Cap And Trade Faces Major Hurdles

ALBUQUERQUE, N.M. — The chairman of the U.S. Senate Energy and Natural Resources Committee said Tuesday that it's unclear whether Congress will be able to pass cap and trade legislation aimed at reducing greenhouse gas emissions this year.

Sen. Jeff Bingaman, D-N.M., said there's no consensus on what form a cap-and-trade system would take, but strong desire exists in both the Senate and House to pass other energy-related bills that would curb pollution blamed for global warming.

Bingaman said the concern is that if Congress does not move forward on cap-and-trade legislation, emission reductions will be forced by federal regulators.

"That will also drive up utility rates," he said. "The question is what will drive up utility rates the least, so that's what we're still trying to determine."

President Barack Obama will have to rely on support from Bingaman and others in the Senate to achieve one of his top domestic priorities, which is setting up a cap-and-trade system that would put a price on each ton of carbon dioxide and other greenhouse gases that are released.

Until Congress finds consensus on cap and trade, Bingaman is trying to tackle the problem through other legislative means, including an effort to encourage the production of renewable energy technologies in the U.S. by expanding a $2.3 billion manufacturing tax credit that was initially funded with stimulus money.

The American Clean Technology Manufacturing Leadership Act would provide an additional $2.5 billion in tax credits. Bingaman said that's enough to leverage $8.33 billion in new domestic investment to help meet America's growing demand for alternative energy.

"There's no simple, one solution to the problem. There's a whole range of things we need to be doing more," Bingaman said.

The senator's comments came after a tour of Schott Solar's sprawling manufacturing plant on the southern edge of Albuquerque. Bingaman was among the officials who helped recruit Schott to New Mexico.

The plant is the first in the U.S. to produce receiver tubes used in utility-scale concentrated solar power plants. Employees were preparing to ship out dozens of tubes off the assembly line during Bingaman's visit.

Schott also produces solar photovoltaic panels. At the beginning of the year, the plant ramped up production to seven days a week.

Despite a downturn in the photovoltaic market last year, Schott Solar CEO and president Gerald Fine said the company is "reasonably optimistic" about the potential over the next few years given that federal and state policies are encouraging a transition to renewable energy.

Fine said a significant market is developing in North America and that European markets are growing.

"There's lots of uncertainty. There are going to be lots of challenges coming up, but we feel like we're in the forefront of an important economic change in this country," Fine said.

Hopefully people will one day differentiate between "Pollution", "Climate Change" and "Global Warming". They have been mixed together and now many people seem to think they're one and the same. The biggest problem we have on this planet is the pollution affecting air, water, and land. "Climate Change" theories will come and go, but pollution is a fact that doesn't seem to be going away.

Cap & Trade is a scam. It does nothing to eliminate the problem -- just puts a tax on it and turns pollution into an "economic transfer" that can be bartered between those who pollute a lot, and those who don't.

The sad part is, if this legislation passes, pollution won't go down, but taxes will go up (corporate and public). Taxes and fines are not a cure for pollution. Yet, the Climate Change advocates will shout "Yeah!" in victory.

Now, let's get for real. I know that this year the weather hasn't been what you would expect from a planet suffering from Global Worming, but the truth is that we are closer to the edge of disaster than you know. (? is HAARP a real possibility ?)
Global Worming has so many factors governing it that it is almost imposable to predict so lets just look at what we can understand. Our atmosphere is only a few miles thick and the world population has exploded.
Now, with this explosion, mankind is now using carbon based fuels. This has only been done for the last 100 years. With this usage, we have now overcome the natural environment. Add to this the way business get around the polluting problem by moving there factories to countries that don't have the restrictions the US has.
All I have to say here is that Global Worming, is now or will be in the future, a fact and it can't hurt to curb our appetite for the luxuries we enjoy now before its to late.

As for Cap and Trade; How about dropping the "cap and trade" portion of the bill and passing the rest. At least we can start to curb the problem.

What makes global warming a disaster? Animals adapt and survive or go extinct has worked that way for millions of years and will work that way for millions of more years. I include humans in the animal category.

Here's why I don't believe you:

If a meteor was going to hit the Earth would you telling people to start constructing huge under-ground shelters that couldn't be finished for 50 years? No. That wouldn't solve the problem.

If Global Warming was an imminent a threat as you seem to believe, why aren't you proposing global efforts to block out the sun with orbiting mirrors in space or putting reflective particles in the atmosphere or genetically engineering high-carbon-fixing bacteria and seeding them across the planet or something?

If you really thought this was such a pressing concern I would expect a more radical solution.

Once the economic impact to the enviroment is factored into energy and production, you will get an honest cost per unit. Cap and trade is the first attempt at looking at this previously ignored cost of doing business.

Here's an idea: let's blend the Cap n'Trade and immigration bills. We can cap illegal immigration at 1960 levels and then trade away all the illegal immigrants that we don't want to keep.

Let's see.

Thanks to India and China, we've pumped more CO2 into the atmosphere over the last 10 years than the previous 20 combined.

Winters were supposed to be getting milder.

Yet throughout the world, record cold is being reported.

China, Indonesia, Chili, England, Europe and the United States are experiencing arctic cold weather not felt in 30 years.

You would rather believe corrupt climate scientists who falsify and cherry-pick data to keep their grant money flowing.

The warm response for Chavez when he called for the end of capitalism was a good indication. I wonder how many of the climate change gurus are sorry they even had the convention. It truly was an embarrassment, and came down to the fact that no one would buy into a deal that was not beneficial to themselves.

They found that during the early and middle Pliocene (3 to 5 million years ago), when average global temperatures were at least 2 to 3 degrees Celsius warmer than today, the concentration of carbon dioxide in the atmosphere was similar to today's levels, about 30 percent higher than preindustrial levels.

But if we manipulate the actual current temperatures (i.e. value added data) we will find that it actually IS 2-3 degrees warmer today than it actually is.

I respect Al Gore, and hope he does make a ton of money developing and implementing viable green technologies to the masses.

If not him someone else to prove there is money to be made in such ventures.

Unfortunately, giant coal and oil industries control the congress, and influence what technologies are develop. It is all about money.

Get rid of the trade part in cap and trade. The trading will make the derivatives scams look like childs play. Another destructive bubble and when this bubble melts down so does the health of the worlds eco-systems.

All of these green stocks are a bubble waiting to splode. The windmills are not cost effective at all. I have close friends in the Crane and Rigging business and they tell me the maintenance cost on these turbines are through the roof. Also the solar panels are being heavily inflated in the market right now just look at stock ticker TSL. All of this will come crashing down once the major players have made their money and walk.
