Unemployment Benefits Plan In Senate Slammed By Advocates: 'A Disaster For Everybody'

Senate Majority Leader Harry Reid (D-Nev.) plans to introduce a bill later this week to push back by an extra 15 days the eligibility deadline for extended unemployment benefits. But advocates for extending unemployment benefits say that the two-week extension will be "a disaster for everybody."

The problem is that even though Congress will likely push back the deadline before extended benefits expire at the end of the month, state unemployment agencies still have to send out letters to benefits recipients informing them that they will be ineligible for the next "tier" of benefits starting after Feb. 28. Without an extension, more than 1 million people will run out of unemployment benefits in March, according to the National Employment Law Project.

And the shortness of the extension guarantees that, in two weeks, workforce agencies will once again have to prepare to send out letters and Congress will once again scramble for another extension.

"Unemployment offices are really really going to have a huge problem," said Judy Conti, a lobbyist for the NELP. "They can't handle this two-weeks-at-a-time stuff. It keeps them in a constant state of flux. This is going to create more work for them when they can least afford it."

Rich Hobbie, director of the National Association of State Workforce Agencies, agreed.

"They definitely prefer a significantly longer extension to help them avoid this on-again, off-again extension, so it's a bit disappointing," Hobbie said. He added that the 15 day extension could be problematic because unemployment insurance is a weekly program, and state agencies might be confused by that extra 15th day. "We'd much prefer a six-month extension."

It's not great for the people relying on extended benefits, either, some of whom may be receiving letters informing them they are about to lose their eligibility. "It just prolongs the anxiety for unemployment insurance claimants who might or might not be eligible for unemployment extensions," Hobbie said. "It's just very unsettling."

A year ago, Congress passed a stimulus bill providing up to 53 weeks of additional tiers of federally-funded extended unemployment benefits for people laid off between September 2008 and December 2009. The bill also provided an additional $25 in every UI check and a 65 percent subsidy of COBRA health benefits. In December, Congress scrambled to put together a temporary extension, pushing eligibility to the end of February. (The deadline extensions do not allow a person to stay on unemployment benefits for longer than provided by the stimulus bill.)

Now here we are again. After February 28, anyone currently receiving benefits will be ineligible for the next federally-funded tier after his or her current tier expires.

Sen. Reid decoupled UI and COBRA from a broader jobs bill before Congress adjourned the week before last. The jobs bill will be taken up on Monday afternoon, while UI and COBRA will have to wait until later this week. Since there's no real opposition to extending benefits -- not even from Republicans -- NELP's Conti suspects Reid wants to keep UI separate in order to use it as a vehicle for future jobs measures.

"If Senator Reid's office is doing this so they can continue to have a legislative vehicle to move the rest of their jobs agenda, it's very, very shortsighted in terms of what the unemployed need, as well as what state agencies need," said Conti. "It will be a disaster for everybody."

The progressive Economic Policy Institute's Ross Eisenbrey reminded Sen. Reid in a statement that the unemployment rate is in the double-digit range in most parts of the country.

"Given this grim reality, Senator Reid's announcement that the Senate will debate a 15-day extension of unemployment benefits was disheartening," said Eisenbrey. "The extended benefits program will be needed for another year at least, so a 15-day extension makes no sense. The American people may not be familiar with the arcane rules that are grinding the Senate to a halt, but they are all too familiar with the hardships that this recession has imposed on their families, friends, and neighbors. Senators have got to find a way to move forward to provide help to Americans who are out of work, starting with a 12-month extension of unemployment benefits.

"Waiting until the last minute to vote on an extension has already cost the states millions of dollars and forced them to send cut-off notices to workers receiving unemployment checks. Extending the program for only 15 days will force the states to twist themselves into knots to re-start the program while simultaneously preparing to shut it down again. This is waste and abuse."

The House of Representatives, for its part, passed a jobs bill in December that would extend COBRA and UI benefits through the first six months of 2010.

On Feb. 12, NASWA sent a letter to congressional leaders urging them to avoid delay. The letter explains why:

The authorization for the Emergency Unemployment Compensation (EUC) program expires on February 28. A delay beyond February 28 in reauthorizing the EUC program will impose needless uncertainty and anxiety on unemployed workers, especially as State Workforce Agencies provide notice to claimants of the phase-out of their benefits.

Beginning next week, the following sequence of events in states will occur:

-- Formal notices will be mailed to the roughly 5.4 million workers currently collecting EUC benefits, advising them their benefits will be terminated at the end of their current tier of entitlement. (Entitlements are in 4 tiers of EUC providing up to 20, 14, 13 and 6 weeks of benefits, respectively.)

-- These notices will generate hundreds of thousands of telephone calls from confused and upset workers to state Unemployment Insurance (UI) Call Centers that - in many states - are already struggling to keep pace with record claim activity.

-- State UI agencies will need to re-program their systems quickly to implement the phaseout of EUC to prevent the issuance of payments to claimants beyond the end of their EUC entitlements. During the same timeframe, states will be required to re-program systems governing the Federal Additional Compensation (FAC) program (the additional $25 per week).

-- And, some states will need to develop and implement contingency procedures for claimants whose benefits are cut off after February 28 to take account of uncertain future Congressional action. Most states will try to set up systems that will enable these workers to continue filing weekly claims that are effectively held in suspension until the EUC program is reauthorized.

To help mitigate the devastating impact for both unemployed workers and States, the National Association of State Workforce Agencies (NASWA) requests the Congress extend EUC immediately for six months. If Congress determines six months is too long at this time, three months would be a second best option. In no event should Congress enact a series of one-or-two week extensions of EUC as it tries to reach agreement on a job creation bill. This would cause undue uncertainty and anxiety for unemployed workers and excessive administrative costs for state workforce agencies. If an extension of EUC must be linked to a job creation bill, NASWA asks for a minimum six-week extension of EUC to lessen the short-term burden on unemployed workers and state programs as Congress tries to pass the bill.

Hello,
Everyone who has exhausted their fourth tier of unemployment and would like to vote on whether or not a fifth tier is necessary, please make your voice heard by voting on whether 99 weeks is enough of unemployment. On Yahoo, just type in unemployment 2010, and cast your vote. We can't just sit back and do nothing. Our voices must be heard. Thanks.

This whole situatuion is sickening to be in as an unemployed worker. Its bad enough to be unemployed in the fist place. let alone suddenly getting a letter in the mail stating that you are no longer eligable for unemployment even though they know that your still unemployed. What do they expect people to do? apparently the person or person(s) need to experience what excactly it is like to be in this situation. Because if they had any idea what its like I garantee that their opinion would change. Not that I would wish this situation upon anyone. But apparently they have no idea and need to know what criticly hard situations are like to some degree. Its unbelievable, These people are supposed to be making good decisions to better help americans. instead they are making decisions to make it worse. And our taxes are being robbed from us in the proccess. The people that are supposed to fight for you are now fighting against you. The unemploed people of america have suffered enough through this recession now its getting worse. This is just a start next unemployement itself will be gone. I dare anyone making the decision to do away with the extention to come and tell my wife that im sorry mam I know that your situation has been rough latly but.......Its going to get worse because due to your situation, you, your husband, and your kids will have no place to live.

Here's a kick in the groin if you like to dabble in the area of, "Strange but..."

Harry Reid pulls the bipartisan bill that entended benefits and goes to this joke of a bill with no extension. Good old Mitch...if you watch his video of when he declined giving a one week extension, wanted to stick with the bipartisan bill. When Reid wouldn't, he essentially said we have all of this week to deal with the exyension. Now, when Reid intro's the current useless bill, Mitch comes out and says, "Well, there will have to be ammendments made to it"

Play devils advocate a moment...what would happen if Mitch stood up and suddenly said, "We need to put an ammedment in this beill to extend jobless benefits six months, Mr. Reid" ? Oh, ho ho! Look America...Bad Democrats had NO extension for you poor folks but it was WE republicans made sure it got in that bill...So WHO saved you?

I have not received a letter, but they don't do that in NY state. I have been out of work for two years and I have put in over 350 resumes and i have had maybe 10 interviews and all I hear is we will let you know. I called the unemployment office today, I was told I have only 3 weeks left. I am a 39 year old man and I was a district manager making good money until the cut the position and now I that cant even get a job at McDonald's because they hire young kids. I have no Idea how i am going to pay my bill with out an extension and I don't mean of dates, I need more weeks. I have had to give up allot like my car because i could not afford it so now i take the city bus to interviews and to the store and things. These people on the hill that have a job and get paid allot of money I wish they would walk in my shoes for one day.I think after that they would see the light and help us all some more..thank you for your time

hang in there....I have gone a year myself..yes...its like peeling your own skin off you face........its a complete joy!.........I may have landed a part time job......which will net me around 150.00 a week.......I made that in 1967!!..............in ct.,,thats an electric bill...and a car insurance payment ..both for one month..........lol............SO.YES.TO ALL THOSE WHO THINK THIS IS A WAY TO AVOID WORK...........YOU ARE SO SADLY MISTAKEN......................

.wake up.because the end of the united states as we grew up with it.is coming to and end...all because of the greed of a handfull of "our leaders".....................

Joel, thanks for this personal perspective. It's one thing for me to read this and say to myself, "Well, it's been 53 weeks, that's a lot of unemployment subsidy," but your situation exemplifies why these benefits absolutely have to continue.

It's a travesty that people who want to work can't find a job. If the government can't support unemployed workers during this time, then the situation will deteriorate to a truly dangerous level.

You, Joel, should not end up in a soup line, a la the Great Depression. No one who wants to work should have to suffer to that degree.

The only thing that might be even worse than being unemployed and not receiving benefits is if you've been self employed for several years in a business that was about to turn the corner, and then because of the economy you find yourself with no customers. You're not even eligible for unemployment benefits, despite the fact that you have NO INCOME coming in--this is my best friend's dilemma.

I truly wish you success in your job quest.

If Congress chooses to play games with the unemployed who are collecting benefits and let's them lapse, there will be an awful truth exposed to the American People. We are in a DEPRESSION and the only thing hiding that fact is the phony number called the unemployed. If all the people out of work were counted (it only counts people collecting unemployment compensation) I fear we would find that we are back in the 1930's. Plus the hardship imposed on the unemployed would be seriously magnified. We are in the dumpster, the politicians are playing with numbers for votes and the multi-national corporations are attempting to out source what few manufacturing jobs we have left here. Oh, please pass me a banana we're devolving into that anyway.

I take issue with those people who think that unemployment benefits are creating "a new welfare state". So, millions of people are "using" the unemployment system as a way to not return to work?? Millions of people who are educated and have decades of experience would rather sit home and collect unemployment??? How insensitive to even insuinate such a thought!

I am 56, have been unemployed for 9 months, have a masters degree and lots of experience and haven't found a job in spite of all my efforts and networking. There are millions of people who are unemployed and I've met quite a few at the various meetings and workshops that I've attended. I haven't met a single person who doesn't want to work. I haven't met a single person who isn't actively seeking employment. Many of those people, such as myself, are relying on unemployment to keep us in our homes, food on the table, and a stable home until we find jobs.

Many people don't have a clue what it is like to be laid off, many for the first time in their lives, to go thru their savings and tap into their 401K accounts, all in an effort to stay in their homes.

Instead of being so critical of the situation, perhaps the naysayers can offer up assistance to help their brothers and sisters in need. Or, as my Father used to say, "If you can't say anything nice, don't say anything at all."

Ok, Mr Max.... here's a suggestion
Sometimes you need to change vocation and location. There are areas of the country where there are jobs, do some research.
Unfortunately you may need to change your vocation, or be creative and try a different angle to leverage your education and experience.
The beauty of the US (for the most part) is that you are in control of your own destiny. For that freedom you have traded a certain amount of security. Few career choices are guaranteed for life.
Something I learned in the military that I have carried with me through life that has helped me, and I’m more than happy to share with you…… “Adapt and Overcome” 3 words that have built this country.

One way to avoid the problem of notifying the people about their unemployment expiring, DON'T extend the benefits. All congress is doing is developing a new welfare program with these extensions.

It looks like the other shoe is about to drop. Unemployment benefits have blunted the raw effects of our economic disaster for millions of people. To date, mostly those with no bennies have truly felt the trauma, but they have no political numbers or power.

The government cannot simply just keep giving people money to hold off riots of starving citizens.

When unemployment rolls get big enough and take long enough to finally run out of money...the real ch!t in this country will hit the fan.

It will have been long enough from Bush for the righties to blame Obama - the left will flog Obama for caving to the right on the deficit and stimulus tax cuts...

and the rich bankers and insurers will be laughing at this "democracy" the whole way down

Eventually, I think government is going to have to centralize the whole public assistance thing, a la tent cities. There's people with no jobs, no means of self-support, they'll be losing their homes, moving out of their apartments, but, to where, exactly? Military barracks? Possibly. Bienvenue a la 21st century, where it's not just a job, it's a JOB!!!!
