Paterson Attacks Legislature's Ethics Plan

New York's Assembly and Senate agree on reforming state ethics laws, but their package lacks the independent oversight of lawmakers' behavior that Gov. David Paterson seeks, and suffered an immediate blow when a good-government group opposed the bill.

Legislative leaders announced the agreement Wednesday. It calls for separate boards to regulate lawmakers and their staff, the executive branch, and lobbying.
