Cash For Caulkers Rebates: Obama Announces $6 Billion For Homestar Program

SAVANNAH, Ga. — Sounding a familiar clean-energy theme, President Barack Obama on Tuesday announced details of a proposed energy rebate program he hopes will spur demand for insulation and water heaters – and jobs for hurting Americans.

Obama said the administration's "HOMESTAR" program would reward people who buy energy-saving equipment with an on-the-spot rebate of $1,000 or more. He cast the idea as one that would save people money on utility bills, boost the economy and reduce American dependence on oil.

The plan would take the approval of Congress.

"When it comes to domestic policy, I have no more important job as president than seeing to it that every American that wants to work and is able to work can find a job," Obama said at Savannah Technical College, in a state where the unemployment rate tops the national average of 9.7 percent.

"That was my focus last year and that is my focus this year," he said, "to lay a foundation for economic growth that creates jobs." He appeared in Georgia three days before the government releases the February unemployment report.

Speaking to the many people looking for jobs, Obama said he knows "it's tough out there."

The administration is hoping the energy rebate plan could become as popular as last year's Cash for Clunkers money-back program for autos. Consumers would collect immediate rebates for buying insulation, water heaters or other equipment to make their homes burn energy more efficiently.

Various vendors, ranging from small, independent contractors to national home improvement chains, would promote the rebates, give the money to consumers and then be reimbursed by the federal government.

Some details of the program, including how long it will run and its total cost, remain to be worked out with Congress, administration officials said.

The price tag could be in the range of $6 billion.

Obama said the upfront costs would be worth it, just as homeowners must put money into their homes to improve them and save costs in the long term.

Appealing to Congress, Obama said: "I just hope Washington stands along side me in making sure we've got the kind of energy future that we need." Congress has stalled several of Obama's legislative efforts, including overhauling the health care system, addressing climate change and giving the government a bigger role in providing student loans.

Cash for Clunkers was a $3 billion program that ran for about a month last year, from July 27 to Aug. 25.

The latest proposal has two levels of rebates.

Under the first level of energy rebates, to be called Silver Star, consumers would be eligible for rebates between $1,000 and $1,500 for a variety of home upgrades, including adding insulation, sealing leaky ducts and replacing water heaters, HVAC units, windows, roofing and doors. There would be a maximum rebate of $3,000 per home.

Under the second level, Gold Star, consumers who get home energy audits and then make changes designed to reduce energy costs by at least 20 percent would be eligible for a $3,000 rebate. Additional rebates would be available for savings above 20 percent.

If the program is enacted, the administration expects millions of households will boost demand for insulation, water heaters and the like – the same way consumers pumped up car and truck sales last year by trading in their gas-guzzling autos with more fuel-efficient models.

Representatives of the construction and home improvement business sectors were invited to Obama's speech.

Howard Feldman, co-owner of Coastal Green Building Solutions in neighboring Ridgeland, S.C., said he hoped an influx of business from homeowners seeking the rebates would allow his small company to bring work back to job-starved contractors his company hires to perform energy-efficiency upgrades.

Feldman said he also suspects the program would have a lasting effect after the government rebate program ends, when people who took advantage of it tell friends and neighbors about the money they save on utility bills.

Yet some viewed it differently.

Todd Odom of nearby Guyton, Ga., stood across the street from the college with a group of about 70 Obama supporters and protesters. Odom, a 42-year-old machinist, said the government's already spending too much and "HOMESTAR" would be a wasteful giveaway.

"When is it my responsibility to pay to refurbish somebody's kitchen?" Odom said. "I want the government to fight my wars, build my roads, house our prisoners and leave me alone."

Before heading back to Washington, Obama visited two local businesses – a company that makes custom steel parts and a digital post-production studio that got started with help from some $2 million in loans from the Small Business Administration.

This is good news! This program will surely benefit people and the environment. Energy conservation and efficiency is going to be a critical part of our adapting to the post cheap oil era. Housing alone accounts for ~23% of our energy consumption whereas space and water heating and lighting amount to almost 60% of energy consumed in homes. Decreasing energy use by a significant amount in this sector is very cheap when compared with the cost of generating/securing more energy.

Combining creating jobs while making us leaner energy-wise is the type of strategy needed to get out of this economic crisis and prepare for rapidly rising energy prices once the global economy is on the path to recovery.

This is a fantastic program and I can't wait to put it to use. Changing out lights to compact fluorescents is a great start, but I had trouble getting the right ones for me. Thanks! That is a nice article. I didn't realize there were CFLs that worked ok with dimmer switches. I use CFLs through most of my house, but I do keep incandescents in my dining room and bedroom, which have dimmer switches and where I consider adjustable lighting very important for proper mood setting, ya' know? I also didn't realize there were 3-way CFL's. I now feel a lot more comfortable with the regulations that will eliminate wasteful incandescents in the near future.

Thanks Mr. President, for putting my one year old granddaughter another $20 in debt. By the time she is 14 and can babysit, that amount will have grown to $37.70 (including interst) and it will only take her first 5 babysitting jobs to pay it off.

No... you are wrong,as usual. The government taxing people and redistributing wealth does not create jobs without destroying others. The net is a loss in jobs (remember we are in a Jobless Recovery according to the White House). The government needs to help citizens make their home more efficient? Bad reasoning. Just stop taking as much money from the people in taxes and let them pay to make their houses more energy efficient if they CHOOSE to do that.

But you're a socialist or communist and believe that personal choice is OK as long as the government does it. That's what we are reading from YOUR post.

BTW... if the government finally becomes socialist and communist as you and others on this site want, we will all have a low standard of living and we will ALL have to work (Cuba is an excellent example). So watch what you wish for... .you may be forced to actually get a job and help support the government too.

I'm saying that borrowing more money to pay people to weatherize their homes is a very bad idea. If it makes economic sense, most homeowners will do it without a government handout.

Why stop at weatherization? Why not cash for new refrigerators? How about cash for new furnaces? Cash for new thermostats? Cash for new water heaters? Cash for new fuel efficient cars? Cash for solar panels? Cash for windmills? Cash for more efficient light bulbs? Cash for new energy efficient TVs?

The government does not have an endless supply of cash - this money is all borrowed and will have to be repaid by our children and grandchildren. Thanks to this and other free-spending administrations, your individual share of the national debt is now over $40,000. Our national debt is bondage for all of us.

Our nation is still operating under the national energy plan that Dick Cheney put together in secret with Enron and other energy corporations. This appears to be another proposal that is unrelated to anything else. The President does not have a national energy program. There is no comprehensive plan or tie in with other programs to form some sort of cohesive structure. In all honesty, this is a very strange way to approach the nation's real and imagined energy crisis.

Reagan cut taxes and unemployment went from 7.9% to 5.3% and ALL sectors of the economy increased their standard of living.

The government doesn't increase the total number of jobs by increased taxing or debt... they just become a drag on the economy.

If this comes about it should only cover products Made in the USA.
Of course the best idea would be to forget the "Global Economy", and bring back jobs to the USA. Then people will have enough money to make their houses energy efficient without government $$$. But that would offend Congress and their corporate sponsors.

i want to help NEW american corporations GROW. but this requires banks LOAN THE MONEY. since the big banks aren't loaning, we should pull our money out.

the bottom line is we all need to work together to fix the economy. the rich aren't doing their part. they're not loaning the money, they're not hiring, they're not expanding in our country.

so i don't know where you get off blaming the working class. we all want to work, not starve and lose our homes. so let's see some action from the people who squeezed all the money out of us and are sitting on it.

I feel sorry for the next several generations who will be paying for all these programs.
