Mary Landrieu Defends 'Louisiana Purchase' Medicaid Deal For Louisiana (VIDEO)

WASHINGTON -- Called a prostitute by conservative talk show hosts, a Louisiana Democrat on Thursday defended a deal she cut for her Hurricane Katrina-ravaged state in the Senate health care bill.

Sen. Mary Landrieu insisted the Medicaid boost worth $300 million wasn't in exchange for her vote for President Barack Obama's sweeping health care plan and she noted that Louisiana Republicans backed the deal. Defiantly, she said she would do it all over again if she had to.

"I don't need this job badly enough -- maybe some people do, I don't -- to throw the people of my state under the bus to protect myself politically," Landrieu said in an impassioned speech on the Senate floor.

The deal has been derided as the "Louisiana Purchase" and conservative talk show hosts Rush Limbaugh and Glenn Beck have both labeled Landrieu a "prostitute" for obtaining it.

In recent weeks, Obama has also alluded to messy dealmaking as a reason for public skepticism about the health care bill. He referred in his State of the Union speech to "lobbying and horse-trading" and told ABC News earlier, "It's an ugly process and it looks like there are a bunch of backroom deals."

Even so, the bill was on the verge of completion before Republican Scott Brown's upset win in a Massachusetts special election last month threw the legislative effort into disarray. Brown was sworn in Thursday to replace the late Democratic Sen. Edward M. Kennedy, giving Republicans their 41st vote and depriving Democrats of their filibuster-proof supermajority in the Senate.

Obama hasn't referred specifically to Landrieu's deal and Landrieu said Thursday that the administration supported it. She said she'd spoken several days ago to Health and Human Services Secretary Kathleen Sebelius and that Sebelius remained supportive. Sebelius would not confirm that when questioned by a reporter.

Obama, meanwhile, pressed congressional leaders at the White House to move the stalled legislation forward, even while acknowledging Congress might not act. He said the next step was to meet with Republicans.

Returning from the White House meeting, House Majority Leader Steny Hoyer, D-Md., said the discussion had focused mostly on jobs legislation. He would not say whether Obama had indicated support for advancing the health care bill using a controversial procedure requiring a simple majority vote in the Senate -- the leading option under consideration by congressional leaders.

"We're still talking about that. The president favors moving forward, with the procedure of how to do that mainly in the hands of the Senate and the House leadership," Hoyer said.

Advancing the bill under simple majority rules would avoid the need for any GOP support, but Obama increasingly is calling for bipartisanship.

"What I'd like to have is to have a meeting whereby I'm siting with the Republicans, sitting with the Democrats, sitting with health care experts and let's just go through these bills. Their ideas, our ideas. ... And then I think that we got to go ahead and move forward on a vote," Obama said at a Democratic National Committee fundraiser Thursday evening.

Obama has long said that failure is not an option on the health overhaul, his top domestic priority last year, but Thursday night he seemed to acknowledge it was.

"It may be that Congress decides that ... we're not going to do it, even after all the facts are laid out, all the options are clear, that the American people can make a judgment as to whether this Congress has done the right thing for them or not," Obama said. "That's how democracy works."

Landrieu said that because it was unclear what would happen with the health legislation she wanted to act to protect her deal.

In the wake of Hurricane Katrina, Louisiana stood to lose federal reimbursements for Medicaid, the federal-state health insurance program for the poor, because the state's post-hurricane economic surge temporarily boosted per-capita income that's used to determine Medicaid payments. Louisiana's Republican governor, Bobby Jindal, was among those joining Landrieu in pushing for more money.

At a news conference in Baton Rouge, La., Jindal defended the need for the changes to the Medicaid formula, but said he opposed the Senate health care bill, even with the money included.

Asked whether Landrieu was wrong to put the money in the Senate bill, Jindal didn't respond directly and instead said, "I'm not a member of Congress. I'm not going to tell them what bills to draft and what bills to amend."

Conservative activist James O'Keefe cited the deal as a rationale for his recent attempt to capture hidden camera footage in Landrieu's New Orleans office. O'Keefe and three others were arrested Jan. 25 in the incident. O'Keefe has said the group wanted to investigate complaints that constituents calling Landrieu's office couldn't get through to criticize her support of the health overhaul bill.

Landrieu said that incident was not the reason for her public comments Thursday.

"What I said about the gentleman that's rattling off is he should save his excuses for the judge. He's going to need them," she told reporters after her floor speech.

Landrieu's defiant stance stands in contrast to that of another moderate Democrat, Nebraska's Ben Nelson, who also negotiated a Medicaid deal for his state, the so-called Cornhusker Kickback. So much controversy surrounded it that Nelson ultimately asked for it to be withdrawn, even while insisting that he never wanted anything special for Nebraska. Nelson's deal would have protected Nebraska in perpetuity from the cost of a Medicaid expansion, whereas Landrieu's was to be a one-time deal.

I am a Louisiana Dem who can’t wait to throw this bum out. Landrieu is part of the problem. She is one of the Blue Dogs who helped the republicans sabotage the HC bill. After taking $1.2 million from the insurance companies she refused to support any bill that included a public option of any kind or any bill that would lower the Medicare age limit. This from a Senator who’s state is one of the poorest in the nation. La has one of the highest infant mortality rates in the nation along with one of the lowest per capita incomes in the nation. We have one of the highest percentages of uninsured residents and rank near or at the bottom in education and literacy. Her $300 million bribery/sabotage of HC was win/win for her and a one way ticket for us to ride under the bus. After nearly a year of HC debate she now throws out a few politically correct clichés about not caring about her job and lying to the voters in hopes that we didn’t see who “threw us under the bus”. Landrieu is a product of the same La political cesspool that produced FORMER Gov. Edwin Edwards, who is still in Fed. Prison, FORMER U.S Congressman William Jefferson, headed to prison, and Republican senator David Vitter who’s stench still fouls the air of La. politics.

Pay attention son, stop your stupid Republican talking points. No one is saying that the President(Barrack Obama) is God by quoting this scripture. This is a well known scripture in Christian circles and everyone that quotes it does not quote it because they or the person that they are talking about is believed to be God.
Look Senator Landrieu, I find it hard to believe what you’re saying because I don't think that was the time to be making any kind of deals for the state of Louisiana when this was so important to the entire country. My question to you is, what would your vote of been if you didn't receive this 300 million dollar sweetheart deal.

You may not have thrown Louisiana under the bus, but you aided in having the rest of the country in need of health care run over by (2)two 18 wheelers. Again, my skepticism comes from your timing, and the monkey see monkey do attitude that goes on in Washington. In other words, we know that you’re not the only one who did a deal like this, but we also know that you weren't the majority. So in short, I think you had your own selfish agenda, which I'm sure the people of Louisiana aren’t going to look kindly upon.

I watched and listened to Senator Landrieu yesterday as she made her presentation and I have to say, she explained it and made it abundantly clear. I was one of those who was thinking she just got a sweet heart deal in order to get her vote. That simply is not true and she was smart to explain it. I know there will be those who formed an opinion and are content to hold on to that opinion even thought it was based on inaccurate info. Senator Landrieu is dedicated to serving the people of Louisiana and this country. I hope people will read what really happened and not stubbornly hold on to an opinion of her that is unjustified.

Did you not watch the clip? She is clearly fighting for the people of Louisiana even if she is getting no help from her Republican colleague. Moreover, she has borne an inordinate amount of abuse for her advocacy. I am proud that she is my Senator and is standing up for her constituency.

I am glad you are so proud of your Senator, however, she has taken over a million
dollars from the healthcare industry. She wasn't exactly going against them with the
deal she got. I think there was a better way that didn't have look like a bribe. You may
be proud, but she is going to cost the rest of us the only chance we have for better
medical care. The bill is going to die in congress and she is one of the main reasons.
And further more it may not matter to you but it is hypocritical for you to stand up for her
when she threw the rest of us under the bus. Maybe she will share some of the money
she is getting from the Healthcare industry with the 9th Ward which is still a mess. In
other words, clean up your own backyard.

Who would replace Landrieu? Gov. Howdy Dooty? A jo-kass like Vitter? Or a true believer like Duke? The problem is the need for Louisiana to move out of the 19th century into at least the 20th.

It astounds me that white people in the south and places like Massachusetts, Maine, Arizona and Nevada to name a few refuse to vote in their own economic interests because of race and their desire to be with the wealthy on matters that hurt them. They will never be allowed into the club but seem to get suckered into the front lines for glory that serves only the wealthy and the powerful.

Health care, jobs, stemming the loss of homes from foreclosures, good affordable education for our children, and reigning in the greedy tentacles of Wall Street I would think middle class and working class white people in all of this country's geographic areas should gt behind. The Republicans are only in this to do for themselves and the people who pay them...sounds to me like they are the ones more akin to what Senator Landrieu has been accused.

Lets raise taxes on the rich so we will have the money we need.
Under Eisenhower, the top marginal rate was 90% on any money earned over $400,000. Under Kennedy, it was 75% top marginal rate on any income over $400,000 but he closed a bunch of loop holes. I was born in 1949, my father was a tile setter and my mother did not work outside of the house. He was able to buy a house, send me to private school, pay for college, every 6 to 8 years buy a new car, pay all our medical bill without insurance. Try to do that on a tile setters wages today. Plus, not being able to pocket outrageous salaries, more money was put into investing in manufacturing and jobs. things went to the dogs when Saint Ray-gun got rid of the top marginal tax rate. Today, the top marginal rate adjusted for inflation would be on money earned over about $4,000,000. If you can't live on 4 million a year, then I fell sorry for you (not).

The problem with your thinking is that an economy is a dynamic instrument. You can not do one then the other. You have to be able to spend for today, project for tomorrow, and utilize emergency funds when needed. This has to be done with respect to both our national and global interest.
Politicians know this but try to sell a much simpler view.

i hope that landrieu is defeated, either in a primary fight, or even by a dreaded republican!
she has shown herself to be principled only with respect to her main principle being to keep her job and lifestyle, as though that is her own federal enttilement program. voters don't send democrats to congress to act and vote like republicans, or because they want them to have a lifestlye of privelage and vip status that soon becomes a barrier between voters on main stree, and senatros on easy street! seeing the back of leandrieu's head come a new congress, will be sight that will warm the january chill in washginton next january!

Just saw it! Lots of states have unique situations which is one reason nationalizing health care will be very inequitable. Our federal gov't cannot run anything efficiently and why we would want them to be in charge of health care is beyond me! They are wasting our money now and will waste it later!

If Congress people are only going greedily after pork for their own states and not for the good of the nation, why have a nation? Why should they have tax money from the east and west coast states to line their little backwoods pork barrels? California, for one, would probably be better off without the United States.
