Martha Johnson: GSA Chief Confirmed After 9 Month Senate Hold-Up

The U.S. Senate voted overwhelmingly on Thursday to confirm Martha N. Johnson as head of the General Services Administration, nearly 10 months after she was first nominated to head the federal agency.

Upon assuming office, Johnson "will become the first permanent Administrator of the General Services Administration in nearly two years."

Earlier in 2009, Johnson was unanimously approved by members of the Senate Homeland Security Committee. But a single senator, Republican Kit Bond from Missouri, has used his symbolic 'privilege' to hold up consideration of Johnson's nomination since last summer. The delay was meant to pressure GSA administrators to approve a $175 million federal building project in Kansas City.

The LA Times noted, "the nomination became another example for the Obama administration of how the political process in Washington has been poisoned by politics that often have nothing to do with the merits. Just this week, Obama brought up the nomination in his session with Senate Democrats when he called for both sides of the aisle to work toward pragmatic solutions to problems."

"I don't have a GSA administrator, even though I nominated somebody who was well-qualified several months ago, and nobody can tell me that there's anything particularly wrong with her," Obama complained. Republicans are "blocking her because of some unrelated matter ... that has to end. It has to end. And the American people want it to end."

Within minutes of the Senate vote, the White House website had published a statement by communications director Dan Pfeiffer expressing incredulity over the delay.

What happened in between was a perfect example of why Americans are so frustrated with Washington.


Martha Johnson is an ideal candidate for Administrator, which is highlighted by the unanimous vote she received in committee. And the only thing that's changed between now and then is that some in Congress found it to be politically expedient to delay her vote. This isn't just about one person filling one job - it hampers our ability reform the way government works and save taxpayer dollars by making it more efficient and effective.

What's worse, Martha Johnson is hardly the first nominee to fall victim to this trend of opposition for opposition's sake. Nine of the President's nominees found themselves stuck in this same situation only to be confirmed by 70 or more votes or a voice vote. Several nominees, including two members of the Council of Economic Advisers, had cloture withdrawn and were passed by a voice vote.

The WH reacted to the Republicans approving this nomination by kicking them in the teeth. A thank you would have been more appropriate if the WH did not want to escalate this partisan game. As it is, the WH escalted with the kick in the teeth. Now the Republicans are escalating. All 70 of Obama's nominations have been put on hold.

Good job, Obama.

Nothing in the piece would indicate that such has occurred. As O has virtually begged for bi-partisanship, I want you to tell us how he now, in your warped vision, strikes out against the very notion he has worked toward for so long.

I dont know planet Obama lives on. RECESS APPOINTMENT. I they know that even if they block, it will be appointed via recess appointment, then they will not hold all appointments as norm but rather when there is a real reason.Remember John Bolton. Even some republicans were against him. So what Bush did. He cried like Obama ? No he appointed the fellow as recesses appointment..

I think coz most are chicken. They they were cowering after 9-11 (and still do), till Howard Dean showed that GWB can be questioned and challenged. Democrats (most play defense, no I did not, you did it too etc). I guess too many "Kerry" in democratic party and very few Deans

There are millions of people who watch Fox News 7 days a week. These people live in an entirely different Nation from those who do not watch Fox News at all or rarely. The real divide politically and culturally in this country can be tracked by what sources one uses for getting information about the world. These two segments of the population largely do not speak the same language and share very little in common. You can see the anger and frustration of the two sides in comments here and other websites on-line comments. So what can we do about this? I distrust censorship in any form. I myself choose PBS' News Hour for a balanced and in-depth presentation of the news. But many of the Fox News fans (not all) think it's biased and never watch it. The Left often mirrors the right in it's propagandistic techniques. Although I listen to Amy Goodman's Democracy Now! for information not regularly covered, I find it often jingoistic and one-sided in the same way as right wing programming. Critical thinking is absent among so many of our citizens. People also have poor listening skills. Civility in conversation and political debate is pretty much a lost art. I think we are headed to a permanently divided nation that more and more citizens seem to welcome. Our nation split in 1861 when the differences among our citizens became more acceptable than our need to stay united. It may happen again.

This is absolutely the biggest problem that we have as a nation! I agree with your comments ENTIRELY! It's completely unconscionable that a so called news organization can get away with the kind of distortions and misinformation that Fox News promulgates on it's viewers!

If we can't in some way police journalistic standards, we can neither be surprised nor blame the masses of people who live in an altered universe created by the GOP and Fox News (and to some extent, CNN), can we?

I share your discomfort with censorship but what to do when we have such powerful media that serves as a shill for corrupt and ideological government that rends a nation apart rather than fairly inform the public?

"Blanket holds", like filibusters, are not laws - they are Senate rules, they use to operate. The rule should be changed, it does not work anymore. The Republican use of the filibuster this past year is completely unprecedented, no matter what they tell you.

Look up filibusters on senate.gov. They have a graph of it's usage. There are 3 giant spikes (1970-74, 1990-94, and 2006-Present) with the biggest spike happening now (by far). All 3 spikes happen when Republicans are in the minority.

they actually have not used the fillibuster -- not once -- because the democrats have not called their bluff. I for one would like to see the republicans in congress, live on CNN, reading from the phone book fillibustering a presidential appointee. Let the country see what the fillibuster actually is, and for what purpose the republicans would "go to the mat". Let's see one, instead of cowering at the threat.

The president shouldn't have to spend his time calling out the petulant children of the Senate for all of their delay tactics, but I'm glad he is doing it.

They campaign against earmarks and then hold up the government because they aren't getting their earmarks.

The filibuster is a clear abuse of power. It has to be limited or ended there are no two ways about it. I would think the best solution would be to limit it to a pre specified number per congressional session. The senate cannot function like this and one member of any party should not be able to force themselves on the rest of the country in this manner. The republicans have shown us the inherent evil of this legislation and it must end.
