Obama is expected to announce a $3.8 trillion budget on Monday, including a $1.6 trillion deficit.

WASHINGTON — Spelling out painful priorities, President Barack Obama urged Congress on Monday to quickly approve a huge new shot of spending for recession relief and job creation, part of a record $3.8 trillion budget that would boost the deficit beyond any in the nation's history while only slowly beginning to put Americans back to work.

If Congress goes along with Obama's election-year plan, the nation would still end the year with unemployment pushing double digits at 9.8 percent and this year's pool of government red ink deepening to $1.56 trillion under the administration's accounting.

The spending blueprint for next year calls for tax cuts for workers and business and more aid for cash-starved state governments as well as the unemployed. The jobs initiative largely mirrors last year's stimulus bill, but is about one-third its size. The president is asking for nearly $300 billion for recession relief and job stimulus.

The budget paints a remarkably dire picture of a federal government that will have to borrow one-third of what it spends next year as it runs a deficit that still would total some $1.3 trillion.

At the same time, Obama is acutely aware that persistent joblessness is the issue most likely to spell political trouble for Democrats in this year's midterm elections – and perhaps for his own re-election chances in 2012.

The president's budget plan sees the deficit coming down by nearly $300 billion next year, and he's offering more than $1 trillion in deficit reduction proposals over the coming decade.

While proposing increases for immediate needs, he urged lawmakers to follow his lead and make cuts, even painful ones in programs dear to them. "I'm asking Republicans and Democrats alike to take a fresh look at programs they've supported in the past to see what's working and what's not, and trim back accordingly," he said.

Obama's deficit salve mixed nearly $1 trillion in tax increases on higher-income people with $250 billion in savings over a decade from a partial freeze on domestic programs. But popular benefit programs like Medicare would remain untouched.

Republicans weren't impressed.

"They're not willing to do big ideas. They're doing ideas that create perception but don't do anything big," said New Hampshire Sen. Judd Gregg, senior Republican on the Budget Committee. "The spending freeze for example. You're talking what, $10 billion on a $1.6 trillion deficit?"

Democrats, facing the prospect of major losses in November, are likely to join Republicans in balking at many of Obama's proposals. Moderate Democrats already are wary of another debt-financed economic stimulus program and may also choke on many of the recommended tax increases and spending cuts.

Obama's proposal to cut payments to wealthier farmers, for example is probably dead on arrival and his renewed push to end purchases of new C-17 cargo planes for the military is sure to incite a battle with lawmakers from California, where the planes are assembled.

Proposing a partial spending freeze, tax increases for wealthier people and a new fee on banks, the president's proposal still amounts to just tinkering at the edges of the larger budget problem.

Obama's budget presents a delicate balance between trying to cement the fragile recovery and pivoting to curb deficits that are on the rise not only in dollar figures but also as a political issue that is causing Democrats to lose popularity with independent voters.

So while pledging to tackle deficits, he also said that continuing them in the short term is necessary to help lower unemployment. We will "do what it takes to create jobs," he said. "It's essential."

His budget proposed a job creation tax credit of up to $5,000 for each new worker that businesses hire, another round of one-time $250 checks for senior citizen on Social Security and extending unemployment benefits and health insurance subsidies for the jobless through the end of the year. Obama also wants to extend a $400 "Making Work Pay" tax credit for most workers through 2011.

While White House Press Secretary Robert Gibbs spoke Sunday of a $100 billion jobs initiative, these "temporary recovery measures" in fact total $282 billion through the autumn of 2012, according to budget documents.

At the same time, Obama wants to hand off to a commission decisions on the tough steps needed to reduce deficits and slow the growth in the federal debt to levels economists deem prudent. The panel's recommendations wouldn't be due until after the midterm election.

Obama's proposal lays out a path to reduce annual deficits to about $700 billion in four years, but ideas for tax increases or cuts in popular benefit programs like Medicare or Social Security to reduce them an additional $200 billion would have to come from the commission.

"We simply cannot continue to spend as if deficits don't have consequences, as if waste doesn't matter, as if the hard-earned tax dollars of the American people can be treated like Monopoly money, as if we can ignore this challenge for another generation," Obama said.

Balancing the budget or producing surpluses of the kind from 1998 through 2001 is now seen as all but impossible. Instead, many policymakers are for a secondary goal of stabilizing the national debt in relation to the size of the economy. That generally requires keeping the deficit to 3 percent of gross domestic product. Just three years ago, the deficit stood at 1.2 percent of GDP. This year it's 10.6 percent.

Obama dropped his plan into a poisonous election-year atmosphere. Republicans in Congress immediately labeled it as a toxic mix of higher taxes, big spending and debt, saying it would still produce deficits totaling $8.5 trillion over the coming decade.

Obama inherited a difficult deficit situation when taking office amid a severe recession and financial crisis that made tax revenues plummet and caused unemployment benefits and food stamp costs to spike.

"When I first walked through the door, the deficit stood at $1.3 trillion," Obama said, citing the estimates that greeted him a year ago.

Wisconsin Rep. Paul Ryan, top Republican on the Budget Committee, acknowledged that Obama inherited a mess but said he's gone overboard with spending on pet Democratic programs.

"You can't blame everything on the past," Ryan said.

Obama now mostly owns the deficit as a political issue after passing last year's $862 billion economic stimulus bill and other major spending legislation that's earned mixed reviews with the public.

Obama would extend most of President George W. Bush's tax cuts, as they apply to middle-income earners. Married couples making more than $250,000 and individuals making more than $200,000 would see their marginal tax rates rise to as much as 39.6 percent and also lose some of the benefits they take on itemized deductions like charitable gifts and mortgage interest.

So how does this quote from the President square with the proposed budget?

"We simply cannot continue to spend as if deficits don't have consequences, as if waste doesn't matter, as if the hard-earned tax dollars of the American people can be treated like Monopoly money, as if we can ignore this challenge for another generation," Obama said.

The Bush administration over-spent to an irresponsible degree, but the Obama administration is making the deficit that Bush left behind look tiny in comparison. At current pace, Obama may rack up as much as a deficit in two years as Bush did in eight.

Where does this irresponsible spending stop?

A few suggestions.

Look at the comment prior to yours.

Look at the proposed budget (e.g. WHERE the money is being spent.)

Look at the circumstances that might REQUIRE some expenditures (e.g. keeping the Nation from falling into a "double-dip" recession, or worse)

The President's point (I believe) is that Bush never even had a plan to reduce spending. He would have continued as long as he could, regardless of what happened in the country.

At least President Obama has a strategy to reduce spending (and increase revenues) once we get through the current crisis.

I agree - the spending is totally out of hand. If we continue this way, the other shoe will eventually drop - there will be some serious consequences for the overspending. It is hard to know what those consequences are, but they will happen.

President Obama has been a huge disappointment as he has allowed the budget to baloon out of control.

President Obama will get a primary challenger if he does not get his act in gear soon.

Without addressing the deficit, the jobs problem CAN NOT be addressed. You can temporarily patch the job market, but in the long term, the jobs are deeply tied to the deficit. You cannot pay people money you don't have, all you are doing is making the money they already have worth much less, and decreasing their overall living standard.

There is NO WAY to create jobs without government help. And there is NO WAY to provide government help without spending. Period.

And about decreasing our living standard: That's what you Reptilians have been working on at least since Reagan. It has nothing to do with deficits, as wages have been stagnant regardless of deficits. You are confusing jobs with wages. Predictably.

2) Slash the defense budget by 50%
3) Profit.

Too bad neither Obama or the Dems have the balls to follow through on their promises. Hopefully this gets people to vote third party. The best thing that can happen is for the economy to really tank, and unemployment to go over 25%. People need to realize that both these parties are ideologically driven, and towards bad ideologies (socialism[Dems] and corporatism[Repubs]).

Look, any Republican who voted for the $1.2 trillion budget-busting Prescription drug expansion Act of 2003 and now whines about Obama's budget cutting by merely $10 billion here and there (that's you, Sen. Judd Gregg), needs a solid belting.

None of these people give a damn about the budget deficit. They spend money even faster than the Democrats while acting like they're deficit hawks.

We have to understand that had President Obama spent ALL the Stimulus money within' the first year and we were at the point now where we have 5.6% Growth then not only would the Republicans be calling the Stimulus a failure because unemployment would have creeped above 8%, they would be using that excuse to block any additional stimulus money.

Thank Goodness President Obama spaced the stimulus money out over two years now he doesnt' have to ask a Racist Republican Senate to approve more money for the stimulus because it was approved before.

As for additional spending that President Obama is or will ask for if indeed the Racists are able to block it then the second year dispersments as well as the Tarp Money the banks have paid back will bridge the gap in funding that has PROVEN TO WORK. A smart move by a geinus of a President.

The Racists on the right are afraid that a Black President will enact revenge for 450 years of Slavery, Discrimination, Racism and Oppression and this is why they are so agaisnt Obama.

What they fail to realize that its not in the nature of Blacks to have or enact the kind of Racial hatred and oppression that White Racists and Supremacists have. In fact what has made Blacks vulerable to 450 years of White Racism and Supremacy has infact been the lack of understanding we have of it becuase its not in our nature.

All Americans should resist the call by Republicans to reject this Black President because of this false fear that Whites have that a Black President would conduct himself like the 43 other White Presidents before him.

This is irresponsible as no one ever spent their way out of debt and Obama won't be the first. ****For libs who say let the Bush tax cuts expire and tax the "rich",,,,they should understand taxes on individuals making $33.750 and couples making $45.000 a year would go up too. Here are other Obama tax increases:

* Taxpayers who itemize will lose the option to deduct state sales-tax payments instead of state and local income taxes;

* The $250 teacher tax credit for classroom supplies is eliminated.

* The tax deduction for up to $4,000 of college tuition and expenses is eliminated.

* Individuals who don't itemize will no longer be able to increase their standard deduction by up to $1,000 for property taxes paid;

* The first $2,400 of unemployment benefits are taxable, in 2009 that amount was tax-free.

This hemorrage of the national budget and debt has been going on a long time, yet no one was paying attention to much of it until Obama got elected. It is directly attributable to the Bush's 2001 tax cuts, which not only allowed the rich and corporates to pay little to no taxes, but also allowed offshore corporates to skip paying altogether, the oil and gas companies pay practically nothing in taxes, or pay royalties on their government owned leases. Since Corporates are supposedly the ones who normally pay the bulk of US taxes, (echoing all that stupid corporate nonsense they try to feed you), in fact, Corporates don't contribute much of anything towards the welfare of this country at all. It is no wonder why the US is in such finacial mess. Had they paid their fair share of taxes over the past 8 years, the US would not be in such financial straits. The IRS should be going after corporates aggressively. The Obama administration knows it cannot bring a surplus revenues to get the budget back into control, because of the magnitude of the problem. So, all they can do for the rest of their time in office is damage control, but the national debt will continue to grow. In 5 to 7 years, no one will any longer support the US national debt, Including China, and you could see this country sink to the level of Haiti in turmoil.

The main problem with this budget proposal now is timing. Paul Krugman told everyone from the start when the 1st bailout proposals started that the new administration would have to, Go big, or don't go at all!"; that was at the time when the admin. was new, high popularity, the cash infusion at that at THAT time,( Jan. '09), would really be showing the effects of jobs & market recovery. But, the moment was lost for fears of looking like it was outrageous to think that way. Now, here we sit with the need to go back & supplement the first bailout/stimulus with the rest of what should've been allotted from the start. The catch 22 is that now, republic#nts are now even more emboldened & will obstruct even more, if THAT'S possible. Too much waffling & too much trying to reach out to those who will ONLY be satisfied when the agenda is 85% theirs. Republicans don't realise they lost the elections, & democrats don't give them any reason to feel that way either.

This is an awful budget. Where is the elimination of waste? Fully 40 % of the federal budget is waste. Disallow deficit spending and we wil be all right No sign of it here. Now you know.

The 2008 budget had a $455 billion deficit. That was Bush's last budget.

The 2009 budget was signed into law on March 12, 2009 by Obama NOT Bush. It included an unfunded $3/4 Trillion stimulus plan that no one read. That Democrat/Obama bill pushed the 2009 budget from a $455 billion deficit to the $1.3 Trillion deficit...NOT Bush.
