Obama Will Address 'Don't Ask, Don't Tell'

UPDATE: White House senior adviser David Axelrod confirmed on Wednesday evening what the Huffington Post was reporting earlier: that the President will address "Don't Ask Don't Tell" during his State of the Union address and, it seems, push for a repeal of the policy.

Asked by CNN's Wolf Blitzer whether Obama will call for overturning the policy tonight, Axelrod said the following:

"Well, look, this is a position the president has held. He has been working with Secretary [Robert] Gates and Admiral [Mike] Mullen. Obviously it will take an act of Congress to do that. They will have to usher in that transition. And we're going to continue to push to get that done. We don't feel -- we don't think it's a just policy, but it's also not a good policy for our national security interests.

Axelrod stressed that repealing "Don't Ask Don't Tell" was "a priority" but that "the biggest priorities are economic."

President Barack Obama will directly address the military's "Don't Ask, Don't Tell" policy in his State of the Union address on Wednesday evening, sources on Capitol Hill and in the gay-rights community tell the Huffington Post.

What exactly he will say about it remains a topic of intense debate, however -- though the betting among plugged-in sources is that he will call for its repeal.

"It is going to happen," said a source in the gay-rights community. "And it is going to be brought up in a somewhat significant way. But what that significance is we don't know." A Hill aide confirmed that the White House communications department told congressional press colleagues that the president would discuss the policy during his prime-time speech.

The pressure on Obama to address DADT during the speech has been mounting for several weeks now, as congressional negotiators discuss overturning the law, which allows gay members to serve in the military but only with their sexuality hidden, in the upcoming defense budget.

During his presidential campaign, Obama vowed to end the policy. Once in office, he outraged the gay rights community by putting it off.

On Wednesday morning, another effort was made to preemptively move Obama's hand. General John Shalikashvili, who helped implemente "Don't Ask, Don't Tell" as chairman of the Joint Chiefs of Staff during the Clinton presidency, released a statement calling for a full repeal.

Studies have shown that three-quarters of service members say they are personally comfortable around gays and lesbians. Two-thirds say they already know or suspect gay people in their units. This raises important questions about the assertion that openly gay service would impair the military. In fact, it shows that gays and lesbians in the military have already been accepted by the average soldier.

Additionally, at least twenty-five foreign militaries now let gays serve openly, including our closest ally, Britain. Although we lead rather than follow these militaries, there is no evidence suggesting that our troops cannot effectively carry out the same policy change as those nations did.

In 2008, a bi-partisan panel of retired General and Flag officers carefully reviewed this matter for a year and concluded that repeal would not pose a risk to the military's high standards of morale, discipline, cohesion, recruitment, or retention. Interestingly, an increasing number of active-duty officers who have reviewed "don't ask, don't tell" indicate that the policy, not the presence of gays, is detrimental to the armed forces' need for skilled personnel who are able to serve without compromising their integrity and, by extension, that of the armed forces as a whole.

As a nation built on the principle of equality, we should recognize and welcome change that will build a stronger more cohesive military. It is time to repeal "don't ask, don't tell" and allow our military leaders to create policy that holds our service members to a single standard of conduct and discipline

If senior non-commissioned personnel and lower and mid-level officers feel that repealing D.A.D.T. is best for unit cohesiveness and combat effectiveness I would support their views on this matter. They are in a position to know best. As far as the J.C.S. and high-ranking officers go, well, most of them have their heads up their you know whats when it comes to issues that affect ordinary members of the armed forces.

President Obama made a great promise tonight.

Now, maybe we can put this discrimination foolishness behind us.

Let's get down to the business of FIGHTING. Freedom ain't never been free. That is why we need our best soldiers, airmen, marines, and sailors to take the FIGHT to the enemy.

Who sleeps with whom is irrelevant.

Let's take care of business.

As a Christian, Obama knows that he has to help fulfill the "days of Lot" (Luke 17, cf. Gen. 19) with his repeal of you-know-what in order to hurry up the return of the Heavenly Commander-in-Chief who will make all things straight (pun intended)!

Let us remember that some gay servicemen have been murdered, all because they were not allowed to report taunts against them, as it would be a violation of "Don't Ask, Don't Tell."

And yet, our top generals seems to sit there smugly and with apparent disapproval as Obama announced his intention to abandon the terrible policy.

What is the matter with our military, anyway? This seems to me to be indicative of a much larger problem. If our military leaders want so badly to maintain the "frat party" atmosphere which has resulted in the raping of young women at our nation's leading military training bases, then something seriously needs to be addressed here. And new leadership, with a sense of fairness, is definitely needed. No one I know has any problem with full interactioln with gay men and women on any level--perhaps this is a problem that tired old men have.

Notice how most of the other western nations have been able to incorporate gay service people readily and without the apparent angst that our senior military officers apparently experience.

BoyInBoycott: I agree with you. I'm no proponent of gay/lesbian marriage, but I do know this. The subject of gay/lesbian marriage, abortion and such are just civil violations on choice. Let's say we could get it on the ballot to just outlaw a certain minority group PERIOD if we could get enough folks to vote a majority on it.

I feel like this is just what this is, legislating a lifestyle CHOICE onto someone else! People need to wake up to what this is all about.

Part of this is about decriminalizing sex outside of marriage which includes legalizing adultery for the armed forces. Personnel have their spouses and families on bases under some assumption of a certain conservative, protected level of home life. Decriminalizing sex outside of marriage means that military personnel away from their spouses no longer have protection of their families from adultery and betrayal. And their fellow soldiers on base can now violate their home life with no legal repercussions.

If you think the decriminalization of sex outside of marriage has no consequences, you should know that America has the highest teen pregnancy rate in the world, the highest prisoner per capita rate in the world (and experts say there is a direct correlation), the highest number of abortions in the world and the 2nd highest rate of abortions in the world (Russia is highest, India is 3rd), the highest number of rapes in the world and the 9th highest rate of rapes.

It would have been better to say nothing than point our their broken PROMISE.

The cardboard sign in the photo accompanying this article breaks my heart, along with the horror that California has wrought on civil rights, a la Prop 8.

Having served, I dont see a problem with overturning DADT.... BUT....

Having served, I also know what macho JARHEADS can be like, and it wont be pretty when gays have the right to serve openly.

Another poster on this thread said that there will still be a good chunk of gays who will wish to remain in the closet... I dont blame them.... but just being able to have the boogeyman (DADT) off their back will be good for them as well
09:30 PM on 01/27/2010
It would be nice to let gay men and women make that choice for themselves.
09:35 PM on 01/27/2010
I agree.... I know for a fact they will face strong opposition.... but if they feel they can handle it, who are we to tell them no????

They have a choice, leave the military if they want to live that way.
09:06 PM on 01/27/2010
headline should read: "Obama will mention DADT"....

and folks, that is all he will do. He gave his fluffy speech late last year on overturning DADT.... he thinks by saying this, he will appease the gay crowd and then wont return to it again until its time to either make another speech, or win their vote.

Dont count on him or this do nothing Congress to tackle this issue anytime soon... especially with crucial elections coming up in November

So a soldier can comes to terms with constantly being in harm's way but he can't come to terms with some of his male colleagues having a boyfriend?

Even when DADT goes away, there are still going to be soldiers who will prefer to stay in the closet. But at least we will no longer be firing valuable men and women for simply being honest with themselves and each other.

"So a soldier can come to terms with constantly being in harm's way" - no, actually many soldiers suffer terribly from PTSD. Many will have problems coming to terms with living in close, intimate proximity to openly gay fellow soldiers, as well.

Hopefully not too many people will get hurt.

I'm sure this is an ignorant question but what exactly has to be done to repeal it? Wouldn't someone need to draft the legislation? How does it work?

Sure, now that health care is dead there are a couple hundred congressmen (and women) with nothing beter to do and 60 Senators (...oops, I mean 59) with nothing better to do than try and inject openly gay soldiers and sailors into the military.

I hope nobody gets hurt, but I know better.
09:06 PM on 01/27/2010
I didn't know they could do it by injection! Better watch out, maybe they'll sneak up on you at night, inject you and you'll wake up gay!
08:38 PM on 01/27/2010
For all of my fellow straights, think about this: You have already been serving with gay men and women. Because of DADT you may not have known that they were gay or lesbian but they have been there.

Oh yeah, I had forgotten that the British military went gay friendly a while back. I know that people love to say a lot of our European allies have accepted openly gays into thier militaries, but what they don't tell you is that a lot of them did so in order to keep young soldiers from avoiding the draft by claiming to be gay (think Corp. Klinger from MASH). Most of our allies had the draft until just a few years ago.
08:55 PM on 01/27/2010
Well, son, that's proof positive that you don't know much about gay people. Why don't you try talking about something you know instead. BTW, what do you know?

I thought I had read somewhere a while back that the President could, if he wanted to, end DADT by executive order. If that is, indeed, correct, then putting it off onto Congress strikes me as little more than an attempt to appear to be doing something without actually incurring the political risk entailed in actually doing it.

To that I say, grow a spine, Mr. President!
08:35 PM on 01/27/2010
That's Obama's M. O., pun intended.
09:09 PM on 01/27/2010
he can issue an executive order but it wont last forever.... DADT is a LAW... and his sorry a s s Congress needs to draft legislation to over turn the law....

he wont push hard for it, and they dont want to touch it, so in essence, the issue is nice to speak on, to make his gay supporters happy, but he doesnt really plan on doing anything about it
