Hoyer: GOP Obstructionism Damaging The Institution Of Congress

House Majority Leader Steny Hoyer (D-Mary.) offered a lengthy and searing rebuke of Republican leadership on Monday, claiming the minority party has traded an honest seat at the negotiating table for outright obstructionism.

Speaking before the Center for American Progress, the Maryland Democrat touched on many Democratic complaints about the friction inherent in the legislative process today. Further, he also expressed concern about the damage that obstructionism was causing to the institution of Congress as a whole.

"I also know, in closing, how easy it is to accuse me of being disingenuous for even making this argument," Hoyer said, according to prepared remarks. "It's easy to say that Democrats actually want extremism to be the face of the opposition--that we would be happy for the 'Party of No' to keep saying no. But that's not true. When we say no to the work of legislating, we do real harm to the institution of Congress and our nation's future."

"[T]he hard choices that are being forced on our country demand engagement from both parties," Hoyer added. "I'm thinking of challenges like reforming our massive entitlement programs, controlling the growth of health care spending, and responding to climate change -- issues that are fraught with political risk and so easy to demagogue that it is almost impossible for one party to take them on alone. Those challenges are dangerously likely to stay untouched as long as at least one party is willing to be a 'Party of No.'"

Hoyer's logic was two-fold. By removing itself from earnest negotiation, the GOP has ensured a less substantive debate or, as he put it, "empty exercises." Secondly, when Congress finds itself deadlocked, it essentially makes the body itself "less relevant every day."

Others have observed this paradigm in various legislative debates. Consumed by political infighting, Congress has lost institutional coherence and power over the last few decades. As Ezra Klein recently noted in the Washington Post:

It means power devolves from the legislature and towards unelected, unaccountable organizations like the Federal Reserve, the EPA, the super MedPAC commission, or the courts. It means that the American people become frustrated with politics because the lever they think gets things done -- the presidency -- seems continually ineffective. It means that Congress falls out of practice at generating solutions to problems, and you develop the strange situation in which it appears to serve the president's agenda, as opposed to the president waiting for congressional action (people would find it peculiar, for instance, if Congress was carrying on with a serious health-care reform effort if Barack Obama was not also engaged in the subject).

As if Congress was this exalted institution! Steny and those of his elk on both sides of the aisle have been actively working to make the American public lackies to their political ambitions. What happened to working in Congress for the good of the public and then going back home instead of being career politicians?

It is also damaging the country.
The world is moving ahead a high speed and we are falling further and further behind in several key areas that are crucial to our ability to meet the challenges of the current age:
Education, Science, Health Care, Climate Change, New Technology, Infrastructure, Energy and more..
The obstructionists act as though nothing is happening beyond our borders and we can return to the past and all will be well. It's just no, no, no, and no. They refuse to see the consequences and seem to pine for some kind of 1950s America.

If so many people sympathize with the extreme GOP approach it's just as well that we fall behind. Do you really want those people to have world domination? After 30 years of cheating our educational system of course we're behind.

It's too bad for America, but the world is more important than our country. Given our culture wars and terrible educational system it's obvious that something in our system is broken.

I find myself trying to care less about whether my country dominates or not. It's strange because I used to be intensely patriotic. But if "America" means "science doesn't matter", "children don't deserve health care" and so on maybe I should care more about issues than my country as a unit...

I don't know. It's very confusing.

I wasn't saying we lose our place as world dominators, I was saying we won't be able to keep up in areas important to the future of our country and the planet.
And by keeping up I mean having good quality in all the areas I mentioned.

Please. The checks and balances in this country are non-functional. Congress does NOT do it's job, all we get is meaningless theatrics, lies, and corporate favoring legislature that extorts us and destroys our environment and health.

ALL you and every ridiculous member of Congress (with the exception of a few) are concerned with is yourselves - getting re-elected and continuing to rake in millions in your roles as corporate wh@res.

I couldn't care less about party - both are pathetic! How about representing the people - human constituents - rather than dollar worshiping? How about keeping checks on the executive branch and pioneering some real legislation that promotes the general welfare? Imagine that.

Steny Hoyer is one of the most corrupt politicians ever. All this political nonsense s being used to neatly cover up the equal opportunity corruption in Washington. Yes, Republicans are obstructionists and nothing but agents of kleptocracy but that should obscure the fact that Democrats aren't that much better. Steny Hoyer proves this better than anyone.

Solid majority? Not with Blue dogs who are Repubs in Dem clothing. I would argue that the public votes in who is there and if the politicians in congress are terrible, we put them there and they know we will not throw them out (look at the polls – majority of public says my representative is great, it’s the rest who are crooks) - so who is at fault?

Historically, it should be a solid majority.

However, unlike the republican bloc the democratic party is more inclusive of diverse viewpoints, which has the side effect of making a lockstep vote much more difficult to attain.

Couple that with a "block EVERYTHING at all costs" mentality of the GOP, and you have a frozen senate that is unable to do anything without a 2/3 vote. Even if the Democratic Party can consistently get 55 people to vote in favor of something (a majority), it will NEVER get a vote in the modern, broken senate.

Are you proud of the-legislative process when Reede purchased the vote of the dem senator of Lousiansa for 300 million. The simple fact is it has become apparent to most citizens in this country, that this congress and president are the most fiscally irresponsible administration of all time. The GOP style of obstructionism should have been practiced by democrats during the Bush admin. OBstructionism is not necessarily wrong, but the bigger picture here has a valid point. Republicans will go against a democrat policy just to make sure the dems do not get credit, even if the bill is a good one. If the Democrats do not like that, they need to stop coddling the GOP and exclude the GOP at every opportunity. Bipartisanship is a two way street, and if the GOP is not in power, they are the ones who need to reach out or be shut out. When the GOP actually elects independent thinkers, people who act on their own and the nation's behalf instead of Rush Limbaugh's behalf, maybe then Democrats can open the door, once they know the GOP is not the enemy of America, to make it more clear, is not in league with Limbaugh.

Sorry if this is a repeat suggestion: Given the Republicans reluctance on all things Obama - I think we should start some investigations in to the Bush admin. Perhaps that will provoke a spirit of cooperation and bipartisanship.

I'm not a historian, but I've read a bit about Congress. Was there ever a time in Americas history when the majority of Congress people weren't self serving egotist of no more than average intelligence???

I don't recall ever reading about such a golden age.

Yes as a matter of fact. Congress origanally was made up of common men representing the common man. Farmers elected farmers from their area to speak for them in Congress. Tradesmen elected tradesmen. Businessmen elected businessmen. Slave Owners elected other slave owners. Each area was represented by people familiar with the needs of that area. They didn't need to go to Harvard or Princeton. Common sense unlike today was common.
Alaska 2 years ago elected a white female governor originally from Washington state who did not represent the Eskimo. We've come a long way since the 1st Continental Congress and the journey has not been a particularly good one.

Oh yes, farmers elected people that would help them steal land from the Indians. Slave owners, now they were paragons of virtue. Businessmen ran so they could get inside information on government programs like railroads and to make sure wages stayed low. The people that ran for Congress used their positions to enrich themselves right from the get go.

America could get away with this because it was an emptied continent with abundant natural resources and a constant supply of cheap immigrant labor. Times have changed and now we are up against the wall.

Tradesman were the only virtuous ones on your list. But I'm only saying that because I am a tradesman, and I have a snarky sense of humor.

I remember a time, during the Bush admin, when democrats tried to work with republicans, so eager for their acceptance they helped send the US to hell in a 747. The problem is its all one-sided because the GOP works like one big Rush Limbaugh show. The GOP will actually stall on telling which bill they support until they run it by the Limbaugh show. Limbaugh single-handedly runs the entire GOP from his radio show. One way you can tell Limbaugh runs everything, ask him and he will tell you that he does not. How often does Limbaugh tell the truth about something important? Humble Limbaugh, Gift from GOODDDuh.
