairo.

In a new twist Tuesday, Clinton made what appeared to be an inadvertent slip of the tongue in a television interview with the Al-Jazeera network, referring to the goal of "an Israeli capital in east Jerusalem."

It has not been U.S. policy to favor including east Jerusalem in an Israeli capital; the Palestinians claim it as their capital, and the issue is one of the most important and delicate points that would have to be settled in any final peace deal between the two parties.

In the Al-Jazeera interview, Clinton reiterated that Obama has clearly stated his desire for a halt to settlements. But she added that the Israeli offer of "restraint," to include an end to establishment of new settlements and other measures that limit settlement growth, might be close enough to the ultimate U.S. and Palestinian goal to merit embracing in the near future.

"It is nowhere near enough, but I think when you keep your eye on what we want to achieve, it is a better place to be than the alternative, which is unrestrained (growth)," she said.

Aboard her plane Wednesday as it flew toward a British refueling stop before returning to Andrews Air Force Base, Clinton insisted that "we have to figure out a way to get into the relaunch of negotiations."

She acknowledged that "things have happened along the way" that have impeded progress. "But that doesn't take away from what the ultimate objective is, and that's what I think you heard from Aboul Gheit and what you heard from me."

Unfortunately Israel will only use such opinions to strenghen their "victim" image...."Israel is alone, fighting for its right to exist, all the nations of the world are lined up against us," etcetera. Wish that Clinton sentiments had been registered many years ago, before it became a rigid policy for Israel and before the US decided that they could have any number of weapons to "defend itself".

It could be that Abbas is playing into the hands of Clinton and Netanyahu. This should stall the so called 'Peace Process' for a few more years which will mean a lot more settlements an be built.

Yes, isn't that good news: more settlements?! Just think how happy fanatical American settlers will be, not to mention all the folks back home in the good ole US of A.

But the real goodies go to al-qaeda and other terrorist organizations who point to the glaring hypocrisy between "American" calls for democracy in the Middle East and US financing and military backing to the only country in the world that openly practices ethnic cleansing in the historical crossroads of Muslim/Christian/Jewish civiliazation.

Hmm, I wonder if the terrorists appreciate everything we are doing for them?

You are not only right, but your words cannot be said often enough. Did you (or anyone else here) read Thomas Friedman's latest NYT column in which he proposes to just walk away from peace talks between the Pals and the Israelis?

Unbelievable as it may seem (to an unbiased observer), he left out any mention of the $3 billion in direct US aid to Israel with all the unprecedented giveaways, not to mention the far more substantial indirect aid.

So Friedman's tough love is to walk away from peace talks but leave Israel with all its US supplied weapons and money and leave Palestinians in the dirt.

The rule of thumb is: if the Israelis build new settlements that is OK, but if the Palestinians resist, they are terrorists!

To suggest that these are utterly empty words, after the debacle that Clinton has set in motion, is quite an understatement.

She needs to go, and we need to cut off Israel until they comply with our demands to end settlements for good.

Well Hillary, if that is indeed the case, why didn't you say that to the Israelis? Seems like all you have managed to do is convince Abbas that he has wasted his time thinking he had a credible partner in the Obama administration.

It looks like amateur hour at the White House. It’s time to face the truth and end a push for a two state solution. For decades the U.S. policies of giving Israel a free hand and supporting Apartheid policies have made the possibility of a two state solution unlikely. Apartheid South Africa wasn’t divided the country between the whites and blacks, the same solution will need to be implemented in Greater Israel. Yes, the right wing in Israel and the U.S. will squeal but it’s their policies that created the situation.

The “good news”, the Dispensationalist Christians will still get their dream of a united Israel that will lead to the Tribulation and Jews embracing Jesus as their Messiah and lead to the second coming. Unfortunately, the cynical use of the Christian Zionists by Israel will end because they will be born again and realize they crucified their Messiah. And so peace will finally come to the “holy land”.

Israel is not negotiating in good faith. They could have stopped the illegal occupation at any time. They could have stopped the illegal settlements at any time. They have shown no interest in doing either.

The USA could stop funding Israel until it complies with international laws on these matters but it chooses not to.

We know why there is so much animosity in the Arab world towards the USA but administration after administration has decided we can live with it.

Does Secretary Clinton not realise that when she speaks it is "on the record" and that one can compare statements made the previous week, with those made afterward for inconsistency?

Watching her diplomacy efforts one gets the idea that she believes her statements are going to be somehow only heard by those she is speaking directly to, and not the wider world.

With Netanyahu she praises their courageous and noble effort to slow down the rate at which they steal palestinian land.

With the Egyptians she is virulently anti-settlements and will smite those who oppose her.

Its such a sham. Israel and America are indivisible. No settlements halt will ever come about because of American foreign policy. Clinton and Netanyahu are on the same side, the side of the rich and powerful.

A non-binding suggestion was issued stating that Arab refugees who wish to "live at peace with their neighbours" ought to be able to return home. However, the Arabs of Judea, Samaria, and Gaza have proven through choosing violent retribution over peaceful resolution of conflicts that they are, collectively, unwilling to live at peace with Israelis.

Thank you, yes.

But since peace is, to Israel's powerful, ruthless right wing, construed as defeat, they will, sadly, find new ways to fight. If America demands peace from Israel, it's hawks will not hesitate to treat us as a vile enemy to be crippled.

Watch. It's all so predictable.
